Mr. Beith: To ask the Secretary of State for the Home Department if he will make a statement on the proposal to introduce targeted
policing in 20 specific areas; what arrangements will be made for maintaining policing levels in other areas; and if he will make a
statement. [58462]
Mr. Boateng: Research shows the value of targeted policing in addressing both complex community-wide problems, and specific repeated
problems. Targeting policing effort at identified problems as part of a strategy to reduce crime and disorder enables chief officers
to decide how to deploy their resources most effectively. The strategy should be based on an analysis of local crime and associated
problems and the policing tactics adopted in the light of the analysis. The crime and disorder audits required by the Crime and
Disorder Act 1998 support this approach. Equally, our approach is output-driven and we will expect careful evaluation to demonstrate
how crime and disorder are effected as a result of any strategy and how that fits with the locally-agreed targets for crime
reduction.
To help forces develop this approach, we are making over £30 million available over the next three years for targeted policing
projects as part of the crime reduction strategy.
This funding is in addition to the extra £1.24 billion which will be available to police authorities in England and Wales over the
next three years under the Government's spending plans announced in the summer. This settlement, along with savings from the 2 per
cent. year on year efficiency improvements which police forces will be asked to achieve, will help to ensure that more resources are
focused on the front line against crime.
As experience around the country shows that targeted policing does not require additional police officers or other resources to be
successful, there is no reason to believe that the work we are undertaking will adversely affect existing policing levels.

Mr. Sarwar: To ask the Secretary of State for Scotland what assessment he has made of the use of closed circuit television for
combating crime in Scotland. [56124]
Mr. McLeish: In January 1996, The Scottish Office published an evaluation report into the effectiveness of closed circuit television
in combating crime and the fear of crime in Airdrie, where twelve open street CCTV cameras had been operating since 1992. A separate
evaluation was subsequently undertaken on the Glasgow city centre CCTV scheme. A final report has been submitted by the researcher
and is currently being prepared for publication.

Mr. Michael: The Home Office has carried out many studies of various aspects of targeted policing. Relevant studies carried out in
the last three years are:
Combating burglary: an evaluation of three strategies (Operation Bumblebee)--published 1995.
Policing problem housing estates--published 1996.
Problem Oriented Policing: Brit Pop--published 1996.
Tackling local drug markets--published 1997.
Biting back: reducing repeat victimisation in Huddersfield-- published 1997.
Tackling street robbery: an evaluation of Operation Eagle Eye-- published 1998.
Most recently, we launched "Brit-Pop II: Problem Oriented Policing in practice" at the first United Kingdom National Problem
Oriented Policing conference, attended by many police forces, local authorities and representatives of other organisations.
Current work--all due for publication in 1999--is set out as follows:

Solving residential burglary--targeting in-progress burglaries.

Mr. Paul Marsden: To ask the Secretary of State for Foreign and Commonwealth Affairs if he will make a statement on progress made by
his Department's special representative on international drugs issues in reducing the supply of drugs to Britain. [54289]
Mr. Tony Lloyd: The Special Representative identified the source and transit countries which pose the greatest threat to this
country and has focused our international anti-drugs effort where it has the greatest impact on supply to the UK. A recent example
of such targeted spending was announced by my right hon. Friend the Foreign Secretary in Bulgaria on 20 October: we are providing a
package of training worth £37,500 to help the Bulgarian law enforcement agencies to develop their anti-narcotics capabilities. In
the financial year 1998-99 we expect to spend about £6 million on anti-drugs projects.

authority patrols in crime prevention. [53533]
Mr. Michael: Intelligent use of patrol is an important part of the police function. Community schemes, including uniformed local
authority patrols, can make a welcome contribution to community safety as a complement to, not a substitute for, the work of the
police. Use of a distinctive uniform or dress code can help public confidence, provided it is recognised that the public must be
able clearly to identify who is a uniformed constable and who is not.
