Does he take heart from news breaking in Spain at the moment that it now intends to give fiscal powers to Catalonia similar to those of the Basque country—something that has not been offered before?

Of course no one wants to see violent scenes such as we saw on our televisions, but if there is to be progress on this and it is what the Spanish Government legally and properly decide to do, of course we will support any such legal democratic action.

The Government of Barbados is continuing to develop its plans to celebrate the country’s 50th Anniversary of Independence. The Government has been working closely with the Government of Barbados to ensure that our close and long-standing relationship is reflected fully in those celebrations both in Barbados and in the UK.
Barbados achieved independence from Britain on November 30th 1966. The anniversary is celebrated as Independence Day and is a national holiday in Barbados. Independence celebrations run throughout the month of November and include sports competitions, fairs, community events and religious services. For the 50th anniversary, Barbados has also announced a year of celebration with a number of events taking place over the next 12 months, beginning on 6 January 2016 with a parade through Bridgetown. Details of the full programme of events are still being finalised, and the Foreign Office remains in close contact with the High Commission in London and the Government in Bridgetown as plans progress.

The comments and report by Moody’s last week have to be taken very seriously and read with some care. Moody’s makes it clear that on its estimation an independent Scotland would be rated two levels below the rating the UK currently enjoys. For the
people of Scotland that would mean more expensive store cards, more expensive overdrafts and more expensive mortgages. We are cheaper as part of the United Kingdom.

The British Government unreservedly supports the decision by the Falkland Islands Government to hold a referendum on whether or not they wish the Islands to retain their current political status as a UK Overseas Territory. The organisation and execution of the referendum is a matter for the Falkland Islands Government, though the Foreign and Commonwealth Office (FCO) stands ready to give advice and assistance in line with HMG's wider constitutional responsibilities. The FCO will also support the Falkland Islanders in communicating the result of the referendum to their neighbours in the region and to encourage the international community to recognise and respect the Islanders' decision and their rights to self determination.

I have not discussed the future of British territorial waters or the Island of Rockall with any Scottish Government representative, and nor have my Ministerial or Foreign and Commonwealth Office officials.
The Government's position is clear: the Government is not making plans for independence as we are confident that people in Scotland will continue to support the United Kingdom in the proposed referendum. Scotland is stronger as part of the UK and the UK is stronger with Scotland in it.
