Mr. Laws: To ask the Secretary of State for Health how many NHS patients have been sent abroad for operations over the last three months; in which countries they have been treated; what has been the cost saving to the NHS; and if he will make a statement. [11474] Mr. Hutton: [holding answer 1 November 2001]: I apologise to the hon. Member for the delay in responding to this question. I refer the hon. Member to the reply that my right hon. Friend the Secretary of State gave my hon. Friend the Member for Blackpool, North and Fleetwood (Mrs. Humble) on 5 March 2002, Official Report, column 192W. Under the pilot scheme to send national health service patients abroad, currently under way in south-east England, 18 patients travelled for treatment in January and 41 in February. 11 patients travelled for treatment on Friday 1 March and a further 20 are due to travel in the week commencing 4 March. The patients are being treated in France and Germany. We expect up to 200 patients to travel overseas for treatment as part of the pilot. The prices for these procedures are commercially confidential. However, they are comparable to the prices charged for individual operations in the United Kingdom private sector. The Department has authorised a total of 252 E112 applications since the beginning of December 2001, permitting patients to receive treatment, maternity care or continuing care in other countries of the European Economic Area, funded by the NHS. 72 in December, 94 in January and 86 in February. (These figures are GB figures, as the Department administers this scheme on behalf of Scotland and Wales.) However, the fact that a given number of forms were authorised in a given period does not necessarily mean that the same number of patients actually travelled overseas in that period. The countries involved were Austria, Belgium, France, Germany, Greece, Italy, Norway, Portugal and Spain. No information on costs can be provided as invoices are submitted retrospectively.

[29674] Mr. Laws: To ask the Secretary of State for Health if he will estimate the total cost of treating NHS patients who were sent for treatment in French hospitals on 18 January broken down by (a) treatment costs paid to French hospitals, (b) other treatment costs, (c) travel costs, (d) non-clinical care costs and (e) other costs; if he will estimate the difference between the total costs of this form of treatment and the standard NHS costs of treatment; and if he will make a statement. [30021] Mr. Hutton: [holding answer 23 and 24 January 2002]: The precise costs of the national health service funded operations purchased in Lille are commercially confidential. The same approach is taken in relation to NHS funded operations in the private sector in the United Kingdom, where we anonymise data before releasing it. Clearly this would be impossible in the present case. Direct comparisons of the costs of overseas treatment and NHS costs are not straightforward; for example, prices agreed so far for hip and knee replacements include intensive rehabilitation which would not be included in standard NHS reference costs. In general the prices agreed so far for treatment overseas are in excess of NHS average reference costs but comparable to those in the UK private sector. However, we would expect better prices if and when we commit to larger volumes of patients travelling overseas to individual hospitals. £1.1 million to fund treatment costs has been made available to the three test bed sites in south-east England who are developing processes for sending patients overseas. Depending on the case mix, this should fund 200 to 300 procedures. The primary care group will have to take account for how it spends its share of the public money that it receives as well as how it secures the highest possible standards of care and good value for money.

Mr. Laws: To ask the Secretary of State for Health how many people from (a) East Kent, (b) Portsmouth, (c) West Sussex/East Surrey and (d) other areas of England were sent to other European countries for health treatment between (i) 1 January and 31 December 2001 and (ii) 1 January and 30 January 2002; if he will make a statement on the comparative costs of such treatments compared with the NHS in England, taking into account travel costs; and if he will make a statement on the conclusions of the three test-bed pilot schemes for overseas treatments. [26913] Mr. Hutton: No patients from East Kent, Portsmouth or West Sussex/East Surrey were sent to other European countries for treatment in 2001. Subject to contract, East Kent plan to send 18 patients to France for treatment before the end of January. Portsmouth plan to send one patient to France during the same period. West Sussex/ East Surrey will commence sending patients overseas in February. Portsmouth will send further patients overseas in February and March. Direct comparisons of the costs of overseas treatment and national health service costs are not straightforward; for example, prices so far for hip and knee replacements include intensive rehabilitation which would not be included in standard NHS reference costs. In general the prices agreed so far for treatment overseas are in excess of NHS average reference costs but comparable to those in the United Kingdom private sector. However, we would expect better prices if and when we commit to larger volumes of patients travelling overseas to individual hospitals. The test bed exercise continues until the end of the financial year. It is therefore too early to draw any firm conclusions.
