Many people outside Parliament, and from all parts of Parliament, still believe that our drugs laws are not working nearly as well as they should. Will she consider the view taken by my party's conference last year, which was that an independent panel should be tasked with reviewing the Misuse of Drugs Act and reporting back to her, and there should be a subsequent debate in Parliament?

I thank my right hon. colleague for his interest in this issue. As he knows, we have already, as a coalition Government, put a considerable amount of work into our new drug strategy, and I suggest to him that we need to see how that strategy, once it is fully rolled out, is having an impact. Other measures that the Government are taking will also have an impact, such as the introduction of the National Crime Agency, which will strengthen our ability to deal with the organised criminal gangs that bring in the drugs that end up causing so much damage to people on our streets.

After a thorough review of drugs policy, the coalition Government launched their new drug strategy in December 2010. The Misuse of Drugs Act provides a strong legislative framework, but we have further strengthened it through the introduction of temporary orders to allow us quickly to ban so-called ““legal highs”” as soon as they are developed and become dangerous. We continually consider evidence and advice from the Advisory Council on the Misuse of Drugs on the control of emerging drugs.

I thank the right hon. Gentleman for his question. There is no doubt that price is one of the tools to which I referred. However, we need to take a huge number of actions. Reforming the Licensing Act 2003 via the Police Reform and Social Responsibility Bill will bring in a number of measures—for instance, doubling the fines for under-age alcohol sales to £20,000 and giving councils and the police the power to shut permanently shops or bars that persistently sell alcohol to children. That is one other way. Also, the Bill will make local health bosses responsible authorities for licensing decisions. That is an important shift and demonstrates the fact that this is everybody's problem—no one public body can cure this on its own.

Will the Solicitor-General talk to his colleagues in the Department for Constitutional Affairs to see whether courts could organise their lists so that drugs cases can be taken together for a day, a week or a couple of weeks, so that there are people in court who can suggest alternative non-custodial disposals such as appropriate treatment? If we do not take some action, our prisons will be full of addicted drug offenders who will derive no great benefit and could be better served by court list and CPS activity being concentrated at one particular time.

That is an interesting idea that has been considered by some courts, particularly in the London area. It may be possible to bring certain lists together to identify support agencies and other means by which offenders can be dealt with more effectively. That is feasible in large cities where a certain number of drug offenders are going through the courts at a particular time, but in more rural areas, such as mine, it is much more difficult because courts are likely to deal with only one drug offender a day. Complex issues are involved. Nevertheless, the hon. Gentleman makes a reasonable point, and I will ensure that the DCA is made aware of it.

Ms Blears: Information on drug related offences is not collected centrally for recorded crime. The available information relates to
recorded drug offences. Information for the Metropolitan Police District is given in the following table.

Simon Hughes: To ask the Secretary of State for the Home Department what (a) public and (b) charity funds were spent
on tackling drugs misuse in Greater London, broken down by borough, in each year since 1997. [173251]
Caroline Flint: Following the launch of the National Drug Strategy in 1998 (Revised 2002) ring fenced investment in action to tackle
drugs has increased significantly. Central drug specific allocations are supplemented by local mainstream and charitable funding.
Information related to mainstream and charitable funding would only be available at local level. It would incur a disproportionate
cost in staff time to gather these figures and they would be difficult to verify.
The following tables contain the specific allocations for 2003-04 for Greater London by Drug Action Team (DAT) area. The first table
shows allocations made to the 12 DATs involved in phase one of the Criminal Justice Intervention Programme, the remaining DATs are
shown in the second table.
In order to ensure consistency figures supplied are based on funding streams associated with the National Drug Strategy and are
readily verifiable. These funding streams are specifically targeted at tackling the harm caused to individuals, families and
communities by the misuse of drugs.

Paul Goggins: [holding answer 22 March 2004]: Drug Treatment and Testing Orders (DTTOs) have been available since October
2000 when they were rolled out nationally following an 18-month pilot period in three areas. The London Probation Area is required
to submit monthly figures to the National Probation Directorate pertaining to the number of Orders made but is not required to break
this down by boroughs. The breakdown by borough shown in Annexes A and B has been obtained from London Probation Area records.

Ms Blears: Recorded crime figures, which are used to measure trends in crime, include statistics on drugs offences, such as
possession, and on property crimes, such as burglary, do not record whether the latter are related to an offender's drug habits.
There are therefore no figures currently available for the proportion of crime in Greater London, by borough, which was connected to
drug addiction.
The Home Office sponsored New English and Welsh Arrestee Drug Abuse Monitoring (NEW-ADAM) survey, which involves interviewing and
drug testing those arrested by the police, provides an insight into the proportion of crimes that are drug related. However, this
survey does not provide sub-national data and is also not nationally representative.
A comparison of the survey's findings from eight sites across the country (including custody suites in Bethnal Green and
Hammersmith) visited in 1999 and 2002, indicate that there was no change in the proportion of arrestees testing positive for one or
more of six illicit drugs. Nearly two-thirds (65 per cent.) of arrestees in each year tested positive for any drug.

Ms Blears: On 15 March 2004 the Prime Minister's Strategy Unit published a "Alcohol Harm Reduction Strategy for England". The
Strategy sets out the Government plans to combat the range of problems caused by alcohol misuse in England. The majority of London
Drug Action Teams (DATs) have already drawn up local alcohol misuse strategies, as part of their plans to tackle wider substance
misuse. Officials are working with DATs and Crime and Disorder Reduction Partnerships (CDRPs) to ensure that all London boroughs
prioritise alcohol misuse in the next round of crime and drugs strategies.

As National Statistician I have been asked to reply to your question asking how many drug-related deaths there were in people aged
under (a) 21, (b) 30, (c) 40 in (i) Greater London and (ii) each London Borough in the latest year for which figures are available.

The most recent year for which figures are available is 2002. In Greater London in that year there were 7 deaths related to drug
poisoning in persons aged under 21, 69 in persons aged 21-29, and 111 in persons aged 30-39. Numbers of deaths certified as due to
drug poisoning for each London Borough are given in the attached table for persons aged under 40. With the exception of Lambeth (7
deaths at ages under 30), there were too few deaths at ages under 30 in all other London Boroughs to release figures without risk of
disclosure.

Caroline Flint: In 2001-02 there were 4.6 million 16 to 59-year-olds living in London. Among this population the British
Crime Survey estimates prevalence of illicit drug use was 0.1 per cent. for heroin, 14 per cent. for cannabis,
4.2 per cent. for cocaine and 3.5 per cent. for ecstasy.

Miss Melanie Johnson: Laboratory reports of antibody to hepatitis C in London and England from 1999 to 2003, where injecting drug
use is given as a risk factor, are shown in the table. The majority of cases of acute hepatitis C infection do not result in
symptoms and therefore new infections are not usually identified. These laboratory reports do not distinguish between new and
previous infections.

The table contains data from the Home Office Court Appearances and Cautions Drugs Database showing the number of drug dealers in the
City of London and Metropolitan Police force area cautioned and convicted in the years 1996 to 2000 (the latest year available).
"Dealing" has been taken to mean drug trafficking, that is: to include possession with intent to supply, unlawful supply, unlawful
production and unlawful import/ export.
