Since arriving in this new portfolio I have not had any meetings with Nissan, but as a Department we are actively picking up the clean tech piece and the future energy technologies piece, and we are working with a range of companies, as well as with the Department for Business and Trade and the Department for Energy Security and Net Zero.

The Department has not currently commissioned any research into COVID-19 vaccines which can be delivered through an adhesive patch but the National Institute for Health Research, as the biggest public funder of health research in the United Kingdom, continues to welcome funding applications for research into any aspect of human health, including on COVID-19 vaccine related research.

Through a joint rolling research call for COVID-19 research between the National Institute for Health Research and UK Research and Innovation, funding of over £500,000 has been committed to a study looking at the safety and immunogenicity of two candidate COVID-19 vaccines administered to the respiratory tract in aerosol form, with an expected end date in August 2021.
In addition, Innovate UK, have been managing the delivery of £75 million of the £110 million Department-funded UK Vaccine Network programme. Nine Departmental projects within this portfolio were repurposed to identify other COVID-19 vaccines solutions. Also, two Innovate UK grants worth over £2.2 million in total, were awarded to Stabilitech, now known as IosBio, to assess its COVD-19 vaccine candidate that has an oral capsule delivery system in animal efficacy studies. This technology is now being tested in participants in clinical trials in South Africa and the United States.

There are huge advantages to our collaboration in or outside the European Union. To enable us to shine a light on the excellence that my hon. Friend mentions, on my recent trip to Israel I agreed with Prime Minister Netanyahu that we will jointly sponsor a Government high-level trade and investment conference that will enable us to show the world the best of what both countries have to offer in the sector mentioned by my hon. Friend.

Before I answer that question, on the 75th anniversary of D-day it is worth our reflecting that we in this House are able to ask and answer questions in a free and democratic Parliament because of the sacrifices made by those who went before us.
Our dedicated team at the UK embassy in Tel Aviv actively promotes UK-Israel trade, and there is extensive collaboration on medical research between the UK and Israel. The UK-Israel Tech Hub, which is based at the embassy, helps to create tech and innovation partnerships across several sectors, including healthcare.

Data on new HIV infections in the United Kingdom are routinely collected through both laboratory submissions and clinic reports as part of ongoing surveillance and are available for the national population and the population of men who have sex with men (MSM). The publically available ‘HIV in the United Kingdom: 2014 Report’ contains data on HIV incidence estimates amongst the national population and MSM. This is available at:
There are no plans at the present time to commission research into incidence of HIV in men in a civil partnership or married to a man.
For the national population, population-based surveillance of acute hepatitis B in England is based on reconciliation of clinical notifications and laboratory reports, for which figures are reported in the Health Protection Report annually. This is available at:

Data are not collected specifically on MSM or men in a civil partnership or married to a man. However, where possible, the most likely route of transmission is recorded following investigation of each case, such as whether the exposure risk relates to sexual activity. There are no plans at the present time to commission new research into infection incidence in MSM, men in a civil partnership or married to a man.
The Institute of Translational Medicine at Birmingham university medical school is probably the top place in Europe for genetic research into innovative cancer cures. I have visited it. Will the Secretary of State visit it, and will he ensure that funding continues for that department?

My hon. Friend is right to champion that project. The Prime Minister’s 100,000 genomes
project is leading the world and has the potential to transform the future of health care. The Institute of Translational Medicine in Birmingham will accelerate access to new diagnostics, new drugs and medical devices and provide a focus for life sciences. My hon. Friend will be pleased to know that my colleague with responsibility for life sciences, my hon. Friend the Member for Mid Norfolk (George Freeman), plans to visit on 3 March.

The Highways Agency commissioned a study in 2008 on the effects of the provision of road lighting on road accidents. The agency also conducted an internal assessment into the effects of midnight switch off in June 2013 on six sites on the strategic road network. Following this, the Highways Agency are currently considering undertaking further research into the effect road lighting has on accidents based on a number of contributory factors.
