Ministers set a target that, by 31 March 2006, no patient should be waiting more than 12 months for in-patient or day case treatment. No targets were set at that stage regarding waiting times for a first out-patient appointment with a consultant or a diagnostic test.Targets were also set that, by 31 March 2007, no patient should be waiting more than six months for either a first out-patient appointment with a consultant or for in-patient or day case treatment. There were no targets set for diagnostic waiting times at 31 March 2007.I have set new targets that, by the end of March 2008, no patient will wait more than 13 weeks for a first out-patient appointment, no more than 13 weeks for any diagnostic test, and no more than 21 weeks for surgery.The number of patients waiting, and the length of time they were waiting in months, for (i) in-patient or day case treatment and (ii) a first out-patient appointment with a consultant, at 31 March 2006, is contained in the following table.

Official statistics relating to the number of patients waiting at 31 March 2007, for either a first out-patient appointment with a consultant or for in-patient or day case treatment, will not be published until June. On the basis of provisional information available to the Department at the beginning of April, with the exception of a very small number of breaches reflecting local administrative errors, no patients were waiting more than six months for in-patient or day case treatment, or for a first out-patient appointment with a consultant.Official figures for the number of patients waiting for a diagnostic test in Northern Ireland are not available for either March 2006 or March 2007.

Mr. McGrady: To ask the Secretary of State for Northern Ireland what the waiting time for an assessment by an occupational therapist in respect of disabled housing adaptations is; and if he will make a statement. [126052] Angela Smith: Information is not available on the current waiting time for an assessment by an occupational therapist in respect of disabled housing adaptations, as an assessment for housing adaptation can only be designated as such when the assessment is completed. In addition, waiting time varies according to the complexity of the case and the availability of resources to carry out the assessment. The amount of time waited for assessment to commence is, however, recorded in respect of all persons assessed by community occupational therapists, according to time band. Figures for priority and non-priority cases are shown in the table and refer to assessments which commenced in the quarter ending 31 March 2003, the latest date for which such information is available. Mr. McGrady: To ask the Secretary of State for Northern Ireland what steps he is taking to reduce waiting lists for (a) orthopaedic and (b) cardiological surgical procedures in Northern Ireland. [127055] Angela Smith: Within the orthopaedic surgery specialty a number of steps have been taken to address waiting times. These steps include: An increase in the number of trainees in the orthopaedic specialty. The establishment of a pilot initiative involving orthopaedic surgeons, general practitioners and physiotherapists, aimed at treating people in the community, and reducing the need for consultant appointments and subsequent surgery. The undertaking of a review of acute trauma services, which is expected to make recommendations for improvement on the delivery of trauma services and will provide strategic direction on the future development of the orthopaedic/fracture service. In addition, waiting times for orthopaedic surgery will be further addressed by the planned increase in theatre capacity this year. The Regional Spinal Surgery Unit is expected to be fully operational by September 2003, and two new modular operating theatres are currently under construction at the Musgrave Park Hospital site. The provision of these new theatres will increase theatre capacity, increase capacity for fracture services, stabilise and reduces waiting lists, and facilitate the mix of elective, trauma and outpatient work of consultant orthopaedic surgeons. To reduce waiting times for cardiac surgery, my Department has developed a joint action plan for the implementation of the recommendations made by the Cardiac Surgery review and the Review of Cardiology Services. In line with the Joint Action Plan, my Department is continuing to invest in additional staff and equipment at the regional cardiac surgery unit in the Royal Hospitals. This investment will facilitate an increase in the number of cardiac surgery procedures undertaken at the regional unit to the target level of 1,100 per year. Until capacity at the Royal is increased to the target level, additional cardiac surgery procedures are being purchased outside the HPSS for patients who are able and willing to travel.

[127053] Angela Smith: The number of people waiting for in- patient admission to the neurosurgery specialty is returned to the Department on a quarterly basis by Trusts. The return provides information about the number of people waiting for in-patient admission on the last day of each quarter. The information in this answer relates to the position at 31 March 2003 (the most recent information available), (a) 30 June 2002 and (b) 30 June 1998. At 31 March 2003 there were 700 people waiting for in-patient admission to the neurosurgery specialty. (a) There were 850 people waiting for in-patient admission to the neurosurgery specialty on 30 June 2002. (b) There were 425 people waiting for in-patient admission to the neurosurgery specialty on 30 June 1998. The Royal Group of Hospitals, in liaison with the four Boards, has been working hard to improve the situation, both in the short-term and with regard to the longer-term development of the service. In particular: A task force was established by the Royal to lead the effort in addressing the problems faced by the service; Extra theatre lists have been introduced; Proposals to enhance the recruitment and retention of nurses have been implemented to restore nursing levels and allow the phased opening of beds, with all beds re-opening by January 2004; A clinical careers framework for nurses has also been launched to improve opportunities for personal development and career pathways; In addition, treatment has been provided for some suitable patients in units outside Northern Ireland. These measures should make a significant contribution to reducing the number of people waiting for in-patient admission to neurosurgery.

Mr. McGrady: To ask the Secretary of State for Northern Ireland how many people were referred by general practitioners for (a) orthopaedic operations, (b) coronary bypass surgery and (c) coronary angiograms in each health and social services trust in Northern Ireland (i) between 1 April and 30 September 1996 and (ii) between 1 April 1995 and 31 March 1996; how many of those in (a) have been placed on a waiting list; how long they have been waiting; and what is the expected date for their operations. [2387] Mr. Moss: General practitioners usually refer patients for consultant out-patient appointments in the first instance, with decisions regarding any subsequent action, including a decision to place on a waiting list for treatment, being taken following assessment at a consultant out-patient clinic. In the year ending 31 March 1996--latest figures available--there were 24,440 GP written referrals for out-patient appointments in the trauma and orthopaedics specialty and 7,676 in the cardiology specialty. Patients are not referred by GPs for coronary angiograms. The procedure which an individual patient may require is not determined until he/she is seen by the cardiologist at the first appointment. The latter information is not available centrally. In the cardiac surgery specialty, there were 823 consultant referrals for out-patient appointments. GPs do not refer directly to the cardiac surgery specialty--they refer patients to a cardiologist in the first instance. It is not possible to break down these overall Northern Ireland figures into the particular trust wherein the referring GPs are located. The numbers of those waiting for a first out-patient appointment at 31 March 1996 in these specialties, together with the time waiting for those who had not cancelled an appointment offered or who had not failed to attend such an appointment are given in the table: _________________________________________________________________________________________________.
