That this House agrees with the Government's statement in the White Paper, The Health of the Nation, that HIV infection is perhaps the greatest public health challenge this century; notes with grave concern that the proportion of new infections arising from heterosexual activity, and excluding those associated with drug use, has risen from 2 per cent. in 1985 to 28 per cent. in 1992; recognises that AIDS inevitably kills, that it will be transmitted through ignorance, and that education must play a crucial part in protecting society from this mortal danger; notes the relatively low incidence of HIV infection in the United Kingdom and believes that this has to do with the United Kingdom's strategy hitherto of promoting responsible awareness of HIV and AIDS; lacks confidence that parents who withdraw their children from sex education in schools will teach them the facts and considerations which it is imperative, in their interests and those of their fellow members of society, that they understand; and therefore believes that the Education Bill should be further amended to ensure that all young people between the ages of 11 and 14 years receive at school education about HIV and AIDS, involving both information and careful consideration of the associated issues of responsibility.

That this House condemns the Secretary of State for Education for his indifference towards the important work of Health Education co-ordinators throughout the country; and calls upon the Government to reinstate funding so that every county council, metropolitan borough council and London borough council can educate their children to the great dangers of drug abuse, which without doubt is an essential part of modern education and which should be enlarged not scrapped.

That this House deeply regrets the death of four young women in 1991 from toxic shock syndrome and septicaemia; notes that death may occur within 48 hours of the first symptoms; believes that the voluntary code has failed these young women; welcomes the decision by Natracare and the Co-op to place a clear warning on the outside of the packaging; calls on the Government to legislate to bring all manufacturers and retailers into line with this obviously viable best practice; is disappointed that no mention was made of toxic shock syndrome in the Government's statement, the Health of the Nation; is concerned that the Government, through the Medical Research Council, is spending no money on research in this area, a situation which must be changed; and believes that the Government should issue advice on best practice to schools to ensure that pupils receive qualified and unbiased information about sanitary protection as a matter of course.
