[holding answer 24 November 2011]: The Government will not seek to dictate across the board what is best for employees, the users of services and local communities. The precise model, form and progression of public service mutuals will not be uniform, but will follow from, for example, the specific characteristics of the workforce, the service being provided and the needs of service users.
