That this House supports and welcomes the commitment to clean, healthy, safe, productive and biologically diverse oceans and seas outlined in the Government's first Marine Stewardship Report; is concerned about the ever-increasing pressure on the marine environment from coastal and offshore activities; believes that continued degradation threatens the long-term survival of internationally valuable habitats, wildlife and maritime archaeology; believes that such degradation of the marine environment is detrimental to the economic activities dependent on marine resources; notes that the United Kingdom does not have a strategic and co-ordinated approach for managing marine resources and for protecting the biological and cultural heritage; further supports and welcomes the commitment made by the Government in the 2005 legislative programme to publish a draft Marine Bill in that session; is disappointed that the draft Marine Bill was not presented as promised during the 2005-06 session; urges the Department for Environment, Food and Rural Affairs to take a greater leadership role in co-ordinating the devolved administrations and Government departments in the production of the Marine Bill; and calls upon the Government to present at the earliest opportunity in this session comprehensive legislation to protect and manage the marine environment in an integrated and sustainable manner.

That this House notes the large take-up of digital television in Wales in comparison to the rest of the UK; notes that 56 per cent. of Welsh households currently have access to digital television despite the inherent difficulty in ensuring access to digital transmissions due to the topography of Wales; further notes that currently only three quarters of households can receive digital television through their aerials and that this will not change until digital switchover; believes that public service broadcasting is an essential part of democracy and that democracy will be compromised if decisions on when areas conduct switchover lies with unelected quangos; is concerned that if the switchover process if based solely on market forces, rural areas will lose out, as companies will install transmitters where it is easiest; further believes that in areas which the signal cannot reach, people will have to pay for digital satellite and that Wales should therefore be among the first areas to switchover as this will provide an opportunity to test the technology in a challenging environment, making it easier for the technology to be transferred elsewhere in the UK; and calls on the Government to set a definite timetable for this to happen.

That this House notes with concern the Ministry of Defence's preferred option of relocating almost the entire deep repair and maintenance of its fast jets in-house at RAF bases in England and away from the world-beating Defence Aviation Repair Agency (DARA) at St Athan, where this work is successfully undertaken by a highly trained workforce and where a publicly funded ??77 million hangar, purpose-built to repair these jets, is approaching completion; is further concerned that the review of air logistics, on which this option is based, ignores the strategic role given to DARA by Her Majesty's Government as recently as April 2001 to provide a competitive alternative to commercial sources of repair work, and makes no distinction between uniformed RAF personnel operating under a military code and civilians working in a competitive commercial environment; recognises that there is no military or economic case for this work to be undertaken by the RAF; believes that, if implemented, this option will inevitably result in a return to a costly and inefficient dependence on a single monopoly source of depth support from a private contractor as a direct consequence of asking our dedicated servicemen and women to try and emulate factory workers, and calls on the Government to reconsider this option, in the interests of front line capability, the British taxpayer and the future of the South Wales aviation industry.
