On 28 July the Prime Minister launched ambitious plans to boost cycling and walking, where half of all journeys in towns and cities are cycled or walked by 2030. This includes a £2 billion package of funding for active travel.

This will significantly increase the funding available for local authorities to deliver cycling and walking infrastructure, including on canal towpaths. Further details of funding for the different commitments in the Plan will be determined as part of the Spending Review process in the autumn.

Individual National Health Service organisations are responsible for maintaining their estates. NHS provider organisations invest more than £3 billion of capital annually. 2019-20 NHS planning guidance makes clear that providers should ensure capital investments are consistent with their clinical strategies and how they demonstrate the delivery of safe, productive services.

We recognise the challenge for providers in maintaining their existing estates and investing in new facilities. In August 2019, we announced £1.8 billion of additional funding, which included a £1 billion boost to NHS capital spending, allowing existing upgrade programmes to proceed and tackling the most urgent infrastructure projects.

As part of the Periodic Review 2018 Process, the independent Office of Rail and Road has published its Review Initiation Notice, which legally requires Government to produce the High Level Output Specification and Statement of Funds Available by 20 July 2017. The Government will meet its legal obligations and intends to publish these documents by the deadline.

Network Rail has estimated between £29.5-£39.5m costs of the pause/un-pause of electrification.

Funding has been provisionally allocated from the Passenger Journey Improvement Time Fund (PJIF) to various schemes, including the Midland Main Line Programme. Subject to affordability and value for money, the allocated funds will be confirmed once schemes have completed the detailed design stage.

As part of the Hendy Review £90million was provisionally allocated to the MML from the PJIF fund for Control Period 5 of which:

Derby to Sheffield PJIF- £49.2m

Market Harborough PJIF - £27m (This denotes the PJIF element of funding for Market Harborough not the total cost of the scheme)

Leicester South PJIF - £8m

This transaction relates to funding commitments announced by the Government in Autumn 2014. These decisions were taken in order to make the most effective use of the department's resources in financial year 2014/15 and progress delivery for passengers.

In accordance with Clause 2.4 of the Facility Agreement, the department provided Network Rail with a £155 million grant in exchange for a £125 million reduction in the Available Commitment of the Facility and £30.5 million worth of work to be brought forward into Control Period 5 - the time period covered by the Facility Agreement.

The Office of Rail and Road’s Final Determination for Control Period 5^[1] assumed that Network Rail would spend £12.1bn on renewals between 2014-2019. Network Rail is reviewing its plans for the coming financial year and will publish an updated Delivery Plan in March containing detailed forward plans for the delivery of operations, maintenance and renewals up to 2019.

The Department for Transport is providing £40 million of emergency government funding to support communities in Cumbria and Lancashire, by helping fund repairs to key local transport infrastructure. This builds on the government’s provision of up to £2 million in the initial aftermath of the severe wet weather to enable Cumbria and Lancashire authorities to carry out an initial assessment of what repairs were required to roads and bridges.

£3.3 million of funding has also been announced for the restoration of the Tadcaster Bridge and the construction of a temporary footbridge while work is ongoing, to support this community in North Yorkshire. Further, we have recently announced up to £5.5 million of funding to help with the rebuilding of Elland Bridge in Calderdale.

In 2014/15, the Government provided £950 million to local highway authorities for highways maintenance, including £168 million to specifically tackle potholes across the country.

In March 2014, the Government provided an additional £183.5 million to help repair local highway infrastructure damaged by the winter floods of 2013/14. This funding was spent by local highway authorities in 2014/15.

Overall, between 2010 to 2015, local highways maintenance funding was 27% or £1billion higher than under the previous Labour administration.

The Department for Transport is providing over £6.1 billion funding to local highway authorities in England between 2015 and 2021 for local highways maintenance. This includes repairing roads that might be damaged due to severe winter weather. This funding includes £50 million per annum from 2016 to 2021 for a dedicated Pothole Action Fund as announced in the recent Spending Review.

This is additional to the funding of over £4.7 billion the Government provided to local highway authorities between 2010 and 2015 for highways maintenance, including £168 million to tackle potholes across the country, as well as £183.5 million we provided in 2014 to help repair roads damaged by the winter floods of 2013/14. Between 2010 to 2015 the maintenance funding was 27% or £1billion higher than in the previous five years.

We are making up to £20m available for a further round of the New Stations Fund and the proposed new stations at Edwinstowe and Ollerton will be eligible to bid for this funding. The Department has not assessed the cost and scope of works to upgrade the line from Shirebrook Junction as this is a matter for the scheme’s promoters. We will be announcing more details on the New Stations Fund shortly.
