Table 1 shows the volume of animal feed ingredients imported into the UK from 2004 to 2008, split by type and exporting country, as recorded in the Official Trade Statistics. Table 1 excludes whole cereal grains, which are shown in Table 2.Table 2 shows estimates for the volume imported into the UK from 2003-04 to 2007-08 of whole cereal grain used in animal feedingstuffs. The Official Trade Statistics do not specifically distinguish whole cereal grain for animal feed from that for human consumption. However an estimate of imported cereal grain used for animal feed is derived and published as part of the UK Supply and Demand estimates on a crop year basis (July to June).This estimate is derived from total import figures from the Official Trade Statistics and survey data on use of cereal grain by various cereal processors. It is not possible to provide a country of origin/despatch breakdown.

May I formally welcome the Under-Secretary to what I think is her first paid Front-Bench position? I recall that she was one of the unpaid Ministers earlier in the Government’s lifetime. I congratulate her on her appointment. The hon. Lady rightly mentioned food labelling in answer to the first question. Has she had time to realise just what a shambles we have in our food labelling legislation? It is very confusing. Why do we have a system where some food is required to be labelled with its country of origin but not others: beef, but not pork or lamb; chicken from Brazil, but not from Belgium; honey, but not jam; olive oil, but not sunflower oil? We have complete confusion about our labelling legislation. If she really wants to promote local food—I believe from her record that she does—will she get a grip of our labelling rules and change them as soon as possible?

The Occupied Palestinian Territory is the recognised designation for the Palestinian region used by HMRC.

To ask the Secretary of State for Environment, Food and Rural Affairs what proportion of the UK’s biofuels consumption is met by imports, broken down by (a) country of origin and (b) feedstock.

Meat Imports

The previous outbreak of foot and mouth was alleged to have been caused by imported meat. Thank goodness last week’s scare about another outbreak proved to be a false alarm; I am sure that we are all extremely relieved about that. Will the Minister tell us how he will ensure that no disease is imported in future, and how any further outbreaks will be contained, given that he is cutting £5.5 million from the two agencies designed to protect us and our livestock—the state veterinary service and the Veterinary Laboratories Agency, which was responsible for identifying the avian flu in the Cellardyke swan? If any future outbreak is handled as chaotically as past outbreaks have been, who will be accountable—another official, or the Minister who cut the funds? Why don’t you answer?
