I thank the Secretary of State for her comments. Despite previous reassurances from Reach plc, owner of the Mirror, Daily Record, Express and many regional papers, it has announced redundancies that put 600 journalists’ jobs under threat. Many Members on both sides of the House are concerned about the continued erosion of our media landscape, and particularly the loss of experienced and professional journalists, which risks driving people towards fake news and misinformation on social media. Will the Minister meet the National Union of Journalists and concerned MPs from the all-party group to discuss this pressing issue?

I thank my hon. Friend for his work in supporting not just local journalism but local journalists. They are an essential part of our democracy, and it was not lost on me that local newspapers helped to counter the misinformation and disinformation that was spreading online like wildfire during the disorder last summer. It is why we are developing a local media strategy, working with many of the organisations that he mentioned, but I would be delighted to meet him, other Members of Parliament and the NUJ to discuss this further.

The department has received and approved a business case from Homes England on a planned exit scheme. It is for Homes England to consult with affected staff and trade union representatives in the usual manner.

As of March 2022, 345 colleagues located in Seaham Lighthouse View are being asked to relocate, with their role, to Sunderland Wearview House. Each colleague will have a discussion with their line manager to assess the impact of the move on them and determine if they are able to relocate. The Department’s priority will be retain, retrain and redeploy colleagues either within DWP, or within other Government Departments in the area. As a responsible employer, we will make provision for redundancies if it is necessary, however this will be a very last resort after all efforts to redeploy have been exhausted.

The Department has not made a specific assessment of the MHRA’s staffing levels.
The MHRA is carrying out a series of equality and diversity impact assessments throughout the transformation continues to engage with trade unions and employees through a formal consultation as well as continuing opportunities for engagement with senior leaders.

That this House acknowledges the work and dedication of staff employed across the Medicines and Healthcare products Regulatory Agency (MHRA); notes that the agency plays a leading role in protecting and improving public health and supports innovations through research and development; is aware that the MHRA has three centres employing almost 1,200 staff and has numerous vital responsibilities across the health sector, including the approval and safety standards of medicines, medical devices and blood components for transfusions; applauds the tireless efforts of the staff during the covid-19 pandemic to ensure the swift approval and distribution of covid-19 vaccines, test kits and ventilators, protecting millions of lives across the UK; is alarmed to learn that the MHRA is now facing staffing reductions of up to 20 per cent despite a greatly increased workload as a result of the UK leaving the EU and the covid-19 pandemic; is concerned that fewer staff will be asked to cover more ground with fewer resources whilst operating under a pay freeze; is further concerned that any loss of expertise in this agency will lead to poor and potentially unsafe decision-making in a highly specialised field; is particularly worried about the impact of the loss of the National Institute for Biological Standards and Control, which is well-renowned as a distinct centre of excellence; and calls on the Government to intervene immediately to ensure jobs are retained and a properly funded MHRA can continue with its world-leading work in this field.

To ask the Secretary of State for Transport, what estimate his Department has made of the cost to the public purse of potential redundancies at Hitachi Rail UK Ltd’s Bounds Green and Craigentinny Train Maintenance Centres on LNER; and what steps he is taking to reduce those costs.
To ask the Secretary of State for Transport, what estimate his Department has made of the cost to the public purse of potential redundancies at Hitachi Rail UK Ltd’s Bounds Green and Craigentinny Train Maintenance Centres on LNER; and what steps he is taking to reduce those costs.
LNER directs the day to day operation of their railway services and as a result they are responsible for the management of their contract with Hitachi Rail. However, as LNER is owned and overseen by the Department for Transport’s (DfT) Public Sector Operator, DfT OLR Holdings Ltd the Government ultimately holds full cost and revenue risk.
The negotiations between Hitachi Rail and LNER are currently ongoing. The final cost to the taxpayer has not been confirmed at this stage of the negotiations and will depend on a number of factors under discussion, including final agreement on the number of redundancies.
We are in regular contact with both Hitachi Rail and LNER and are monitoring their ongoing discussions with regards to this matter closely. However, these discussions are ultimately a commercial and contractual matter for both parties to negotiate. LNER and Hitachi will need to work together to resolve this issue in a manner that ensures the best outcome for passengers, employees and the taxpayer.
That this House notes with concern P&O Ferries’ proposal to make 1,100 redundancies amongst key workers in Dover and Hull; further notes that this includes over 730 seafarer ratings who make up 8 per cent of the total UK workforce; offers support to the workers and families in coastal communities affected by this decision which is reminiscent of P&O’s attacks on British seafarer jobs and trade unions in the 1980s; notes that P&O has received an undisclosed figure from the taxpayer to keep freight routes from the UK running and over £10 million public funding to pay 80 per cent of the wages of 1,400 furloughed staff members, some of whom now face redundancy; believes that any public funding received by shipping companies to address the economic effects of the covid-19 pandemic should be conditional on the protection of UK seafarer jobs; further notes that P&O Ferries’ parent company DP World made £1.3 billion profit last year and paid a £270 million dividend to shareholders at the end of April 2020; believes that P&O is seeking to permanently replace British crews with cheaper foreign crews using the low-cost crewing model, including on the fleet of new Ro-Ro passenger ferries on order from a Chinese shipyard for the Dover-Calais route; and calls on the Government to intervene immediately in order to save British seafarers’ jobs at P&O Ferries.

That this House notes with concern that British Airways has made 12,000 staff redundant; thanks these workers for their heroic efforts in repatriating those stranded due to covid-19 at their own risk; offers solidarity to these workers that find themselves needlessly out of a job in the middle of a global pandemic; is disappointed that British Airways chose to take the decision to reject Government support and announce it on International Workers’ Memorial Day; emphasises that, as an island, aviation is essential to the UK for trade, business and managing social and family networks; looks to the governments of our European neighbours who are taking action to protect their aviation industries; urges the Government to provide fully-repayable loans and take a financial stake in aviation companies; asks aviation companies to cap all elements of executive pay, protect employee terms and conditions and transition to greener, more efficient travel operations once flights resume; and calls on the Government to publicly finance smaller airports, air traffic control and specific routes within the UK aviation network to retain much-needed vital connectivity.

The Government remains committed to the long-term future of the UK’s oil and gas sector, which supports over 280,000 jobs and has been one of our great industrial success stories over the past 50 years. We have provided the sector with unprecedent levels of support during the industry downturn, placing the UK Continental Shelf amongst the most competitive fiscal regimes in the world in order to attract investment and secure jobs.
The Department has not provided any specific support for skilled workers who were made redundant from the offshore oil and gas sector and who are seeking to re-validate expired industry certification.

In the event of the closure of a large employer the Department for Work & Pensions provide redundancy support through its âRapid Response Serviceâ.
This support can include:
- A skills analysis to help identify transferable skills and training needs relevant to the local labour market;
- Job-focused training to help individuals develop vocational skills needed within the local labour market;
- An action fund to overcome individual short-term barriers to taking up a specific job offer, e.g. travel to work expenses;
- Advice on claiming benefits, self-employment and tax credits.
