We have built more prisons and more offenders are being brought to justice, which is the reason for the increase in prison numbers. As for the hon. Gentleman's point about prison places in Scotland, I will ask my right hon. Friend the Secretary of State for Scotland to write to him.

The Gould report focused on the organisational issues raised by the Scottish Parliament elections rather than on financial matters, but since the publication of the report, it has emerged that £326,955 of illegal donations were made by David Abrahams between the 2003 and 2007 Scottish Parliament campaigns. Can the Secretary of State give the House an assurance that none of those illegal laundered donations funded the Labour campaign in Scotland—yes or no?

Gentleman knows that that issue is not part of my responsibility as the Secretary of State for Scotland, but I can give him a categorical assurance that, in terms of my state of knowledge, none of the donations to the Labour party that have figured in the media over the past couple of days went to fund any part of the Scottish election campaign.

I think that I prefer to say that investment on any scale can be made only because my right hon. Friend the Chancellor has run the most effective economy in this country for 30 years or more. We are able to invest in health and education because of the sensible policies of this Labour Chancellor, not because of the SNP’s economic policies.

Obviously our forces have to reflect the nature of the challenges that the country faces at any point. I am not convinced that the alternatives that were offered in recent weeks in Scotland would produce a better future for Scottish regiments or—certainly—for Scottish shipbuilding.

Mr. Caplin: In the current financial year 2004-05, specifically the Defence Medical Services Department (DMSD) is spending £56,424
of its personnel budget in Scotland which forms approximately 0.5 per cent. of the total DMSD personnel budget for this year.
This covers less than five members of staff.
In previous years the DMSD has not employed any personnel in Scotland as they have been employed by other agencies and thus the
figure is zero for all other years requested.

Angus Robertson: To ask the Secretary of State for Defence what the (a) total staff budget for DERA and (b) the staff budget for
DERA in Scotland was in the last year for which figures are available. [86007]
Dr. Moonie: DERA was disestablished on 1 July 2001, when two new organisations, QinetiQ and the Defence Science and Technology
Laboratory (Dstl), were created. QinetiQ is a plc, and all operational inquiries should be addressed to the Chief Executive. Dstl
remains a part of the Ministry of Defence. For the financial year 2001-02, Dstl's total staff budget was £118.3 million. It is not
possible to separate out the costs for the 52 employees based in Scotland as these individuals belong to a number of larger cost
centre groups.

Angus Robertson: To ask the Secretary of State for Defence how much funding has been allocated in the current financial year for
research and development in (a) the UK and (b) Scotland; what proportion of the Scottish total is given (i) to DERA's own research
and (ii) research funded in academic and non-DERA sites; and if he will list the non-DERA sites. [32457]
Dr. Moonie: [holding answer 1 February 2002]: The allocation for research in the Major Customers Research Budget is £502 million
inclusive of VAT. This includes work undertaken by the Ministry of Defence, industry and universities.
The MOD does not have an allocation for development as such. The development expenditure is budgeted for within the overall
equipment programme allocation and does not fall into a separate budget. The amount that is quoted for statistical purposes, in any
one year, is largely a consequence of the state of the procurement cycle at which major equipment projects happen to be in, in the
year in question.
I regret that it is not possible to state how much of the total research figure represents expenditure in the United Kingdom or in
Scotland since our data do not include a regional breakdown. Since July 2001, DERA ceased to exist and under public-private
partnership arrangements it has separated into QinetiQ, a wholly government- owned plc, and the Defence Science and Technology
Laboratories (DSTL).
There are no available data which can provide a breakdown of research and development expenditure on MOD sites.

Mr. Jamieson: The SRA's plans and priorities for development of the Rail Modernisation Fund will be set out in the Authority's
Strategic Plan in the autumn. Funds will be allocated on the basis of value for money and affordability.

Angus Robertson: To ask the Secretary of State for Transport, Local Government and the Regions what moneys have been allocated to
Scotland from the Freight Strategy. [1399]
Mr. Jamieson: The Strategic Rail Authority's Freight Strategy includes a number of infrastructure schemes with relevance to Scotland
and the new funding schemes will be applied on a GB-wide basis. In addition the Scottish Executive have responsibility for the
administration of the Freight Facilities and Track Access Grant schemes in Scotland.
