There has been a sustained increase in probation service funding since 1997. Total funding for probation rose by 70 per cent. in real terms between 1997 and 2007, and the number of staff employed by the probation service over the same period rose by 7,000, or almost 50 per cent. This includes an increase of 54 per cent. of frontline staff; probation officers, senior probation officers, and probation service officers.The chief operating officer of the National Offender Management Service (NOMS) submitted staffing projections for 2009-10 and 2010-11 from all probation areas and trusts to Ministers in March this year. These were unverified estimates for internal management purposes only.Following these estimates, Ministers have made clear their commitment to ensuring that frontline redundancies are avoided wherever possible. Directors of Offender Management are ensuring that probation areas focus their savings on reducing management layers, streamlining support services and cutting bureaucracy, in order to minimise the impact of budget reductions on frontline staff.However, responsibility for staffing levels ultimately lies with each probation board or trust as they are the employers of probation staff. It is for them to take the action necessary at a local level to ensure they can deliver the required service within available resources.

I am afraid that that is a rather complacent and disappointing answer. It is disappointing because for months now I have been pressing the right hon. Gentleman to intervene on the job cuts in Wales. Only this week, my hon. Friend the Member for Caernarfon (Hywel Williams) was told that 2,200 extra jobs would now be created in the Department for Work and Pensions. I urge the right hon. Gentleman to ask for a moratorium on the damaging cuts in Wales.

The hon. Gentleman has raised the issue on a number of occasions, as have other Members. Last week, I discussed the matter with my right hon. Friend the Financial Secretary. The hon. Gentleman is aware that as far as Her Majesty's Revenue and Customs is concerned, no job losses are involved, and there will be no compulsory redundancies. He is also aware that, only yesterday, my right hon. Friend the Secretary of State for Work and Pensions announced that there would be no closures of Jobcentre Plus offices in Wales, as had previously been planned.

I am conscious of how important public sector jobs are to Wales; that is why in the past few years nearly 3,300 such jobs have come to Wales. For example, there have been 286 Pension Service jobs in my constituency.

Information is not available to answer this question as staffing requirements are currently being reviewed throughout the probation service.To date, long-term work force planning has been conducted in a limited manner within the probation service and has largely been undertaken in concert with the annual intake on to the Diploma in Probation Studies (DiPS), which is led by NOMS probation area co-ordination unit. Responsibility for all other recruitment and work force planning rests with each of the individual probation areas. With the forthcoming cessation of the DiPS and the development and implementation of its replacement, the process by which work force planning will be conducted nationally and locally, is currently being reviewed in order to align it to future arrangements.

May I, through the Under-Secretary of State, add my welcome to the Secretary of State on his return to the Front Bench? He did a lot of sterling work in the north of Ireland, and I am sure that he will do the same for Wales.
The answer that the Under-Secretary of State gave is not good enough in the light of the concern felt across the House. Twenty-eight of the 33 DWP offices to close in Wales are within the objective 1 area, as are 550 of the 750 jobs to disappear from the HMRC sector. More must be done—not tinkering with buildings, but acting to secure those jobs.

Once again, the hon. Gentleman raises an important point, which is worth putting in context—Wales has now received more than 2,700 posts as part of the Government relocation—but the issue of substance that he raised is important. We understand that the review process is now complete for the Wales urban centres of Cardiff and Swansea, and that last week HMRC told staff that its decision would be announced this Friday. He will understand that I cannot pre-empt the announcement of that decision, but we are all looking forward to hearing it and seeing how it will affect all parts of Wales.

He will know that nearly 50 jobs have been lost in the Department for Work and Pensions office in Porthmadog and that there are further threats to about 50 in the Revenue office. The loss of 100 jobs in a small town in the objective 1 area is a devastating blow. May I ask him sincerely to redouble his efforts—I know he will—to have the policy changed so that it does not devastate that area of north-west Wales?

HMRC has not announced any office closures. The programme of regional reviews announced in November is a consultation exercise. Published future staff numbers are initial proposals only. I can assure the hon. Gentleman that before withdrawing any office, a full impact assessment will be undertaken, including an assessment of the impact on the local economy. I agreed with the Paymaster General that we would meet again with the First Minister to discuss these matters, but I say to the hon. Gentleman, as I said to the hon. Member for Caernarfon (Hywel Williams), that if we did not have a United Kingdom Government, these issues would not be discussed. His policy on separation of the United Kingdom would deny his—

I stand up for Wales every day of the week. That should be compared with Plaid Cymru, which wants to take Wales out of the United Kingdom and condemn it to misery. I should remind the hon. Gentleman that a new 300-plus-seat contact centre in Bangor—an objective 1 area near his constituency—will open next year. Staff numbers at the contact centre in Bridgend—another objective 1 area—are doubling from 150 to 300. The truth is that the picture that he paints is completely distorted, as is every other allegation that Plaid Cymru makes about Wales.

Mr. Nicholas Brown: We have not had any discussions with the Ministry of Defence about possible job losses resulting from
the proposed closure of experimental air bases. Officials from Jobcentre Plus have contacted Qineteq Ltd, the company in my hon.
Friend's constituency affected by these proposals, to offer advice and assistance with any redundancies. Although their help is not
needed at this time, Jobcentre Plus will maintain contact with the company in case any help is needed in the future.

Mr. Llwyd: To ask the Secretary of State for Trade and Industry what discussion she has had with the management team at ALCOA
aluminium to discuss the company's proposed redundancies; and if she will make a statement. [25572]
Mr. Wilson: None, although DTI officials have met with ALCOA management at UK and EU level to discuss a wide range of issues. The
company's proposal for 228 job losses out of a total UK work force of 4,100 would involve the closure of the Dolgarrog facility and
employee reductions at the Swansea rolling mill. The proposed reductions in ALCOA's UK work force form part of a global
restructuring plan involving 6,500 redundancies brought about by recent falls in world demand for aluminium products. My right hon.
Friend the Secretary of State for Wales is working with the Welsh Assembly Government to minimise the impact on those affected.
A task group comprising Conwy CBC, the Welsh Development Agency (WDA), the Employment Service, trade unions and other public
agencies is seeking alternative employment for those made redundant. In addition, Conwy CBC and the WDA are jointly funding a study
(supported by ALCOA) to look at the potential for continued production at Dolgarrog on a more limited scale. Dolgarrog is also part
of an Objective 1 Assisted Area and so the Assembly Government and its partners will be looking to secure the maximum financial
support available.

Job losses are always unwelcome but it must be for individual companies to determine their response to market forces. The Government
will continue to pursue its objective of securing long-term economic stability based on low inflation, allowing business to invest
and plan ahead with confidence. The success of our policies is demonstrated by the steady fall in unemployment since May 1997.
When redundancies do occur, the Employment Service has a range of measures available to assist workers in securing suitable fresh
employment opportunities. For large-scale job losses, this can include an on-site presence.
