Mr. Hoyle: To ask the Secretary of State for Trade and Industry how much has been paid by her Department in launch aid in each year since 1997; how much has been repaid since 1997; and if she will make a statement on the effect of the aid on the creation of jobs. [212093] Jacqui Smith: The Government's continued support through Launch Investment (LI) has secured high value jobs in the most important civil aerospace programme in the UK. It has been estimated that the support since 1997 would generate and safeguard over 100,000 jobs over the life of the programmes on new civil aerospace programmes in the UK. These are long-term programmes (more than 30 years) and therefore the precise number of jobs generated and safeguarded would not be known for some time. Mr. Hoyle: To ask the Secretary of State for the Environment, Transport and the Regions how much Government funding has been provided to Railtrack through other bodies in each year since 1997. [157752] Mr. Hill: My answer dated 18 December 2000, Official Report, column 7W, provided details of Government funding to train operating companies (TOCs) in 1997-98, 1998-99 and 1999-2000. In addition, the Government paid freight grants of £21 million, £19 million and £17 million respectively to freight operating companies (FOCs) in those years. That funding is not hypothecated to cover particular types of expenditure, so it cannot be directly identified as the source of payments made by TOCs and FOCs to Railtrack. For example, in addition to Government funding, TOCs receive income from Passenger Transport Executives, from fares paid for passenger services and from payments made for other services. The table provides details, for 1997-98, 1998-99 and 1999-2000, of access charges paid to Railtrack by TOCs and FOCs, as stated in Railtrack's Annual Reports and Accounts 1998-99 and 1999-2000. [142877] Mr. Hill: Government subsidies are paid to train operating companies (TOCs) in the form of Support for Passenger Rail Services (SPRS) paid by the Franchising Director and grants paid by Passenger Transport Executives (PTEs). The table provides details, for 1997-98, 1998-99 and 1999-2000, of SPRS and PTE payments to TOCs. Since privatisation, no Government subsidies have been paid direct to Railtrack, but the company's profitability is contingent on public money. Some 85 per cent. of Railtrack's income is paid to the company by TOCs in access charges, a substantial proportion of which are supported by Government subsidies.
