Mr. Steinberg: To ask the Secretary of State for Education and Skills how many school leavers in the City of Durham moved on to (a) higher education, (b) further education and (c) employment in each of the last five years. [214357] Mr. Stephen Twigg: Information on 18-year-olds entering HE is collected by the Higher Education Statistics Agency (HESA) and is available at constituency level. The number of 18-year-olds entering HE from City of Durham constituency from end 1999 to end 2003 is given in Table 1. The numbers have been rounded to the nearest five. The number of 16- year-olds participating in full-time education, and in education and WBL, in Durham LEA, from end 1997 to end 2001, are shown in Table 2. The numbers have been rounded to the nearest hundred. Estimates for end 2002 and end 2003 (provisional) are due to be published in March 2005. Therefore, the employment rate is volatile and care should be taken when interpreting the figures. The numbers have been rounded to the nearest thousand, with the rates calculated from unrounded numbers. Mr. Steinberg: To ask the Secretary of State for Education and Skills what the average funding per student studying A levels at (a) a sixth form college, (b) a further education college and (c) a sixth form attached to a comprehensive school is in the 2004-05 financial year. [176442] Alan Johnson: Under the Learning and Skills Council's funding formula the basic cost to the public purse of delivering three A-levels in a sixth form college and a further education college to a student in the 2004/ 05 academic year will be £3,045. This figure comprises £766 for the delivery of each A-level learning aim, and £747 for each student for the entitlement element of their learning programme. Under the LSC's funding formula the basic cost to the public purse of delivering three A-levels to a student at an English maintained secondary school will be £3,212. This figure comprises £785 for the delivery of each A-level learning aim, £750 for each student for the entitlement element of their learning programme, and £107 for each student to meet additional employers' contributions to teachers' pensions. These figures do not represent all funding that colleges and schools receive and are not directly comparable. For example the further education funding rates include consolidated funds for pay and staff training that are not reflected in the school sixth form rates. Also, in each case additional funding may also be available to take account of the higher costs of delivering learning in particular geographical areas, in higher cost subjects, or to students with particular disadvantages or individual needs.

Mr. Steinberg: To ask the Secretary of State for Education and Employment how much funding is available to help full-time students who are in financial difficulties (a) this year and (b) in each of the last five years. [157823] Mr. Wicks: The total amount available through higher education Access and Hardship Funds to help students in financial difficulty in 2000-01 is £87 million, almost four times the amount available in 1997-98. Both full and part-time students are eligible to apply for help, and the total includes £13 million for the fee waiver scheme introduced in 1998 specifically for part-time students on benefit or low incomes. Additionally, since 1998 full-time students have been able to apply for a discretionary Hardship Loan of up to £500 each year. The Government have made available a range of further education learner support funds for students facing financial difficulties in further education. Discretionary funding has been massively increased to support the most disadvantaged students. In addition, we are piloting Education Maintenance Allowances (EMAs) in 56 local education authority areas to provide weekly support to further education students assessed on the basis of parental income. Table 1 shows the amounts available through the higher education Access and Hardship Funds since the 1995-96 academic year. The Funds were doubled in 1998-99 when part-time students became eligible to apply for help. The funding provided to meet fee waivers for part-time students since 1998-99 is separately identified. Table 2 shows the increase in discretionary funding available to disadvantaged students in further education over the same period. Table 3 shows the levels of funding made available up to 31 March 2001 for Education Maintenance Allowances. These figures relate to financial years since September 1999, when the pilots began. Child benefit data are not available on the nature of the education being undertaken, and education data have no regard to the receipt or otherwise of child benefit. The figures are therefore not directly comparable. However, child benefit is not payable for any young person undergoing a youth training course, and all entitlement ceases at the 19th birthday.
