Swimming

I am grateful to my right hon. Friend for that answer. We dived into the swimming pool for Questions 1 and 2, and now we are on the surface for some swimming. Will he note that in Stafford the local council has just opened a brand-new, modern-design swimming pool, which has plenty of happy swimmers? The council is very interested in the scheme, but is anxious to know the criteria so that its plans for a new swimming pool can fit them. May I urge him to keep to the timetable that he has described, and to consult with local government about design?

Mr. Kidney: To ask the Secretary of State for Environment, Food and Rural Affairs what the take-up of the Access Improvement Grant Scheme by local authorities has been; what assessment she has made of the effectiveness of the Scheme in meeting its stated objectives; and what will become of the Scheme as a result of Rural Strategy 2004. [186987] Alun Michael: Take-up of the Access Management Grant Scheme has been very good. 24 access authorities, covering 96 per cent. of mapped access land in mapping areas 1 to 5, have bid for funding to support their preparatory planning work. Five local authorities have, so far, submitted bids for infrastructure work. Most authorities are still at the planning and consultation stage and we expect them to submit infrastructure bids during the autumn. The Scheme has been running for five months and it is therefore too early to assess how well it will meet all the objectives set for its first year. The Countryside Agency has reported on progress in the first three months, during which period the Scheme has proved successful and popular with local authorities. The Agency will be carrying out a more detailed assessment of the Scheme's overall performance in October. This will inform decisions on the level of funding and priorities for next year. I have extended funding for a further two years, to provide the necessary support to enable local authorities to complete access planning and on-site infrastructure work by March 2007. This work is an important early step in delivering the Rural Strategy 2004 objective of making the countryside more accessible for all. As the scheme currently runs only until March 2007, it will not be incorporated into the streamlined funding arrangements announced in the Strategy, which we plan to complete by March 2007. If a requirement for funding is identified beyond March 2007, we will review how best to meet it within the context of the new arrangements.

Mr. Kidney: To ask the Secretary of State for Work and Pensions pursuant to his written statement of 1 December 2003, Official Report, column 49WS, on housing benefit subsidy reform, how the new subsidy system for housing benefit and council tax benefit will be implemented, with particular reference to transitional relief; and what the arrangements will be for payment of the administration grant. [143212] Mr. Pond: The new subsidy system will be introduced on 1 April 2004 to all local authorities in England, Wales and Scotland. All claims relating to the 2004-05 subsidy year will be made under the new rates and rules. We issued a subsidy Circular (S9/2003) to authorities on 1 December to explain all the detailed changes; a copy of this circular is available in the Library. Although the overall levels of funding under the new system will be cost neutral compared to the old system, we recognise that individual authorities may gain or lose under the new arrangements. A transitional protection scheme has therefore been put in place. At the end of 2004-05 subsidy claims from each local authority will be compared with the amounts of subsidy they would have received had they claimed under the subsidy rules in place in 2003-04. The scheme will ensure that in the first year no authority will lose more than 1 per cent. of the funding which they would have received had the rates not changed. Details of individual allocations to authorities of administration grant for 2004-05 will be issued in a circular by the end of the month. The administration grant will be paid to authorities in 12 monthly instalments from April 2004.

Mr. Kidney: To ask the Secretary of State for the Environment, Transport and the Regions what steps he is taking to ensure that money allocated to local authorities for local transport plans is not transferred to other local authority services. [149172] Mr. Hill: For 2001-02, the majority of capital funding allocated for local transport will be provided in the form of grant and supplementary credit approvals (SCA) which are ring-fenced for transport. From 2002-03 the new cross-service single capital pot--which will include a contribution to cover small- scale integrated transport measures and maintenance of local highways and bridges--will be introduced to provide authorities with discretion over the allocation of capital funds across their functional responsibilities. This does not affect the need for authorities to allocate the resources required to deliver their objectives and targets. It does, however, allow them greater flexibility in the use of those resources and will help deliver improved outcomes and better services through more effective tackling of cross-cutting issues. Allocations for major transport schemes costing over £5 million will continue to be provided as grant and SCA and ring-fenced to the particular schemes concerned. We have now put in place, under the provisions of the Transport Act 2000, a clear statutory duty on authorities to carry out their functions to deliver their local transport plans and we expect them to commit the resources to do so. We are also requiring authorities to monitor their progress against the objectives and targets set in their plans and to provide annual progress reports which we shall take into account in determining annual allocations to authorities.
