The £80 million of savings from the temporary reduction in the rate of value added tax has not been added to a specific budget but has been retained by primary care trusts (PCTs), as part of their general allocations. PCTs have been encouraged to use up to the £80 million savings to commission complementary services—including debt advice and family counselling—wherever there is local need.

Primary care trust (PCT) allocations are being increased by 5.5 per cent. in both 2009-10 and 2010-11—a total cash increase of £8.6 billion. PCT allocations are not broken down into funding for individual policy streams such as contraception services. Rather it is for the national health service locally to decide how much resource to invest in order to meet national and local priorities as set out in the NHS Operating Framework, which mentions tackling teenage pregnancy as a key priority for local action.

The following table shows the sums which will be allocated to strategic health authorities (SHAs) in 2009-10 to assist with improving access to contraceptive services, particularly for young people. The announcement on 26 February 2009 stated that £1 million would be allocated in respect of further education (FE) colleges.The Department found, subsequent to the announcement, that SHAs had received a large number of bids and were keen to respond to these and to receive more than £1 million to expand contraceptive services in FE colleges. We therefore increased this allocation to £1.6 million.
In addition to the funding announced on 26 February, each SHA will also receive an additional £250,000 to pump-prime the provision of information technology in community contraception services.SHAs have been advised of these allocations.

The 2008-09 primary care trust (PCT) revenue allocations were announced on 13 December 2007, and these overall allocations included £12.8 million new funding for contraceptive services. In addition a statement published on 27 June 2008 in The Week (the NHS Chief Executive's Bulletin for senior National Health Service managers), which accompanied the release of the 2007 abortion data, reminded PCTs that they had received this additional funding as part of their allocations for 2008-09.

The payment by results system does not inform the allocation of funds to primary care trusts (PCTs). Payment by results is the mechanism through which providers are paid by PCTs for a range of services, including maternity that fall within the scope of the national mandatory tariff.It is for the national health service trusts to deploy this funding in line with national and local priorities and local plans. Maternity services are identified as a priority in the 2009-10 NHS Operating Framework.All strategic health authorities (SHAs) have already set out plans to improve maternity services as part of the NHS Next Stage Review. PCTs are working with trusts to deliver these plans and SHAs will be holding PCTs to account for delivering their plans.

Once we have agreed the standard reporting arrangements, we will place the reports in the Library as they become available.Of the £26.8 million additional contraceptive funding £12.8 million was included in the Primary Care Trusts' (PCT) overall general allocations. These are not ring-fenced. PCTs have the flexibility to decide how best to use their resources in delivering the national requirements and local priorities as set out in the NHS Operating Framework.The 10 strategic health authorities (SHAs) were allocated funding based on a formula of a flat £0.5million each then an allocation based on the weighted capitation formula used for the PCT allocations. The individual SHA allocations are set out in the following table:

The under-16 rate is 8.3 per 1,000 and has fallen by 6.4 per cent, over the same period.Statistics published on 26 February 2009 by the Office of National Statistics show that in 2007 the under-18 conception rate rose by 2.6 per cent. Despite the rise in national figures in 2007 the long-term trend is still downward.The success of the teenage pregnancy strategy relies on all local areas applying it effectively. However, there is still significant variation at a local level, with some areas achieving reductions of over 30 per cent. whereas in other areas, rates have increased.We have identified a range of factors that are in place in the areas where they have made most progress, which are either absent or being delivered less intensively in areas performing less well. These are highlighted in the document Teenage Pregnancy Next steps - guidance for Local Authorities and Primary Care trusts on effective delivery of local strategies a copy of which has been placed in the Library.We have asked all local areas to ensure that they take account of these key ingredients and to update their local strategies as necessary. In addition, the NHS was reminded of the importance of provision of the full range of contraception to reduce teenage pregnancy in the NHS Operating Framework for 2009-10. An additional £20.5 million has been allocated for 2009-10 to support this work.

The £330 million announced for Maternity Matters covers three years, 2008-09 to 2010-11. This additional funding is included within the 2008-09 to 2010-11 primary care trust (PCT) revenue allocations. PCTs were informed of their revenue allocations for 2008-09 in December 2007. The 2009-10 and 2010-11 revenue allocations were announced on 8 December 2008. Revenue allocations for the year are made available to PCTs at the start of the financial year. We are in the first year of this additional funding and it is too early to assess the actual impact. However, through the national tariff money automatically flows to trusts when they do more maternity activity. In addition, the price itself for maternity services for 2008-09 has been uplifted by 10 per cent. compared to 2007-08, so even if there were no increase in activity, trusts would be getting 10 per cent. more. This equates to well over £100 million over the current year and means that we know PCTs are passing on to trusts much more that the first year share of the £330 million.
