Mr. Morgan: To ask the Secretary of State for Wales pursuant to paragraph 3.8 of "Government Expenditure and Revenue--Wales 1993-94," published on 8 January 1995, if he will give the Welsh share of United Kingdom public expenditure on the basis of (a) the attribution of defence expenditure, (b) Wales's share of defence equipment expenditure and of United Kingdom based armed forces and (c) MOD civilian personnel; and if he will give the 1993-94 figure for MOD expenditure in Wales on the above basis corresponding to the £968 million used in table 6 of his publication. [9184] Mr. Hague: Defence expenditure on behalf of Wales in 1993-94 has been estimated at £968 million by apportioning Wales's share of total UK defence expenditure on the basis of GDP. This is the basis used in the report "Government Expenditure and Revenue-- Wales 1993-94". Apportioning defence expenditure on a population basis would place the figure at £1,143 million. Everyone in the UK benefits from total UK defence spending. The valuation of these benefits to people in Wales--as estimated--is a different question from the value of defence services purchased from within Wales. Only partial information on the latter is available. Figures published by the Ministry of Defence in the 1995 edition of "UK Defence Statistics" indicate that expenditure on equipment in Wales in 1993-94 was £50 million, or 1 per cent. of the UK total. At 1 July 1993 some 5,100 services personnel, or 2.5 per cent. of the UK total, and 5,000 civilian personnel, around 4 per cent. of the UK total, were deployed in Wales. An accurate allocation of costs to personnel on a regional basis could be provided only at disproportionate cost.
