I take on board what my hon. Friend says. The Government are working to ensure that comprehensive packages of support, not just in health but across the piece, are available to those who have come off drugs following treatment. As my hon. Friend does so much in his constituency in this regard, I am more than happy to meet him to discuss grisly old men further.

As most heroin addicts lead chaotic, unstructured lives, they are not well represented in national surveys of drug use, so the best information that we have relates to those who are in contact with services. The mean age of individuals in treatment in England in 2004-05, with heroin recorded as the main drug of use, is 31.

I know that my hon. Friend has worked hard, particularly in Bassetlaw, to ensure that drugs-related issues are dealt with. I welcome the experience that he had when he visited New South Wales. I will ask officials to brief me fully on the powers available there, and if there are lessons to be learned no doubt we can learn them.

[holding answer 9 January 2006]: Suboxone does not currently have marketing authorisation in the United Kingdom.The Department has assessed the evidence for use of buprenorphine, the active ingredient of Suboxone, and has actively supported its increasing use, working with the National Treatment Agency for Substance Misuse (NTA), and by pursuing a number of measures:"Regulations were amended by the Department in 2001 to ensure buprenorphine could be prescribed using instalment dispensing, to make it easier to use in the management of drug addiction""In 2003, clinical guidance referring to the key research evidence on buprenorphine was published in the NTA document, Prescribing services for drug misuse, which supported its use as a treatment alongside other treatments such as methadone prescribing.""The Department has subsequently asked the National Institute for Health and Clinical Excellence to carry out a technology appraisal on methadone and buprenorphine as opiate substitutes. That is currently under way and due to report in March 2007."The Department's Clinical Guidelines (1999)¹promote the use of supervised consumption. That NTA has also promoted the availability of pharmacy supervised consumption schemes. Supervised consumption—in order to minimise the risk of inappropriate injecting of prescribed buprenorphine—is feasible in the UK context. One question that my right hon. Friend might want to consider is the rather new tendency of those who are on incapacity benefit to be termed ““depressed””, and therefore to receive enhanced disability living allowance, for example, on the basis that they are depressed. Will my right hon. Friend take a specific look at this and consider whether it is a barrier to return to work for some individuals?

I start by congratulating my hon. Friend on the extensive work that he has undertaken in the area of drug abuse. Having prepared for questions today and having seen his record, it is clear that he has added much to the information and knowledge that we have, and on which we can build our policies.
I agree with my hon. Friend, and the issue of mental illness and its link to incapacity benefit claimants is something that we are considering. The proportion of people who start an incapacity benefit claim because of mental illness has doubled in the past 10 years, and four out of 10 of those now coming on to incapacity benefit do so because of mental illness. It is my view that if we can get much stronger and earlier intervention and support through the health service so that people have access to appropriate counselling therapies, we could prevent many people from getting on to the route of being locked into benefit dependency. There is much sense in what my hon. Friend says, and we are exploring the issue in the development of our Green Paper proposals.

As at May 2005, there were 48,300 incapacity benefit and severe disability allowance claimants whose primary diagnosis was recorded as drug abuse.

That this House notes that salvia divinorum is a drug with hallucinogenic effects; is concerned that this drug is entirely legal and sold freely in the UK and is cited on websites selling it as the `drug the Government forgot to ban'; and urges the Government to take urgent steps to rectify this oversight and ban salvia divinorum under the provisions of the Misuse of Drugs Act 1971.

As at November 2004, there were 200 incapacity benefit and severe disability allowance claimants in Bassetlaw, whose primary diagnosis was recorded as drug abuse.We want to make sure that everyone in society has the opportunity to enter into employment including drug misusers. The Progress2work (p2w) initiative which helps recovering drugs misusers into work has now been rolled out across Jobcentre Plus. Progress2work help includes specialist support to help people through mainstream programmes and provision for intensive measures to help those overcoming very serious problems.

I intend to fill the promise that I made to my hon. Friend when I had a previous responsibility in the Home Office, which was to visit his PCT to see the difference that he persuasively argued for being made in front-line services. On a more strategic level, we are working closely with the Department of Health to learn what lessons we can to ensure that we break the link between criminality and drug misuse.
