Mr. Sheerman: To ask the Secretary of State for Defence what categories of criminal record debar a candidate from joining Her
Majesty's armed forces. [54905]
Mr. Doug Henderson: The regulations with regard to applicants with criminal records differ slightly for each Service. However, in
general, any custodial sentence, including corrective training, youth custody, and detention, would debar a candidate from joining
any of the Armed Forces. Additionally, any conviction for sexual offences, under the Sexual Offences Acts 1956, 1967 or 1985; the
Street Offences Act 1959; the Indecency with Children Act 1960; the Protection of Children Act 1978; or the Sex Offenders Act 1997,
or for misuse of drugs will debar candidates from entry. Experimentation with soft drugs, however, is not an automatic
disqualification from Armed Forces employment. For other minor convictions each application will be considered on merit and the
nature of the offence.
All criminal convictions and police cautions must be declared for security clearance purposes. All personnel recruited into the
Naval Service and the RAF, all Army Officers, and some Army Other Ranks in specific trades, for example the Intelligence Corps,
require security clearance before entry. The requirements of the Rehabilitation of Offenders Act 1978 are always taken into
consideration.

Mr. Sheerman: To ask the Secretary of State for the Home Department what progress is being made by the Police Scientific Development
Branch on developing reliable equipment to test for drugs in relation to driving ability. [9845]
Mr. Michael: The project is progressing on time and I was able to discuss the project when I visited the police scientific
development branch on 22 July. Prototype equipment is planned for March-April 1998. A methodology for testing prototypes is being
developed in parallel.

Mr. Sheerman: To ask the Secretary of State for Education and Employment what steps he is taking to increase awareness among
students in higher education of the dangers of drug abuse. [5082]
Mr. Howells: Higher Education Institutions are independent autonomous bodies. They contribute to the effort to tackle drug misuse by
individually adopting rules governing the prohibition of drugs from college premises and disciplinary sanctions. They also provide
welfare and counselling services for their students. The Committee of Vice-Chancellors and Principals and the Standing Conference of
Principals were invited to encourage the higher education sector to provide appropriate prevention, counselling and support services
for their students and to put in hand whatever further action they considered to be necessary.
The Committee of Vice-Chancellors and Principals and the Standing Conference of Principals published guidance on 20 June 1997 on
information provision and education for students and staff, support infrastructure (internal and external), disciplinary procedures,
staff awareness and training, liaison between institutions and local community expertise. The guidance was issued to all higher
education institutions in the UK and to all members of the Association of Managers of Student Services in Higher Education.
The Government will be appointing a `drug czar' to co-ordinate our action against drugs. One of his or her first tasks will be to
revise urgently the existing drugs strategy, and put forward proposals for tackling the problem with renewed vigour.

Mr. Sheerman: To ask the Secretary of State for Education and Employment what research has been commissioned by his Department to
identify the level of drug abuse at each level of the education system. [5089]
Ms Morris: A good deal of research is available on levels of drug abuse which, while not necessarily commissioned by my Department,
is taken into account when planning initiatives to support drug education in schools.
My Department did provide funding for an evaluation of The Advisory Council for Alcohol and Drug Education's--TACADE's--"Skills for
Life" PSE programme for secondary schools, which had a particular emphasis on drug education. This included research into students'
experience of drugs and the level of reported drug taking by students in a small sample of schools, as well as an in-depth study of
how those schools were implementing the programme. A report will be published shortly. In addition, my Department has recently
produced a booklet outlining the results of the independent evaluation reports of a number of LEA innovative drug education projects
supported by our Grants for Education Support and Training--GEST--programme in 1995-96. These projects researched and trailled a
range of different approaches to drug education work. A copy is in the Library.
