Building on school workforce remodelling and the reform of teachers’ pay, we are working with social partners to deliver a new teacher professionalism in which all teachers, are engaged in ongoing professional development that takes account of individual development needs, career aspirations and school’s improvement priorities, along with national, regional and local priorities. Sustainable development can easily be incorporated into courses as part of a qualified teacher’s professional development.The National College for School Leadership already covers learning on sustainable development on the National Professional Qualification for Headship (NPQH) as part of ‘Developing a Strategic Educational Vision for the School’. The NPQH will be a mandatory qualification for new head teachers from April 2009.Sustainable development is already a statutory part of the National Curriculum in citizenship, design and technology, geography and science. The current review of the secondary curriculum will mean that there is a sharper focus on sustainable development in these subjects. QCA will be developing supporting material to demonstrate how sustainable development can be taught across the curriculum.Beacon school status was phased out in 2005 as part of a streamlining of existing programmes. The Government wants all schools to put sustainable development into practice and is encouraging them to do so through the current sustainable schools year of action. We value award schemes like Eco-schools and also local schemes such as Sandwell’s Sustainable Schools Charter. DEFRA has provided £65,000 this year to the Eco-schools programme. The Department has no plans to adopt an Eco-schools target but all schools are encouraged to be sustainable schools by 2020.We believe that school inspection should recognise where the efforts made to create sustainable schools are having a significant impact on a school’s overall effectiveness.As stated in ‘Sustainable Schools for Pupils, Communities and the Environment—an action plan for the DfES’, published in March 2007, we will be discussing with Ofsted how best to ensure that sustainable development is recognised during school inspections. The Department has developed a tool linked to the Ofsted self-evaluation form to enable schools to record and report their efforts on sustainable development. Sustainable Development is an important part of value for money in property management and as such should already be factored into inspectors’ judgments.

All secondary schools in England have access to specialist PE teachers. In Staffordshire, 29 per cent. of schools are also within a School Sport Partnership (SSP) which will increase to 46 per cent. by September 2005. In England, 54 per cent. of schools are within a SSP which will increase to at least 75 per cent. by September 2005. All secondary schools within a SSP appoint a school sport co-ordinator and all primary and special schools a link teacher. By 2006, all maintained schools will be within a partnership.A total of 3,000 full and part-time qualified community sports coaches will also be employed by 2006 to assist with the delivery of high-quality sport within SSPs. In Staffordshire there are currently 28 coaches and 857 nationwide.

Mr. Kidney: To ask the Secretary of State for Education and Skills how many new posts of teaching assistant she plans to fund during
the current financial year; how such funding will be distributed; and what Staffordshire's share will be. [1337]
Mr. Timms: The appointment and deployment of teaching assistants are matters for individual schools and local education authorities
to consider in the light of local needs and circumstances, so I cannot say how many posts will be created this financial year. But
the numbers of full-time equivalent teaching assistants rose by over 25,000 between 1999 and 2001. During the period April 1999 to
March 2004, we are making available around £750 million to local education authorities in England to meet the cost of recruiting,
maintaining and training this level of new teaching assistants. The Department has allocated funds this year to LEAs on the basis of
80 per cent. to primary and nursery schools and 20 per cent. to secondary and special schools and Pupil Referral Units.
Staffordshire's share for 2001-02 is £3,174,241.

Mr. Kidney: To ask the Secretary of State for Education and Employment what action he has taken to (a) increase the accountability
of Ofsted school inspectors and (b) reduce unnecessary apprehension by teachers about inspections since 1 May 1997. [81651]
Ms Estelle Morris: We have agreed a number of changes with HM Chief Inspector of Schools since 1 May 1997 to improve the quality,
consistency and value for money of the school inspection system. Those changes are contributing to increased accountability of
school inspectors and should enable teachers to approach inspections with greater confidence. The changes include a reduction in the
notice given for inspections from two terms to 6-10 weeks and short inspections for the most effective schools. The changes were
widely welcomed in consultation. I have asked the Chief Inspector, Chris Woodhead, to write to my hon. Friend with further details
of the changes and to place a copy of his letter in the Library.
