I want to keep the House as informed as I can about any developments but, fundamentally, these are military decisions. We have to try to ensure that we have the appropriate force density in the British area of operations, as we should in the American area, so that our troops and theirs have a good chance of success. I think that we now have the troop levels in Helmand province with which we can make real progress, and we have seen real progress under Operation Moshtarak. General Carter, who is in charge of not only Helmand province but the whole of the south, is of course always looking at how he deploys the forces available to him.

I will not provide details of the number of flying hours that our deployed helicopters in Afghanistan have completed, either by specific airframes or by the fleet as a whole, for operational security reasons; the release of this information would, or would be likely to, prejudice the capability, effectiveness, or security of our armed forces.Since November 2006, there has been an increase of nearly 140 per cent. in all UK battlefield helicopter flying hours. We will enhance our helicopter capability further, and will ensure that it continues to meet operational requirements. For example, we are converting eight Chinook Mk 3 aircraft to a support helicopter role and this will allow us to deliver more Chinooks to Afghanistan.

A good political arrangement, an effective Afghan Government and good governance in the local provinces are absolutely vital to progress in Helmand, and everyone in the military understands that they alone cannot make progress in this area and that they need the political structures and development to come in behind. It is true that the London conference must address those issues, as it must address reintegration where that is possible, because the insurgency has many different aspects to it. We must also address transition to effective Afghan control and have some mechanism in order to deliver that.

I regularly discuss the mission in Afghanistan with my NATO counterparts. Afghanistan is an international security assistance force mission and all the objectives in Helmand province are directly related to the objectives laid out in the NATO comprehensive political-military plan.

The London conference on Afghanistan will be held on 28 January 2010. The purpose is to mobilise international efforts in support of a combined military and political strategy in Afghanistan. In addition to the Government of Afghanistan, partners in the international security assistance force, Afghanistan's immediate neighbours and international institutions are being invited.

The shared objective across the international community is an Afghan Government and security forces that are able to defend themselves from being overrun by a Taliban misrule that would eventually become a safe space for al-Qaeda. To make that possible, we need to wage a genuine counter-insurgency struggle on both sides of the Durand line—in both Afghanistan and Pakistan—in partnership with the Afghan Government and the Pakistani Government.

No UK citizens or residents have been captured by British forces in Afghanistan since 2001.Her Majesty's Government are aware of six UK citizens captured by coalition forces in Afghanistan since 2001, all of whom were subsequently transferred to Guantanamo Bay. None of these individuals were charged with a crime and all have since been released without charge. The average period of detention by coalition forces, including time spent at Guantanamo Bay, for these individuals was approximately two and a half years.It is not possible to be specific about the number of UK residents captured by coalition forces. When detained an individual will be asked their nationality, not their country of residence, and may choose not to offer this information. It should also be noted that coalition forces are not obliged to inform us of when they detain a non-UK national; therefore, we may not be informed when a British resident has been detained. Furthermore, while an individual may have resided in the UK it will not always be possible to determine whether they were lawfully resident. For this reason, any figure we give cannot be definitive. We are, however, aware of at least one UK resident captured by coalition forces in Afghanistan since 2001, and who was subsequently transferred to Guantanamo Bay where he remains detained without charge.

I have received lots of offers of extra helicopters for Afghanistan. What I have not received is an offer for what was described over the weekend as the ability, for the sum of £7 million a month, of about 20 Chinooks to ferry our troops around. ... That is what was said on the television by the hon. Member for Gravesham (Mr. Holloway), who is now remonstrating with me from a sedentary position. We do have, and we will assess, offers of helicopters for logistics and supplies. If any Member wants to encourage us to put in a bid for a new contract in that regard, we shall be happy to evaluate it, but the idea that we can secure additional lift for our troops in the way in which our nation was told we could at the weekend is total, complete and utter nonsense.

May I put it to the Secretary of State that, with the appointment of General McChrystal as supreme commander in Afghanistan under President Obama, the Americans and the British are in fact embarked on a new strategy of which Operation Panther's Claw is a part? Will we not know in just a few short months whether we are able to win the hearts and minds of the ordinary Afghan; if not, will we not have to rethink what we are doing in Afghanistan?

General McChrystal is involved in an initial review of the situation in Afghanistan. It is a 60-day review, and we are completely and absolutely plugged into that process. We will want to see and be able to respond to his findings, but the election process that will follow very soon thereafter is of course of massive and vital importance. The hon. Gentleman is absolutely right that this is a particularly crucial time for the future of Afghanistan, and, therefore, for the future of our involvement in that country.

Afghanistan remains one of the UK's top foreign policy priorities. The key political focus for Afghanistan in 2009 is the presidential and provincial council elections which will take place on 20 August 2009. We are actively working in support of the Afghans, the UN and the North Atlantic Treaty Organisation's International Security Assistance Force to help ensure these elections are successful.

I may say to the hon. Gentleman that when I appear before a Select Committee, I regard the time involved as a matter for the Committee. I shall be there for as long as the Committee requires me to be there.
As the hon. Gentleman knows, probably the most important asset to be reassigned from Iraq to Afghanistan immediately—or at least within a few months, after some maintenance and upgrade work—will be the Merlins. A number of other individual items of equipment may go to Afghanistan, but no precise decisions have been made about that yet.

This cooperation is replicated on the ground by the Helmand Provincial Reconstruction Team which integrates the efforts of DFID, the FCO and the military Task Force Commander, with international partners, in a comprehensive approach to security, reconstruction and development.

In response to a request from Commander ISAF, General David McKiernan, President Obama recently announced the deployment of an additional 17,000 US troops to Afghanistan to support the ISAF mission in Afghanistan, many of which will deploy to Helmand Province.All ISAF forces, regardless of nationality, operate under the NATO chain of command. Therefore, UK forces in Helmand province will remain under the command of Task Force Helmand (TFH), who in turn are under the command of the International Security and Assistance Force, Regional Command (South).

Whatever our armed forces need to conduct successful operations in Afghanistan, they will have; I do not think that it matters very much what label we attach to that operation. They will get whatever help, support and resources they need to succeed.

Again, I am very grateful—I am spending all my time today saying how grateful I am to hon. Members—to the hon. Gentleman, and I can give him an assurance. The reports are complete rubbish, and they do not reflect the current state of relations—military, political or diplomatic—between the UK and the United States. The United States remains our principal international ally. UK forces in Afghanistan and Iraq have done a superb job of advancing British policy, and the policies and security of our friends and allies around the world, and—I believe this to be true—they have no critics in the US military at all; it respects and appreciates the work of the UK's armed forces. That is a tribute to the professionalism and bravery of our soldiers, sailors and airmen. It remains my clear view that everything that we in the Ministry of Defence do will be designed to enhance that relationship and ensure that it remains strong and reliable in the years to come.

Considerable progress has been made but the insurgency remains resilient. The majority of people can go about their daily lives but, in certain areas of the country, particularly in the south and east, significant security challenges remain. The Taliban have failed using conventional tactics and are turning to increasingly indiscriminate attacks, which show complete disregard for the safety of the local population.
