The Minister with responsibility for defence procurement has considerable understanding of the German political system, so may I ask him what steps he is going to take in the continuing discussions among the partner countries in the Eurofighter consortium to ensure that the discussions on the shape, size and timing of tranche 3 are concluded well ahead of the German elections?

Further to the question put by the hon. Member for Chorley (Mr. Hoyle), will the Minister be more specific? Will he tell the House what work his Department has done to follow up the RAND Europe report on the possibility of opening a final assembly, checkout and maintenance unit at BAE Systems Warton, which is in my constituency, to build the JSF combat aircraft? In that context, what discussions has the Minister had with the American Government about releasing the necessary technologies to make such a project a reality?

Although I acknowledge the Foreign Secretary and Prime Minister's efforts particularly to free up the technology of the joint strike fighter project for availability in the United Kingdom, so far we are only trusted with 10 per cent. of that technology. If Britain is to take the industrial and military opportunities presented by the joint strike fighter project, what further steps will the Minister put to the US Administration and members on the Hill to encourage them to trust their ally and give us opportunities to participate fully in that programme? What advice can he give to hon. Members about the role that we can play to convince our opposite numbers on the Hill that this is a matter for trust, not secrecy?
