Mrs. Iris Robinson: To ask the Secretary of State for Northern Ireland why the South East Education and Library Board did not allocate the Play Centre at Londonderry Primary School, Newtownards with Pre- school Education Advisory Group (PEAG) places for (a) 2002-03 and (b) 2003-04. [118881] Jane Kennedy: In each Education and Library Board area a Pre-School Education Advisory Group (PEAG) manages the allocation of pre-school places for children in their final pre-school year to settings that have applied to be part of the Pre-School Education Expansion Programme (PSEEP). Although the Play Centre at Londonderry Primary School requested an application form for inclusion in the Pre-School Education Expansion Programme for the 2002-03 school year, it was not returned to the PEAG before the closing date of 23 November 2001. As a result the South Eastern Education and Library Board's PEAG allocated all available places in the Programme to settings that submitted their application on time. Although the Play Centre at Londonderry Primary School again submitted an application for places for 2003-04 the PEAG already had sufficient pre-school places from existing providers to satisfy demand in Newtownards from children in their final pre-school year, including the Glen ward in which the Play Centre is located. The number of pre-school places which the South Eastern Board's Pre-school Education Advisory Group will be funding in Newtownards in 2003-04 will be sufficient to satisfy the demand from children in their final pre-school year. Additional places will only be reallocated to other providers, such as the Play Centre, if existing providers are unable to fill places and then only within the overall needs of the town.

Mrs. Iris Robinson: To ask the Secretary of State for Health what plans he has to improve services for sufferers of autistic spectrum disorders. [115066] Jacqui Smith: Autism is one of the least understood but most frightening and difficult of conditions. People with autism lead isolated lives. Their social and communication difficulties place great stress on their families. It is important that we should all be sensitive to their needs. Children with autistic spectrum disorders will benefit from the programmes to improve services for disabled children. The Quality Protects (QP) programme to improve children's social services has made disabled children a priority area. From 2001-02 to 2003-04, £60 million from the children's services special grant has been earmarked for services for disabled children and their families--£15 million in 2001-02 and 2002-03 and £30 million in 2003-04. Last year's QP management action plans show that more family support services are being provided, particularly home based respite care and sitting services. The Carers Grant is increasing from £85 million this year to £185 million by 2005-06. Approximately 20 per cent. is spent on children's services, mainly to carers of disabled children to fund the provision of short term breaks. Direct payments were introduced in the Carers and Disabled Children Act 2000 and are increasing the flexibility and choice for parents in the provision of services. Disabled children are also a priority area within the development of the children's national service framework (NSF). NSFs were established to improve services through setting national standards to drive up quality and tackle existing variations in care. The Children's NSF will develop new national standards across the NHS, social services and interface with education. It will be about putting children and young people at the centre of their care. The NSF will include care pathways/exemplar diagrams illustrating optimum approaches to delivering services in a number of different areas. It will show how families should receive multi-agency early intervention and support based on their needs. One of the exemplars will be on services for children with autism. The Department of Health, in association with the Department for Education and Skills, published good practice guidance on autistic spectrum disorders last year. The guidance was primarily aimed at schools and local education authorities but was also relevant to health and social services providers. We will also be working with the Department for Education and Skills on the new Special Educational Needs Action Programme which, among other things, will promote effective approaches to teaching and learning for children with autism. People with autism are benefiting from funding of over £200,000 which the Department made through the Section 64 Scheme of Grants to Voluntary Organisations between 1998-99 and 2001-02. We are currently devoting a further £154,000 over three years to the National Autistic Society project "Independence and Autism: Good Practice for Service Providers". This will support the development of new services to enable adults with autism or Asperger's Syndrome to live independently. The "Valuing People" White Paper directly covers every adult with autism who also has a learning disability. Implementation guidance, issued in August 2001, makes clear that adults with Asperger's Syndrome or higher functioning autism are not precluded from using learning disability services, where appropriate, and may require an assessment of their social functioning and communication skills in order to establish their level of need. By bringing together a wide range of local statutory agencies, Valuing People gives us the scope to improve opportunities and services for people across the autistic spectrum. Adults with autism will also gain, along with others, from the investment we are making to improve standards in health and social care services. In particular they will benefit from the NHS Plan, the mental health NSF, which covers the mental health needs of adults with autism, and Fair Access to Care Services.

Mrs. Iris Robinson: To ask the Secretary of State for Northern Ireland (1) whether outside funding has been used to finance the police band; [105078] (2) how much the police band has cost in each of the last five years; [105133] (3) how many band members there were of the RUC/ PSNI band in each of the last five years. [105135] Jane Kennedy: Despite attempts to source private sector funding and a National Lottery grant, no outside funding has ever been secured to finance the police band. The established strength of the PSNI band is a complement of 40 members. The actual strength has varied slightly from time to time as members left and others joined the band. When the decision was taken to stand down the band there were 32 members. Cost figures for the band for the last three years are shown in the table. The PSNI advise that figures for years 1998-99 and 1999-2000 are not readily available in the timescale requested as they are in archive, however I shall write to the hon. Mrs. Iris Robinson: To ask the Secretary of State for Culture, Media and Sport what measures she has taken to ensure that sportsmen and women in Northern Ireland who wish to compete as British competitors receive funding from the National Lottery; what measures she has taken to ensure that sportsmen and women in Northern Ireland who wish to compete on behalf of the Republic of Ireland do not receive funding from the National Lottery; and if she will list the occasions when funding from the National Lottery has been used to assist in the development of sport in a foreign country. [103942] Mr. Caborn: National Lottery funding for Northern Ireland athletes who wish to compete as British competitors is available through UK Sport's World Class Performance Programme (WCPP). The criteria for the inclusion of an athlete from Northern Ireland on the WCPP is the same as that for an athlete from any of the four home countries. Inclusion is based on sporting performance and future medal prospects. An athlete may have the option to compete for All- Ireland or for UK/GB. Where an athlete chooses to compete for All-Ireland, he/she would not receive funding from the UK programme. In addition, the Sports Council for Northern Ireland also provides National Lottery support to athlete development in Northern Ireland through Programmes such as Talented Athlete, Talented Athlete Next Generation and Talented Junior. This funding is provided for training and preparation for competition to enable the athletes to qualify for a variety of high profile tournaments eg the Olympic Games, the European Championships and the Commonwealth Games. As far as the Olympics and European Championships are concerned, athletes have a choice about which country they represent, either Great Britain or Ireland, and the choice often depends on the constitution of the Governing Body to which they are affiliated.
