[holding answer 25 January 2010]: Help for Heroes is a service charity which was established in 2007 and which raises funds to support wounded members of the armed forces in a range of different ways. As such it receives no public funding from the MOD. Help for Heroes naturally works closely with my Department on the projects that it chooses to support, but decisions on what those projects should be are a matter for the charity. We are enormously grateful for the major contributions that it is making to the welfare of our service personnel across the country. They include a grant of £8 million to support the building of a new swimming pool and gym complex at the Defence Medical Rehabilitation Centre at Headley Court, Surrey, and financial support for the delivery, in partnership with the MOD, of a Pathfinder Army Recovery Centre in Edinburgh.

The British Forces Post Office (BFPO) mail service to and within Germany comprises two services.The first is a six day a week return contracted road container service from BFPO Northolt to Dulmen, which takes outward mail from Northolt and returns UK-addressed mail from Dulmen. This service is controlled and funded by BFPO, at a cost of £530,000 per annum.The second service, within Germany, comprises the distribution of outward mail from Dulmen to forces post offices and to units, and the collection of inward mail from forces post offices for delivery to Dulmen.The forecast costs to provide the postal support role, including personnel, equipment and infrastructure costs are provided as follows.

I am not sure that I recognise those figures, although I will certainly write to the hon. Gentleman as soon as we have the final figures. However, there is a broader point to be made in relation to Dunfermline building society. It would have been nice if we had not been put in that position in the first place, but unfortunately that building society got itself into difficulties and they had to be resolved. That is precisely what we did. Both the hon. Gentleman and I would have liked the Dunfermline to continue as an independent building society. That was not possible, but the reason was that it got itself into difficulties and we had to sort the problems out.

In-year savings have reduced this amount by £4 million.Planning is under way across the Army for next and future financial years but it is too early to say what the outcome of this will be.We are extremely grateful to the adult cadet instructors for their commitment and dedication. As a result of their leadership, the vast majority of cadet detachments are riding out the temporary difficulties caused by the reduction in the Army Cadet Force budget this year.

Office of the Third Sector (OTS) operates a strategic funding programme, which provides long-term core funding and financial stability to third sector organisations that operate at a national and regional level. The programme represents long-term partnership working, strategic partners have been integral in developing policy in a number of areas, including supporting the sector through the downturn.In 2008-09 we provided strategic grants worth £12,206,315 to support 42 third sector organisation strategic partners who can speak with authority and credibility over a very wide range of sector interests. These figures do not include funding for V, who also receives strategic funding but on a separate basis. In 2008-09 they received £5 million, which included marketing costs.

The carriers are proceeding well. The first carrier had its first steel cut last week in Govan, and it was a great privilege to be there and to see the excellent morale in the shipyards. I have no reason to suppose that there will be any delay in that programme. As the hon. Gentleman knows, we have re-profiled the programme in order to align it better with the introduction of the joint strike fighter, the aircraft that is going to fly off those two new carriers.

Funds are provided through the War Pensions Scheme's discretionary power to meet the cost of any necessary expenses in respect of medical, surgical or rehabilitative treatment of ex-members of the armed forces that arise from a disablement due to service before 6 April 2005 where it is not provided for under other UK legislation. This includes the individual costs of war pensioners undergoing remedial treatment at homes run by Combat Stress for conditions related to their individual pensioned disablement and of related expenses such as travel costs. Combat Stress receives separate funding from the Scottish Executive for war pensioners' resident in Scotland who receive treatment at Hollybush House.The following table shows the funding received by Combat Stress to defray individual treatment expenses under the War Pensions Scheme for the past eight years.
Funding figures for the previous two years and a complete breakdown of the number of war pensioners treated at each centre could be provided only at disproportionate cost. However, in order to give some indication of the numbers of war pensioners receiving treatment, we can state that in financial year 2007-08 some 1,200 individuals, funded through the auspices of the War Pensions Scheme, were treated at the three Combat Stress sites.

This information is not held centrally. Funding for hospices to provide medicines for people in receipt of end-of-life care is included in primary care trusts' unified allocations. Hospices should be reimbursed the full agreed pharmacy costs including costs incurred for medicines to be supplied, dressings, appliances and chemical reagents listed in part IX of the Drug Tariff and associated professional costs for treating patients for whom the hospices have clinical responsibility through contractual arrangements.

It is for individual primary care trusts (PCTs) to decide the level of funding they allocate to end of life care services, including hospices, based on assessments of local needs and priorities. The level of funding a hospice receives is a matter for negotiation between the local PCT and the hospice.In September 2006, the Government established a £40 million capital fund, which adult hospices were able to bid for to improve their physical environments. The funding has been made available as part of the dignity in care for older people work, although it will benefit all adult patients using hospice facilities. In April 2007, Ministers announced that 146 hospices, with 191 projects, had been allocated funding from the fund.

[holding answer 21 January 2008]: DFID paid £643,000 to the Export Credit Guarantee Department (ECGD) in 2005-06. These payments represent amounts due from countries receiving debt relief under the Heavily Indebted Poor Countries (HIPC) Initiative.Countries qualify for debt relief under the HIPC Initiative in two stages: first, they qualify for interim relief from debt service payments due. Later, when countries complete the Initiative, they receive irrevocable debt cancellation.Debts owed to official creditors, such as ECGD, are dealt with by the Paris Club. ECGD implements decisions taken at the Paris Club, providing debt relief at the levels agreed. In 2005-06, ECGD provided over £1.5 billion of debt relief. DFID meets the costs of additional relief over and above what has been agreed by the Paris Club so that HIPCs receive 100 per cent. debt relief. It is UK policy to provide 100 per cent. debt relief to HIPCs, from the time countries first qualify for the Initiative.
