The Home Secretary announced that she would commission the Migration Advisory Committee to review the financial immigration requirements on the Family Immigration Rules. We expect the review to take approximately 9 months which will include a call for evidence to ensure sufficient stakeholder engagement.

To ask the Secretary of State for the Home Department, if she will make it her policy to launch a review of police (a) procedures and (b) resources on the investigation of fraud to ensure victims receive timely access to justice.
The Fraud Strategy, published earlier this month, set out our approach to improving the criminal justice response to fraud.
We are creating a National Fraud Squad with 400 new specialist fraud investigators to investigate and disrupt more fraudsters.
We have committed to assess the impact the additional posts have made and to undertake a new independent review into the challenges to investigating and prosecuting fraud.
We have also updated the Strategic Policing Requirement to give greater prominence to fraud at local force level.
In addition, we are improving the support victims receive by replacing Action Fraud.

The response to the Future of Transport Regulatory Review consultation will be published in the coming weeks, as outlined in the Government Response to Sir Patrick Vallance’s Report. I can report to the House that Thomas Bell’s coffin has been located, and that his late wife Hilda was buried with him after a heartbreaking eight-week delay. Appallingly, however, for 17 years the family—who were my constituents, living in Easington—unknowingly attended the wrong grave, and in the process of locating Mr Bell’s coffin several other errors were identified. Does the hon. Member agree that we need to improve burial records, with digital copies, introduce a new process for marking plots after burial, and draw up rules for the orderly organisation of plots in churchyards?

The hon. Gentleman is absolutely right: record-keeping is incredibly important. The Parochial Registers and Records Measure 1978 clearly states that records should be kept in fireproof places, and the hon. Gentleman’s point about digital copies was also well made. The lessons learned inquiry will focus on best practice for all parishes. Let me add, on a personal note, that I was very pleased that Mrs Bell’s great-grandchild was baptised in the church last weekend.

This has been a deeply troubling time for the Bell family, and I want to pass on my heartfelt apologies for what has happened. I am pleased that the issue has been resolved and the lessons learned process begins next month, and I know that the vicar of Holy Trinity Wingate has strongly supported the family during this difficult time.

The Government’s approach to public bodies’ reform includes robust tailored reviews led by Departments with Cabinet Office oversight and challenge.
A tailored review of the Driver and Vehicle Standards Agency (DVSA) is in the early stages of planning. This will include consideration of the control and governance arrangements in place for the DVSA and will make recommendations for improvement. It is expected that the tailored review will include consideration of its trading fund status.

The government has recently carried out a review of the impact of voluntary industry measures introduced in 2015 to improve confidence in pre-packaged sales in administration. The review will inform a decision on whether further regulation is required where a business is sold via a pre-pack sale to a person connected with the old company. We expect to publish the outcome of the review shortly.
As part of the review the Government liaised with the Pension Protection Fund, which made clear in its response to concerns raised by the Chair of the DWP Select Committee, that it does not fundamentally take issue with pre-packs but where there are concerns, these are referred to The Pensions Regulator for investigation.
The government already has robust measures in place to prevent directors of insolvent companies who are guilty of poor behaviour from taking part in the management of companies in the future. When a company enters a formal insolvency procedure, such as administration, the insolvency practitioner has a legal duty to report to the Insolvency Service on the conduct of the directors and where wrongdoing is identified, action can be taken to disqualify them for up to 15 years.
The government response to the 2018 White Paper “Protecting Defined Benefit Pension Schemes” proposes additional powers for The Pensions Regulator with a tougher approach to the minority of employers whose irresponsible behaviour does put pension schemes at risk.
