Mrs. Ann Winterton: To ask the Secretary of State for Health how much extra funding has been made available to area health
authorities for the provision of mammograms for women over 65 years of age. [59655]
Mr. Hutton: The National Health Service breast screening programme was set up in 1988. Women aged 50-64 are invited for screening by
mammography every three years and women over the age of 64 may request to be screened every three years free of charge.
Provision for screening women over the age of 65 is included in health authority baseline resources and is not therefore
specifically identified.

Mr. Win Griffiths: To ask the Secretary of State for Wales if he will list the financial allocations made to the NHS since May 1997
that have been additional to the expenditure previously agreed. [60312]
Mr. Jon Owen Jones: Since coming into office, we announced, in May 1997, £600,000 for cancer services and £2.5 million for primary
care. In October 1997, we announced £9.5 million to assist with winter pressures.
In December 1997, a cash increase of £113.8 million for NHS Wales for 1998-99 was announced by the Secretary of State, which
included £60.2 million new money from the July budget and an additional £1.3 million new money from the Welsh Block. In March, we
announced an additional £25.1 million for NHS Wales in 1998-99 to bring in-patient waiting lists down. On 3 November, the Secretary
of State announced an additional £12.5 million to alleviate winter pressures and emergencies.
These allocations total £164 million of which £111.7 million was additional to expenditure previously planned.

Mr. Gibb: To ask the Secretary of State for Health what changes he proposes to the NHS capitation formula. [58343]
Mr. Milburn: There were three changes to the target setting process for 1999-2000 health authority allocations:
the speciality cost weights in the hospital and community health services age adjustment were updated;
a new additional need adjustment for prescribing was introduced;
a supplement to the formula was introduced for the extra costs of interpretation, advocacy and translation services for ethnic
minority populations who experience difficulties with the English language.
No further changes will be made to the target setting process at least until 2001-02. This is because on 10 November 1998 we
announced a wide ranging review of the formula.

As Director of the Office for National Statistics (ONS), I have been asked to reply to your parliamentary question on NHS abortions
in Walthamstow.
Information on the number of abortions performed on residents of each parliamentary constituency is not readily available and could
be obtained only at disproportionate cost.
The ONS routinely publishes abortion statistics by regions and health authorities (HA). The following table shows the percentage of
abortions funded by the NHS for residents of Redbridge and Waltham Forest HA.

Mr. Milburn: The Comprehensive Spending Review produced a settlement which can accommodate fair pay rises for nurses and midwives
and will ensure that cost effective drugs and procedures are available in the National Health Service. The Government are determined
to ensure that patients receive the full benefit of this new investment so pay review bodies will need to strike a careful balance
between fairness and affordability.

Mr. Alasdair Morgan: To ask the Secretary of State for Scotland what extra resources (a) have been and (b) are planned to be made
available to (i) local authorities, (ii) the NHS and (iii) the emergency services in Scotland to deal with millennium bug
compliance. [59247]
Mr. Dewar: An additional £10 million is being made available to local authorities in Scotland for 1999-2000, to help them respond to
demands placed on them by the millennium date change issue. Local Authorities have discretion in the use of this money; they may use
it to support action across any of the services they provide, including emergency services.
The Government have provided £151 million of new money for 1998-99 for the National Health Service in Scotland (NHSiS) on top of the
£98 million which was already planned. Action in the NHSiS on the Millennium Date Change problem is being funded from within these
increased general resources.
I do not expect to have to make further additional resources available. However, the situation remains under constant review.
