Mr. Yeo: To ask the Secretary of State for Culture, Media and Sport if she will list the sources of the £2 billion investment in
sport that she announced on 3 February, broken down by (a) the financial year in which it is to be paid, (b) the financial year in
which it is to be accounted for, (c) the method of distribution of the funds and (d) whether it had been announced before. [34767]
Mr. Caborn: [holding answer 8 February 2002]: The current sources of funding for sport are as follows:
New Opportunities Fund PE and Sport Programme
£581 million in England. All funding will be committed by 2005. Announced by Prime Minister in September 2000. Local education
authorities will act as lead organisations in submitting applications to the New Opportunities Fund.
New Opportunities Fund--Playing Fields and Community Green Spaces Scheme
£30 million for England to be administered by Sport England. Planned that all funding will be committed by 2005. Scheme commenced in
April 2001.
New Opportunities Fund--Better Play Grant Programme
£9 million delivered by Barnardo's and children's Play Council. Planned that all funding will be committed by 2003.
New Opportunities Fund--Activities for young people programme £38.75 million to be committed by 2003. Distributed by NOF to lead
organisations in 47 Connexions areas. Launched in August 2001.
New Opportunities Fund--Out of School Hours Sport Activities
£25.5 million to be committed by 2004. Distributed through partnership between NOF and Sports Councils.
Space for Sport and Arts
£130 million to be distributed by 2003-04. Grants paid to local education authorities by Sport England which is administering the
scheme. Scheme announced in March 2001.
Sport England--grant in aid
£43.2 million in 2001-02, £53.3 million in 2002-03 and £78.3 million in 2003-04. Announced July 2000.
Sport England--Lottery sports Fund
£224,000 million in 2001-02, £202,000 million in 2002-03 and £188,000 million in 2003-04.
UK Sport--grant in aid
£17.6 million in 2001-02, £19.6 million in 2002-03 and £19.6 million in 2003-04. Announced in July 2000.
UK Sport Lottery Sports Fund
£22.1 million in 2001-02, £22.7 million in 2002-03 and £23.7 million in 2003-04.
Commonwealth games

colleges. Announced July 2000.
Volunteering in Sport Project
£3 million in 2002-03 and £4 million in 2003-04. To be distributed by the Department for Culture, Media and Sport to Youth Sport
Trust, British Sports Trust and Sport England, who will be implementing the project. Announced March 2001.

Mr. Yeo: To ask the Secretary of State for Culture, Media and Sport if she will make a statement on the 2002 Commonwealth Games and
on the cost of its organisation. [21352]
Mr. Caborn: [holding answer 6 December 2001]: The Commonwealth Games will be held in Manchester from 25 July to 4 August 2002. The
Games are organised by Manchester 2002 Limited, an operating subsidiary of Manchester Commonwealth Games Limited, a company limited
by guarantee, which is wholly owned by Manchester City Council. Manchester City Council are underwriting the cost of the
Commonwealth Games.
The current budget of the Games organisers is £125 million. This is being funded by a combination of commercial revenue from TV
rights, sponsorship, ticketing and licensing income and by public sector support from Manchester City Council, the Sports Lottery
Fund and the Government.
Manchester City Council is also meeting approximately £10 million of additional human resource costs and expenses of preparing the
City.
The Government, Sport England and Manchester City Council have agreed to provide contingency funding of up to £25 million which
would be available if necessary to meet unforeseen Games' costs.

Comprehensive figures for the last financial year are not yet available, so the figures given, taken from published accounts and the
Departmental Annual Report, are for the 1999-2000 financial year. The calculation of the figures depends on how each body presents
its published financial information, and therefore the figures are not directly comparable. Where possible administration costs
figures are given, but in some cases (asterisked) the published information only covers total operating expenditure. As Museums and
Galleries are direct service providers, the operating expenditure covers their entire income.
The Football Foundation is not sponsored by DCMS, so the Department does not hold information on its expenditure. Nor does it hold
the information requested on the employees of all of the organisations listed in the question.
