My Lords, I have a non-pecuniary interest as a member of the Royal British Legion Gulf War Group. Will the Minister give a fuller explanation for why no one from his department attended the symposium in the House on 24 March on this important research work? He will be aware that first of all it was said that no invitations were received and then, in a Written Answer to me on 20 April, it was said that there was too short notice. However, I have in my hand two letters sent to the noble Baroness, Lady Taylor of Bolton, and to the Veterans Minister, dated 20 and 27 February, long before the symposium took place. Is it any wonder that veterans in the British Army feel that their service for this country is undervalued and their illnesses are not fully understood, because of the way that the ministry seems to treat all these issues?

My Lords, I refute the suggestion that we do not look after our veterans or take a serious interest in this issue. The Ministry of Defence’s policy is to attend symposiums like this one, and we would have been delighted to attend. The noble Lord may have in his hand letters of a particular date, but the Under-Secretary of State for Veterans, Kevan Jones, received an invitation in his office three days before the event took place and was already committed to another long-standing engagement overseas, while the private office of my noble friend Lady Taylor did not receive an invitation.

The Ministry of Defence was not represented at the symposium held in the House of Lords on 24 March. My honourable friend the Parliamentary Under-Secretary of State and Minister for Veterans, Kevan Jones MP, received an invitation three days before the event took place but was already committed to another longstanding engagement overseas. My own Private Office did not receive an invitation.

We are now carefully assessing the US report following its publication on 17 November. In 2003 the Medical Research Council (MRC) undertook a comprehensive review of relevant Gulf veterans' research, including both UK and overseas studies. The focus of our research effort is therefore to identify suitable rehabilitative interventions for those veterans and a contract has been awarded to a group at Cardiff University, acknowledged experts in this field. Benefits are available to eligible veterans and dependants through MoD war pension and Armed Forces occupational pension schemes.

In line with our cross-government model of support to veterans, healthcare and social support are provided. Financial support is available to veterans and dependants through MoD War Pensions and Armed Forces occupational pension schemes, when appropriate.

My Lords, I am glad to hear that. As with humans, the answer to this problem may be improved diet. In the mean time, can the Minister confirm that only a tiny 7 per cent of greenhouse gases in the United Kingdom comes from agriculture? Would it not be better for government investment to go to research to explore ways in which energy can be harnessed from animal and vegetable waste through renewable gases, as in countries such as India and Ethiopia? Would it not be much better for the Government to look hard at the extent to which these research projects should be funded instead of, as has been the case in recent years, reducing the amount of farm-related research and development by 45 per cent?

My Lords, I am happy to agree with the noble Lord on his main contention that the work that should be done relates to the way in which we can change agricultural practices and production in order to reduce this problem. This may relate to issues surrounding animals’ diet and the way in which waste is treated. The noble Lord is right that agriculture is a relatively small dimension of this overall issue. The Government are judiciously applying their resources to the areas where the issue is most significant.

Cranfield University is actively engaged on the cabin air sampling programme, and about 40 per cent of the planned flights have now been tested by a scientist on-board. The timetable is constrained by the five participating airlines and by resources, as the samples are being taken by named individuals who have received special briefing by Cranfield to ensure a consistent methodology and secure chain of custody for delivering the samples to the laboratories for analysis. It is likely that this phase of the research will last until the spring. The findings will then be peer-reviewed before being published as a whole. I hope that this will prove possible as soon as practicable.

It reiterated its recommendation this week, to the effect that it was looking for, "““an epidemiological study on pilots to ascertain the incidence and prevalence of ill health in air crew and any association there ""might be with exposure to the chemicals identified in the AHWG-sponsored study, paying particular attention to the synergistic effect of these chemicals””."
Does he accept that the research undertaken on a very limited basis by Dr Mackenzie Ross must be followed up if we are to avoid a serious situation developing and a lot of pilots feeling that their problems have not been properly attended to?

My Lords, there are two issues there. Of course we take seriously the recommendations of the Science and Technology Committee. As the noble Lord will know, in its recent report, it expressed its delight that the Government are committed to filling the knowledge gap in this area and to ensuring that the AHWG-sponsored research to identify the substances produced during a fume event is completed urgently. With regard to the research to which he refers, of course we look at all research that comes in. There are question marks over some of the veracity of the research conducted, but we would be foolish to ignore such matters and we are keeping them under review as an important part of the AHWG’s work.

My Lords, the European CabinAir research found that normally the levels of chemical and biological contaminants in aircraft are less than in many environments such as office buildings. The fume events described by ““Panorama”” occur on an estimated 0.05 per cent of flights overall and can be brief. The UK is leading the world on research using new technology to find out what substances, in what concentrations, could be present during such events.

The Ministry of Defence will examine any significant new research of which it becomes aware to assess its relevance to UK veterans of the 1990-91 Gulf Conflict. There are many research studies in the UK and elsewhere into the illnesses affecting Gulf veterans; most of these have been peer reviewed and published in scientific or medical journals and are usually available on the world wide web. The Government have particular arrangements to monitor the research undertaken in the United States; we have a British liaison officer based permanently in Washington DC who is tasked both with ensuring that the UK has full visibility of US research into Gulf veterans' illnesses and with providing a channel for communicating our own work to interested US parties. We are aware of a paper recently published by the Department of Medicine, University of California, entitled Acetylcholinesterase inhibitors and Gulf War illnesses and are giving it consideration; however, we note that the paper is not based on a systematic review of the literature.

The work so far has been only to conduct functionality tests on equipment which might be capable of capturing substances released during fume incidents. The Aviation Health Working Group (AHWG) decided to appoint an independent project manager who had not been involved in the debate so far. Professor Helen Muir of Cranfield University was approved by several members of the AHWG as someone who could bring a fresh and independent oversight of the project along with knowledge of aircraft. Professor Muir's work on aviation safety is well known but she had not previously been involved with aviation health.

The research is designed to capture any substance in cabin air. The Department for Transport is not aware that any other organisations have carried out air sampling during commercial flights and in particular during fume events.

Does the Minister agree that some of this research—notably that by Dr Mackenzie Ross of University College, London—needs urgent completion? Does she also recognise that victims of OP poisoning are increasingly concerned that every bit of research so far seems simply to have produced the result that more research is needed? Does she recognise that the point may be reached where it is more important to deal with the symptoms and to ensure that any compensation claims are dealt with than to pursue additional research endlessly and at great cost to the taxpayer? Does she recognise that the victims feel that the manufacturers’ procrastination, and the tortuous way in which government have dealt with these matters, adds to their concern? Does she recognise that many of them feel that they will be dead before there is a completion? Will she and her noble friend the Minister meet the noble Countess, Lady Mar, and me to discuss these matters?

My Lords, I recognise that the sufferers are frustrated by the current situation and wish the research to be completed as soon as possible. That is entirely natural, and I am sure that that is what wider society wishes. However, we have to ensure that the research has a good scientific basis and is excellent. I understand people’s desire for compensation, but because no link between chronic ill health and exposure to OPs has yet been proven, we are not in a position to discuss it. I would be very happy to meet the noble Lord to discuss these issues.

In 1998 the Government asked the committee on toxicity (COT) to consider the evidence for long-term effects on human health from low-dose exposure to organophosphates. When COT published its report entitled Organophosphates in 1999, it made recommendations for further research.
In response to these recommendations several departments, including the Department of Health, the Health and Safety Executive, the Medical Research Council, the Veterinary Medicines Directorate (VMD) and the Department for Environment, Food and Rural Affairs—then the Ministry of Agriculture, Fisheries and Food—worked together to commission the relevant research. The VMD took responsibility for co-ordinating the paper for COT.
COT has been asked to review the research completed to date and to advise on the significance of the findings, and on the extent to which 1999 recommendations have been addressed. The research projects reviewed were designed to answer the COT recommendations.

The Department for Transport is not currently conducting aircraft monitoring studies; it is testing equipment for a future aircraft monitoring study. The budget and the specification for that future research work will be developed once the current testing of equipment is completed. The equipment being tested includes solid phase micro-extraction devices (SPMEs), photo-ionisation detectors (PIDs) and a grab sampler being developed by BRE (former Building Research Establishment). The tests may also determine where best to place sampling equipment on aircraft.
Once we have identified effective equipment it is intended to sample around 1,000 flights using more than one sampling device; more than one laboratory to analyse the results; and an independent project manager from the academic world. Crew will be asked to record whether they detected any smells. Sampling will take place on the BAe 146, the Boeing 757 and specific aircraft where fume events have been reported in the past.

No research has been commissioned.
The Department for Transport has asked the department to undertake an independent scientific review of data submitted by the British Airline Pilots Association (BALPA). BALPA submitted data relating to organophosphates, the cabin air environment, ill-health in aircraft crews and the possible relationship to smoke/fume events in aircraft. The discussions are still ongoing by the Committee on Toxicity of Chemicals in Food, Consumer Products and the Environment (COT). The next meeting of the COT is on 20 March 2007.
