To ask the Secretary of State for Health and Social Care, whether he will retain the previous Government's commitment to release funds to West Hertfordshire Teaching Hospitals NHS Trust for the purpose of commencing construction of the new hospital at Watford General before the end of 2026.
To ask the Secretary of State for Health and Social Care, whether he will retain the previous Government's commitment to release funds to West Hertfordshire Teaching Hospitals NHS Trust for the purpose of commencing construction of the new hospital at Watford General before the end of 2026.
The National Health Service is broken, and the Government is determined to fix it. We recognise the need for investment in NHS estates across the country, including at Watford General Hospital. We will provide the investment and reform needed to get patients the care they deserve.
My Rt hon. Friend, the Secretary of State for Health and Social Care has asked for an urgent report on the degree to which the New Hospital Programme is funded, and a realistic timetable for delivery. He will consider this carefully then report back to patients, clinicians, and local communities to confirm any possible revisions to the schedule.

Under section 40 of the NHS Act 2006, the Secretary of State for Health and Social Care is required to report all financial assistance given to trusts. The latest report is available at the following link:
Information on financial assistance for trusts specifically for the New Hospital Programme is on page 39 and 40. Figures for 2022/23 will be published in the next report on Financial Assistance under Section 40 of the National Health Service Act 2006.
NHS England are responsible for determining allocations of financial resources to integrated care boards from April 2023, taking over the functions previously held by clinical commissioning groups. Details on current and previous allocations are available at the following link:

An investigation reported in The Guardian and by the BBC revealed that on more than 450 instances in the last year sewage was leaking into cancer wards, maternity
units and A&E departments. Without urgent action, the legacy of this Conservative Government on the NHS will be an image of a nurse cleaning up sewage around a patient in a crumbling hospital. Will the Prime Minister commit to that pledge of building 40 hospitals by 2030, including in West Hertfordshire, and will he establish a fund to repair those hospitals that are in a dire state of disrepair?

We are investing record sums in NHS capital to upgrade dozens of hospitals across the country, but in particular to build 40 new hospitals. We are committed to a new hospital scheme at West Hertfordshire Teaching Hospitals NHS Trust as part of that programme. The programme is working closely with the trust on its plans, in line with the approach we have taken nationally.

There has been a lot of speculation that the new Prime Minister and his Chancellor might seek to cut infrastructure projects, so can the Prime Minister confirm that my local hospital trust, as well as all the other local hospital trusts that are set to benefit from the new hospital programme, will in fact get that money—yes or no?

The Chancellor will set out our plans in the autumn statement shortly, but this is the Government who put in place plans that will significantly increase capital expenditure. Even though difficult decisions need to be made, I think the country can rest assured that we will continue to invest in our future productivity and, indeed, invest in our public services like the NHS.

We have regular discussions with HM Treasury regarding the delivery of the New Hospitals Programme. Since its establishment, we have worked with trusts to establish how each scheme can maximise efficiencies enabled by the programme. The full individual funding allocations for schemes are confirmed once the respective Full Business Cases have been reviewed and agreed, including with HM Treasury.

All trusts in the pathfinder cohort have asked the Department to release funding for the detailed design and enabling works. Before any funding can be provided, business cases are submitted, which must follow the appropriate governance routes to ensure that the works demonstrate maximum value for money for the taxpayer. In some cases, this is still in progress. All schemes which are part of the programme remain on track, which will result in 40 new hospitals built by 2030.

In total, pathfinder schemes have received public dividend capital of £94 million prior to the current financial year for fees and enabling works. In addition, West Hertfordshire Hospitals NHS Trust has £117 million in confirmed allocations for 2021-22 and future years. Further requests for funding are currently being considered and will be subject to the appropriate governance process to ensure maximum value for taxpayers’ money.
