Mr. Webb: To ask the Secretary of State for Social Security if his estimate that lone parents who take paid employment as a result
of the New Deal programme and who are £40 per week better off takes account of the value of those passported benefits which are
available only to those on income support. [60513]
Angela Eagle: The "better off" figure quoted as £40 refers to the sample of around 300 lone parents who moved from Income Support
into work (and onto Family Credit) following participation in the New Deal for Lone Parent prototypes. No statistics are collected
on those who move off benefit completely. Included in the calculation of the £40 better off figure are Child Benefit, maintenance,
Family Credit, net income from earnings, Housing Benefit and Council Tax Benefit.
Family Credit and Income Support recipients are entitled to several additional NHS benefits such as free prescriptions, dental
treatment, sight tests, vouchers for glasses, refunds of travel costs to and from hospital for treatment, wigs and fabric supports,
as well as dried milk for babies under a year old. Income Support recipients are also entitled to additional benefits, such as free
school meals for children, which are not available to those on Family Credit. None of the value of these additional benefits is
included in any of the above calculations.
Notes:
1. Earnings are not assumed in Income Support cases.
2. The better off figure takes account of assumed rates of Housing Benefit and Council Tax benefit for Income Support cases (set at
£54.10 and £8.60 respectively) and a calculated amount for each Family Credit case.

Angela Eagle: The average annual salary of the personal advisers in the New Deal for Lone Parents (NDLP) is £20,783 gross.
The table shows the estimated total numbers of lone parents on Income Support in each of the `pilot' areas at the commencement of
Phase 1 of the New Deal for Lone Parents in July 1997 whose youngest child was aged 5 years 3 months and over.

of the New Deal for Lone Parents ranged between 72 and 84. 2. It is important to note that the number of lone parents shown in each
of the Districts is the number in the target group--ie. those whose youngest child is aged 5 years 3 months and over. This group
represents one half of the total number of lone parents claiming Income Support in each of the areas shown. In addition, lone
parents from the non-target group (ie. those whose youngest child was aged below 5 years and three months) also put themselves
forward and actually benefited from the New Deal for Lone Parents service.

Angela Eagle: The Government are committed to helping lone parents overcome the difficulties which may act as barriers to employment
through the New Deal for Lone Parents (NDLP). Under the NDLP lone parents on Income Support are offered a tailor-made personal
adviser service to help them improve their employability and move from welfare into work. The programme provides support and advice
on training needs, jobsearch, better-off calculations, child care information and in-work support for those who need it.
Results up to 25 September show that 9 out of 10 lone parents who attended an interview agreed to participate in the programme, and
more than a quarter of these moved into work. Research on lone parents who had moved into work (and onto Family Credit) following
participation in NDLP show that they are on average, £39 a week better off, and have reduced their dependency on benefit by £42 a
week.
Interim findings of an independent evaluation of the NDLP in the phase 1 prototypes show that the programme is having a marked
effect on the rate at which lone parents move off Income Support--around 2 percentage points reduction on the number of lone parents
on Income Support compared to the control areas and almost 7 per cent. fewer new cases remaining on Income Support. A final
evaluation report on the NDLP phase 1 will be available in Autumn 1999.

Jackie Ballard: To ask the Secretary of State for Social Security what help is available with childcare costs for lone parents in
the first month after returning to work. [58880]
Angela Eagle: Financial help with childcare charges is available to working lone parents through the in-work benefits: Family
Credit; Disability Working Allowance; Housing Benefit; and Council Tax Benefit.
Lone parents can claim help towards up to £60 a week if they pay for childcare for one child, and up to £100 a week if they pay for
two or more children. The care must be of a recognised standard and in respect of children of the qualifying age (from birth up to
the September following their 12th birthday).
The Working Families Tax Credit and the Disabled Persons Tax Credit will replace Family Credit and Disability Working Allowance in
October 1999. These new schemes will include a childcare tax credit which builds on existing financial help. Lone parents will be
able to claim help towards up to £100 a week if they pay for childcare for one child, and up to £150 a week if they pay for two or
more children. The qualifying age for children will be increased to cover all children up to age 14. In the case of children who are
disabled and who have greater needs, until the school leaving age of 16.

Mr. Jim Cunningham: To ask the Secretary of State for Education and Employment how many people have found employment through the New
Deal to date (a) in total and (b) in each target group. [57143]
Mr. Andrew Smith: [holding answer 29 October 1998]: Latest figures, combining GSS figures to August with provisional management
information to September, show that, since New Deal for 18-24 year olds started, over 30,000 young people have found work. Of these,
21,460 have gone into unsubsidised jobs and 9,020 have entered subsidised employment.
Figures for New Deal 25+ will be available in the Government Statistical Service's statistical First Release, which will be
published in December.
No figures are available yet for the success of the New Deal for Lone Parents since its National launch on 26 October. Information
from the pilot areas combined with provision for new claimants up to 25 September show 5,439 lone parents have moved into jobs or
increased their hours of work.

Angela Eagle: The estimated cost of calculating Housing Benefit and Council Tax Benefit for lone parents using the applicable
amounts used for couples would be £185 million in Housing Benefit and £25 million in Council Tax Benefit.
Notes:
1. Information drawn from the 1995/96 Family Resources Survey, uprated to 1999/2000 prices and benefit levels.
2. Estimated caseloads adjusted using May 1997 administrative data and calibrated in line with the Department's forecasts consistent
with the Comprehensive Spending Review (CSR).

I have been asked to reply to your Parliamentary Question about the number of applications for lone parent benefit and Child
Benefit.
The number of claims for Child Benefit for the period 1 April 1997 to 31 March 1998 was 32,817 and for the period 1 April 1998 to 30
September 1998 was 15,744.
During the period 1 April 1997 to 30 September 1998 46,530 claims were approved and 366 claims were refused. At 30 September 1998
there were 1,665 awaiting determination.
There is no separate benefit for lone parents only a higher rate of Child Benefit. It is therefore not possible to give separate
figures for lone parents.

Letter from Chris Thompson to Mr. Eddie McGrady, dated 10 November 1998:
I have been asked to reply to your Parliamentary Question about the number of applications for renewal order books for Child Benefit
and lone parent benefit.
All renewal order books for Child Benefit are automatically issued to the customer so there is no need for an application to be
made. Order books are normally issued to the post office 4 weeks before a customer's current order book is due to expire.
Accordingly there is no information regarding the length of time it takes to process a renewal or how many renewals are outstanding.
The number of Child Benefit renewal order books issued for the period 1 April 1997 to 31 March 1998 was 387,636 and for the period 1
April 1998 to 30 September 1998 was 232,051.
There is no separate benefit for lone parents only a higher rate of Child Benefit. It is therefore not possible to give separate
figures for lone parents.
You will know that Child Benefit Office has experienced some problems following the introduction of a new computer system. This has
undoubtedly had some impact on the issue of renewal order books but no separate figures have been kept. I am pleased to say we are
over the worst of our difficulty.
