I refer the Hon Member to the Written Ministerial Statement made by the Chief Secretary to the Prime Minister on this matter on the 2nd of July and to the associated terms of reference that were published on the same day. As the independent reviewer in charge, it will be for Sir Anthony Finkelstein to determine the review methodology.

The review, which has not yet concluded, is being conducted by the Government Internal Audit Agency and is looking into cross-government website publishing. The aim is to validate and strengthen the effectiveness and consistency of publication processes on GOV.UK and on non-GOV.UK websites, particularly with respect to sensitive information.
As it is not standard practice to publish the terms of reference of GIAA reviews, there are no plans to do so; however, the objectives are as follows:
Understand and validate the consistency of application of controls designed to secure appropriate publication on GOV.UK.
Understand and validate the consistency of application of controls designed to secure appropriate publication on independent websites.
Make observations concerning weaknesses in control design and/or effectiveness identified.

The review conducted by the Government Security Group into whether any security concerns were raised during Peter Mandelson’s tenure as HMA Washington will be an internal review only. This is to enable thorough examination of any national security issues. As it is an internal review, the Terms of Reference will not be published. The Prime Minister and the Cabinet Secretary will receive the final report.

The Government Internal Audit Agency (GIAA) expects to issue a draft report of its findings to the Cabinet Office and Department for Science, Innovation and Technology (DSIT) by the end of June. In line with standard practice for GIAA reviews, and given the sensitivity of the report, we do not intend to lay it in parliament or publish the findings.

The Government Security Group (GSG) will conduct a review into Peter Mandelson’s conduct while in the role of HMA Washington. The review will seek to establish whether Mandelson’s actions constituted a national security risk during his tenure.
GSG’s review will be conducted separately to that of the review being conducted by Sir Adrian Fulford; which will focus on learning from the Peter Mandelson National Security Vetting case and vetting decision making.
