Mr. Gordon Prentice: To ask the Chancellor of the Exchequer what steps he is taking to revise Government statistics to take account of recent research into human longevity. [56913] Ruth Kelly: The information requested falls within the responsibility of the National Statistician who has been asked to reply. Letter from Len Cook to Mr. Gordon Prentice, dated 20 May 2002 As National Statistician I have been asked to reply to your recent question asking what steps are being taken to revise government statistics to take account of recent research into human longevity. (56913) The Office for National Statistics keeps abreast of international research into shifts in aging, and is able to increase the analytical understanding we have through publishing measures of healthy life expectancy. We are also a significant contributor to the major UK social research programme into influences on aging. Population projections for the United Kingdom and its constituent countries are prepared by the Government Actuary's Department at the request of the Registrars General of England and Wales, Scotland and Northern Ireland. The assumptions used for these are agreed in consultation with the statistical offices of the four constituent countries. A range of projections are then published, based on agreed variations in the assumptions made about mortality, fertility and migration. The Government Actuary's Department last year carried out a review of the methodology for projecting mortality in these projections as part of the National Statistics Quality Assurance review programme. The review report, published in December 2001 (available of the National Statistics website at www.statistics.gov.uk/methods-- quality/quality--review/population) compares the performance of several methods of projecting future mortality and concludes that the method currently used outperformed the other methods assessed in terms of accuracy. However, several recommendations were made to improve the current methodology. The Government Actuary's Department will take the recommendations of the review and the findings of all relevant recent research into account when setting the assumptions for future population projections.

Mr. Gordon Prentice: To ask the Minister for the Cabinet Office what policy initiatives of her Department have been tested on the people's panel; and with what result. [148786] Mr. Stringer: The People's Panel is directed towards service delivery more than policy questions. But research has been used to inform various policy initiatives. Within the Cabinet Office it has contributed to the following: Consumer Focus for Public Services The fifth wave of research, published in September 2000, was carried out to support the consumer focus for public services initiative by establishing a baseline for public satisfaction and expectations of public services in different sectors. Policy in Deprived Areas The Social Exclusion Unit in the Cabinet Office commissioned a re-analysis of data from the first wave of research to examine responses from people living in deprived areas, to determine how they differed from those living in other areas. The results were also published in September 2000. Public service provision and ethnic minority communities: In June 2000, the results of a first wave of research with the recruitment of an ethnic minority booster to the Panel were published. These show what people from ethnic minority communities think of the services they receive and how their opinions differ across and between different ethnic minority groups. Future research will be used by Government to help improve services. Extended Hours Provision of Public Services Research carried out in 1999 asked which out-of-hours services people wanted access to; what sort of business they would use them for; when they would want to be able to make contact; and how. The results were published in April 2000. "Making it happen: public services at your convenience" was published in September 2000 showing how the five key services (non-emergency services in NHS hospitals, GP surgeries, and social services; the Passport Agency; and local government services) identified in the research were making service hours more convenient for their customers. Notifying Change of Address On-line In January 1999, the Panel was used to assess reactions to a proposal for enabling electronic notification of change of address details to be passed to Government Departments in one transaction. Panel members joined workshops testing out the technology. The results were published in April 2000. In November 2000, a pilot change of address service was developed on the UK online citizen portal www.ukonline.gov.uk which allows people to send new address details to participating Government Departments, as well as those utility and other commercial organisations offered by the change of address providers. Listening to Women During January and February 1999, the People's Panel was used as part of the Listening to Women exercise which, among other things, has been used to inform and influence Government Departments on the needs of women as decisions have been taken to modernise public services. Modernising Government In February 1999, the People's Panel was used to find out about the experiences of citizens using public services to evaluate how well Departments and agencies work together to deliver a joined-up service, and identify suggestions for improvement. The work was commissioned as part of the research for the Modernising Government White Paper. Access Pages Research was carried out in August 1999 to help the Cabinet Office prepare a new directory that brings together information for the main Government helplines and websites. The directory was published in October 1999.

The panel is directed towards service delivery and the following is a list of the issues pursued by it: _________________________________________________________________________________________________. Department Description of research Cabinet Office Collection of baseline data on attitudes towards public services. Cabinet Office Research into attitudes to a wide range of services, with a particular focus on transport, local democracy and complaints handling. Cabinet Office To complement the Ministerial Roadshow element of the Listening to Women exercise which identified issues of importance to women. Cabinet Office Experiences of citizens using public services to evaluate how well Departments and agencies work together to deliver a joined-up service, and identify suggestions for improvement. The work was commissioned as part of the research for the Modernising Government White Paper. Cabinet Office Standards of service the public receive when they contact local and central government agencies. Cabinet Office Research to help the Cabinet Office prepare a new directory that brings together information for the main government helplines. Cabinet Office People's Panel: Analysis of the views of older people from the first three waves of Panel research. Cabinet Office Assessment of demand for extended delivery of public services 24 hours a day, seven days a week. Cabinet Office Central IT Unit Portal Demonstrator Cabinet Office Attitudes to public services in deprived and non-deprived areas. Cabinet Office Research into what people from ethnic minority communities think of the services they receive and how their opinions differ across and between different ethnic minority groups. Cabinet Office Satisfaction with public services; what people expect from them; and perceptions about how public services deal with complaints. Cabinet Office Qualitative research to explore public perception of electronic service delivery. DETR Research using Panel members living in England to inform the Urban White Paper and Housing Green Paper. DETR--Commission for Integrated Transport Research into the public's expectations for transport in the future. In particular to investigate consumer concerns about, and expectations of, transport in the longer term, and their priorities for investment. DfEE To investigate parents' attitudes to value added information in school performance tables. DfEE Research to examine attitudes to the daily literacy hour in primary schools, during which pupils spend an hour every day reading and writing. HSE Attitudes to gas safety and regulation. MAFF Qualitative research to evaluate a draft leaflet about GM food leaflet. MAFF--Food Standards Agency Research to assess how important it is to consumers to know the country of origin of food and what impact it has on the buying process; and what inferences the public is making about food products based on their country of origin. Office of the Commissioner for Public Appointments (OCPA) Qualitative research to investigate perceptions of the ministerial public appointments process. OST Research part of a public consultation to explore public attitudes to biosciences regulatory system.
