Mr. Don Foster: To ask the Secretary of State for Education and Employment if he will list the initial teacher training course providers that have (a) added courses and (b) increased the number of places on offer on existing courses in each subject; and if he will list for each of (a) and (b) the number of places added for the funding years 1997-98 and 1998-99. [59199] Mr. Charles Clarke: The Teacher Training Agency's allocations of additional initial teacher training places for individual providers in 1997-98 and 1998-99 are set out in the table; those for new courses are asterisked. The 1997 allocation also awarded some places in 1998-99 and these have been included in the 1998-99 column. Mr. Hoyle: To ask the Secretary of State for Foreign and Commonwealth Affairs if his Department's review of military training assistance has been completed. [36496] Mr. Tony Lloyd: The review of the FCO's UK Military Training Assistance Scheme (UKMTAS) was launched as part of our Comprehensive Spending Review. My right hon. Friend the Foreign Secretary concluded that for 1998-99, UKMTAS will be replaced by a new programme called Assistance to Support Stability with In-Service Training (ASSIST), and that we will set up a specific Human Rights Project Fund. The ASSIST programme will be worth £11.15 million in 1998-99. The criteria will be: 1) To promote, within overseas military and police forces, respect for civilian democratic government and practices, the rule of law and international human rights standards. This should be done by training activities which: promote human rights both as a distinct discipline and as an element of broader training courses; deliver practical skills for peacekeeping, conflict prevention, dispute resolution and disaster management; help fight crime, including terrorism; enhance the professionalism of the armed forces. 2) To promote effective arms control and non-proliferation measures. 3) To promote English Language training, as preparation for other training, and as a tool to allow contributions to peacekeeping and other activities where English is the common language. The creation of the new Human Rights Project Fund is the first time the FCO has set aside dedicated funds for human rights. The new fund will enable our Embassies and High Commissions to give practical help to promote human rights through Governments and non-governmental organisations. Priority areas will include: children's rights, including work to tackle child sexual abuse; rule of law cooperation, eg training for judges and lawyers, prison reform; support for national human rights institutions and NGOs; media, eg training of journalists. The Fund is made up of £2.25 million from overseas military training budgets (UKMTAS), together with an additional £2.75 million available through savings elsewhere.

Mr. Gorrie: To ask the Secretary of State for Scotland what steps he is taking to ensure that the methods of assessment proposed for Higher Still will maintain the educational standards currently expected of fifth and sixth year secondary pupils. [35214] Mr. Wilson: Higher Still is designed to raise standards of achievement in schools and colleges, leading to more passes and better grades. This will be achieved without compromise on standards of assessment. The benchmark for the new Higher is the existing Higher Grade. I commissioned research on the benchmarking of standards from the Scottish Qualifications Authority. This has confirmed that Higher Still requirements are appropriately set against the existing Higher Grade. In order to ensure that staff are familiar with the new assessment system, staff development has been offered to principal teachers and subject leaders. A National Assessment Bank containing nationally validated assessment instruments for use in schools and colleges is being developed. These will help to ensure that internal assessment is consistent with national standards. The Scottish Qualifications Authority is currently working on external assessment exemplars drawing heavily on the existing Higher Grade and CSYS for new qualifications at Higher and Advanced Higher levels. Quality assurance of both the internal and external elements of Higher Still is a function of the Scottish Qualifications Authority. The Scottish Qualifications Authority will operate a variety of techniques to maintain standards involving, for instance, the benchmarking of external assessment to ensure the maintenance of standards and the moderation of internal assessment in school and colleges. Research carried out by the Scottish Council for Research in Education has shown that the Authority's predecessor (the Scottish Examination Board) was successful in maintaining assessment standards through a period of change in the qualifications structure. I am confident that the Authority will be able to capitalise on this experience and be equally successful.
