Mr. Paul Murphy: I have regular meetings with the First Secretary and discuss a range of issues including the New Deal.
(a) The New Deal for Young People (18-24 year olds) has been making excellent progress in Wales. Latest figures show that over
12,700 young people have now secured employment from the New Deal (of which 9,500 have been sustained for over 13 weeks) and nearly
8,000 young people are currently still on the programme.
(b) The New Deal for 25 plus (Long Term Unemployed) has been making steady progress since its launch in June 1998. At the latest
count (end of December 1999) nearly 2,300 people had secured employment and over 4,800 are currently still on the programme.
(c) The New Deal for 50 plus is currently still in the pilot phase with nine "Pathfinder" areas across the UK (Flintshire and
Wrexham in Wales). Full nation-wide implementation is scheduled to start on 3 April 2000.

Mr. Paul Murphy: Youth unemployment in Wales, specifically North East Wales, has been declining since the General Election. Between
April 1997 and April 2000 youth unemployment for Wales as a whole declined by 32.5 per cent., while in Flintshire youth unemployment
declined by 23 per cent. over this period. Statistics are not collated on an area basis for Deeside, but for the unitary authority
of Alyn and Deeside, youth unemployment declined by 16 per cent. between April 1997 and April 2000.

Mr. Barry Jones: To ask the Secretary of State for Wales if he will make a statement on the progress of the joint police authorities
and local authorities strategy to tackle disorder by youths and other anti-social behaviour. [84299]
Mr. Jon Owen Jones: As required by the Crime and Disorder Act 1998, unitary authorities and the police in Wales, working in
partnership with other key agencies, have developed crime and disorder reduction strategies. These strategies have set objectives
and targets with action plans covering the next three years to address local issues and concerns as identified by comprehensive
crime and disorder audits and public consultation.
Several audits revealed that people are more concerned with disorder and anti-social behaviour than with crime; problems presented
by young people, and drugs and alcohol misuse, were the issues most frequently raised. This is reflected in the strategies, most of
which have tackling youth crime and disorder as one of the top priorities, together with the need to work closely with Youth
Offending Teams and Drug and Alcohol Action Teams. Some of the solutions proposed include the provision of more facilities for young
people and involving them more in community affairs, and many areas are establishing local crime action teams to address specific
issues, including youth crime.

Mr. Barry Jones: To ask the Secretary of State for Wales what assessment he has made of the training provided by TECs; and if he
will make a statement. [72037]
Mr. Hain: TECs contract with a variety of training providers for the delivery of youth and adult training programmes. In so doing,
they must ensure that the training delivered meets the specifications for the various programmes that are set out in the TEC
Contract and Operating Manual and the related planning guidance. They must also ensure that it complies with their contractual
obligations in respect of accuracy of payments claimed for programme delivery, quality assurance and Health and Safety provisions.
TEC performance in all of these respects is closely monitored by the Welsh Office and subject to the annual performance review; and,
when cases of non-compliance with contract have arisen, appropriate remedial action has been taken.
The content of the training provided is specified by the various industry lead bodies and the qualifications awarded on the
completion of training are routinely subject to audit by ACCAC, the qualifications assessment body for Wales.
The effectiveness of the training programmes in achieving their objectives is also subject to evaluation. Such evaluations are
usually undertaken by the Department for Education and Employment on an England and Wales basis and the reports are routinely
published. They influence both the subsequent design of programmes and the way in which they are delivered locally via the TECs
through the identification of best practice.
However, whilst these arrangements have provided reasonable assurance that the training delivered has accorded with its intentions,
they have not provided any clear indication of the relative standards of training offered by different training providers. Evidence
of compliance with training course requirements does not necessarily represent evidence of a good learning experience for the
trainee. The quality assurance arrangements provide a limited assurance in this respect, but they are insufficiently independent of
the parties involved in training delivery to provide an objective assessment of the standard of training achieved.
It is for this reason that the Government have enacted legislation to enable the Office of Her Majesty's Chief Inspector to inspect
the quality of training provision in Wales. The Office of Her Majesty's Chief Inspector will use a framework for inspection which is
similar to that used by the Training Standards Council in England and which has been subject to consultation with TECs, training
providers and ACCAC in Wales. Inspections will begin in the next financial year and it is intended to cover all providers of
Government-sponsored training within a five year cycle. The Inspectorate's reports will provide the first independent assessment of
training standards in Wales; and I will expect both the TECs and the training providers concerned to use these reports
constructively in the interests of continuous improvement.
Following the transfer of functions this issue will be a matter for the National Assembly.

Mr. Hain: Although there can be no guarantee of permanency, all jobs accessed through the New Deal are real jobs.
The latest data published by the Department for Education and Employment show that some 2,700 young people had left the "New Deal
for 18-24s" in Wales to enter unsubsidised work and more than 1,000 others were in a subsidised job under the Employer Option.
I am very encouraged by this impressive start to the "New Deal for 18-24s" and, in particular, to the strong support being provided
by employers in Wales, over 2,900 of whom have signed agreements to offer opportunities under the New Deal.

with a history of delinquency. [38458]
Mr. Hain: The term "delinquency" is very broad and could legitimately be defined as including a range of anti-social behaviour, some
of which could not be identified formally, for example through a criminal record.
As a key part of the evaluation of the New Deal, we will seek to relate the outcomes of the New Deal participants to their
individual characteristics, circumstances and labour market history, and to assess the extent to which these outcomes might have
occurred in the absence of the New Deal.
As part of this work, we shall be addressing the significance of a criminal record in employment and the success of the New Deal in
overcoming barriers it may create.

Mr. Hain: I am delighted to say that we have made good and rapid progress in implementing the New Deal for young people in the
South-West Wales Pathfinder.
To date, well over 2,000 interviews with unemployed young people have been completed and almost 1,200 jobs pledged by more than 250
employers. A further 400 employers are expected to sign-up in the next three months.
This represents an excellent start to our crusade to bring hope to young jobless people and one which we will build-on when the New
Deal is launched throughout Wales in April.

Mr. Hain: I refer my hon. Friend to the answer I gave him on 21 May 1997, Official Report, column 75. The Government's Welfare to
Work programme for unemployed young people "the New Deal" will have four options. Three of these: working with employers, voluntary
organisations and the environmental task force, will involve accredited training for a day a week. The training could include
college based courses and on the job training. The fourth option is full time study towards an approved qualification. I would
expect Further Education Colleges to make a significant contribution to the success of the programme.

Mr. Hain: The Government's Welfare to Work proposals will ensure that no young person between the ages of 18 and 24 need be
unemployed for longer than 6 months. We intend to offer these young people the choice of working and training with employers,
voluntary or environmental organisations or participating in full time education or training. The Government is determined to break
the vicious cycle of unemployment, frustration and alienation experienced by too many young people in Wales.
