My Lords, will my noble friend confirm that much of the expenditure that he just referred to is in Scotland: in Edinburgh, in Fife, in the Clyde and in the islands? Does he think I am overoptimistic in hoping that the new Scottish Government will give some acknowledgement and credit to the UK Government for all that spending in Scotland?

I start by saying what a pleasure it is to take a question from my noble friend again and to welcome him back to the House. He is known for his optimism, so I hope I can join him in that. But he is absolutely right: 68% of defence spending goes to businesses outside London and the south-east, bolstering regional economies in Scotland and the north-west, which is why our defence industrial strategy that I was discussing earlier is so vital.
Just as we heard in the last Question, the SNP Government are prepared to accept nuclear-generated electricity—as long as it is generated in England or Wales. They have also done a U-turn on the independent nuclear deterrent—as long as it is moved down to England. Is there any depth of cynicism to which the SNP Government will not go?

My noble friend is probably more able to comment on the SNP and the SNP Government than I am, but his question is serious and important. It gives us an opportunity to say that the base on Faslane—the nuclear deterrent provided there —is fundamental to the defence of our country. I note that even a former leader of the SNP is now talking about the need to maintain that nuclear deterrent, even if it were to be based in England.
Although the SNP has questioned the continuation of the independent nuclear deterrent, that did not stop it changing its policy in 2012 on being a member of NATO. I remind the SNP, as well as this House, all of Scotland and the whole of the UK, that NATO is of course a nuclear alliance. That provides protection for Scotland, and for the rest of the UK and our allies.

As well as many tens of billions of pounds in the National Wealth Fund, our Government have given billions to infected blood compensation, and next month we will get the triple lock on pensions. Those are three tremendous steps forward. Can the Minister urge the Chancellor to be just a little more upbeat tomorrow?

My Lords, I do recollect the point the noble Lord made, and I agree entirely with what he says.

The UK receives information on the defence plans of our allies and partners from a wide range of sources, including regular international staff talks and through our defence attachés. Structured consultations occur between NATO allies through the NATO defence planning process (NDPP) which provides a framework within which national defence plans can be harmonised to meet agreed requirements in the most effective way. By the June 2013 defence ministerial meeting, a fuller picture of NATO allies’ defence plans will be available for future planning.
