DEFRA has not carried out a full assessment of return on its investment on agricultural R and D. DEFRA R and D has been commissioned to develop evidence to inform policy development or develop solutions which underpin policy objectives.In 2006 DEFRA assessed the rationale for investment in animal and plant genetics to underpin breeding. A review of returns on R and D investment¹ was commissioned to inform this assessment, which considered relevant UK studies and their estimates of the rates of return on agricultural R and D. These studies showed a great deal of variance in rates of return, which reflects both the length of time period studied and improvements in the estimation method employed, but the three most recent reported internal rates of return between 22-44 per cent.Part of the economic benefit of investment in R and D arises from the support of research facilities which maintain strategic capabilities, and this is equally difficult to quantify. An independent report by DTZ consultants in 2008 estimated that the Institute for Animal Health work on bluetongue virus potentially saved the UK economy £485 million and 10,000 jobs in that year²."¹ DEFRA (2006). The following table compares the combined DEFRA, BBSRC and DFID funding on farming and food R and D with total spend on R and D between 2003 and 2008, indicating that Government expenditure in food and farming research has represented on average 1.2 per cent. of total R and D investment.

DEFRA (and previously MAFF) has, since 1990, funded a specific programme of research on measuring and mitigating greenhouse gas emissions from agriculture—including the contribution of livestock husbandry. I have arranged for the list of all current and recently completed projects under DEFRA’s existing agriculture and climate change research programme to be placed in the Library of the House. A list of projects going back to 1997 will also be placed in the Library of the House.As an example of the work in which we are investing under this programme, we have recently commissioned a three-year project to identify nutritional strategies for ruminants that will reduce methane and nitrogen emissions.There are other relevant projects outside the agriculture and climate change research programme that also explore the impacts of livestock on climate change. These include a study on environmental burdens and resource use in the production of agricultural and horticultural commodities ‘(Determining the environmental burdens and resource use in the production of agricultural and horticultural commodities. DEFRA project report IS020);’ a report on the Environmental Impacts of Food Production and Consumption; and a life-cycle assessment of certain food commodities, including beef and lamb ‘(Comparative life-cycle assessment of food commodities procured for UK consumption through a diversity of supply chains (FO0103)).’ We are also working in partnership with the dairy sector to produce a ““Milk Roadmap””, which will help us collectively to identify and work to reduce some of the environmental impacts associated with the production and consumption of milk.The complete catalogue of DEFRA and MAFF-funded research on agriculture and the environment was recently summarised in the report ‘DEFRA Research In Agriculture and Environmental Protection 1990-2005, Summary and Analysis (ES0127)’ pages 122 to 149 of the report look specifically at research into greenhouse gas emissions from agriculture.

The Technology Programme, managed by DTI, offers grant support for Collaborative Research and Development projects undertaken by Industry and the Science Base in prescribed high technology areas. Prior to undertaking any assessment, the status, technical qualifications, and business experience of Assessors is obtained and used to associate them to the applications that they may subsequently be asked to assess. In addition, prior to any Assessor being offered an assessment, unless they have had previous recognised experience in assessing applications to similar programme, all Assessors are required to attend a one-day briefing session that addresses all aspects of the process programme and an explanation of the criteria used for assessment. All the Assessors are recognised domain specialists and drawn from business, academia and/or from government research establishments and they are required to abide to strict confidentiality and non-conflict of interest agreements.Grant for Research and Development, which helps individuals and small and medium sized businesses with the costs of researching and developing new, technologically innovative products and processes, has been delivered by the Regional Development Agencies (RDAs) since 1 April 2005. On transferring the scheme, DTI undertook a programme of training and provided RDAs with extensive guidance on the framework within which applications should be appraised.In appraising the technical and commercial aspects of applications RDAs take advice, in confidence, from qualified accountants, the Patent Office and internationally-renowned external organisations that are well qualified to judge the merits of a proposals. As an additional safeguard, RDAs will normally seek advice from two different external organisations when appraising an application.

Mr. Paice: To ask the Secretary of State for the Home Department what estimate he has made of the numbers of members of the Roma community who will migrate into the UK from Eastern Europe after enlargement of the EU on 1 May. [150821] Beverley Hughes: [holding answer 26 January 2004]: Research conducted by University College London for the Home Office, published in June last year ("The impact of EU enlargement on migration flows", Home Office On-Line Report 25/03), estimates that the numbers of people expected to migrate to the UK from the new member states in the years following enlargement will not be significant. The research corroborates a number of other independent studies, which have been summarised in reports by the European Commission in 2000 and the former Department for Education and Employment in 1999. It is based in part on experience of previous EU enlargements, where the large increases in migration flows predicted before enlargement did not materialise. None of this research has been able to predict exact numbers expected from specific countries or ethnic groups to the UK. However, Roma would have been included in the overall numbers. Citizens of the new member states who come to the UK will work, contribute to the economy, and pay taxes. The Habitual Residence Test will ensure that no one can simply come here and claim benefits. Powers to deport are available where non-British EU citizens commit offences. Enlargement should also improve the quality of life for all citizens in the new member states as their governments must enforce human rights and minority rights, including protection against racial discrimination, to EU standards before accession and subsequently. EU accession should also improve economic prospects in the new member states so reducing the incentive for economic migration. If, contrary to the available evidence, there is a large influx of workers posing a real threat to UK jobs, we will be able to re-introduce restrictions. We will of course be monitoring the situation closely.

[149394] Mr. Raynsford: The Government have no plans at present to regionalise the Fire and Rescue service in the constituencies of the hon. Members. Their local Fire and Rescue Authorities will continue to be responsible for the service. The White Paper "Our Fire and Rescue Service" (Cm 5808) made clear that where voters choose to have an Elected Regional Assembly there will be a Regional Fire and Rescue Service, but no referendum is currently planned for any region other than the North East, the North West and Yorkshire and Humberside. All local Fire and Rescue Authorities are, however, expected to establish, by 1 April 2004, Regional Management Boards to deliver the functions which are most efficiently and effectively performed at a regional level. The Government's conclusions about the benefits of a regional approach to the delivery of services are set out in the White Paper, and are informed by a number of reviews of the service, culminating in the report of the Independent Review of the Fire Service published in December 2002. These reports are listed in the White Paper. Since then, further reports have been published which indicate the benefits of a regional approach. The Mott MacDonald report on the "Future of Fire and Rescue Service Control Rooms in England and Wales", published in December 2003, concluded that the optimum solution to secure efficiency and effectiveness in the delivery of fire and rescue service control rooms would be nine control rooms in England matched to the areas of the Government Offices for the Regions. The Government broadly accepts the conclusions of Mott MacDonald report, and is consulting on implementation. Copies of the report and a related one by Her Majesty's Fire Service Inspectorate are available in the Library of the House. A recent report by Her Majesty's Fire Service Inspectorate also concluded that local purchasing arrangements based on individual preferences are not the most efficient means of obtaining goods, services and equipment.
