Dr. Lynne Jones: To ask the Secretary of State for Health what recent representations he has received about accountability within
the NHS. [142912]
Mr. Efford: To ask the Secretary of State for Health what representations he has received regarding the abolition of community
health councils; and if he will make a statement. [142914]
Sir Sydney Chapman: To ask the Secretary of State for Health if he will make a statement about effective patient advocacy in the NHS
and the future of community health councils. [142925]
Ms Stuart: Chapter 10 of the NHS Plan proposed that Community Health Councils be abolished and that new structures be set in place
to strengthen patient and citizen empowerment across all sectors of the Health Service. A number of representations have been
received about the future of CHCs and the new structures that were detailed in the NHS Plan. The Health and Social Care Bill, which
is now before Parliament, provides the legislative support for the new structures.

Mr. Efford: To ask the Secretary of State for the Environment, Transport and the Regions what arrangements he is making to ensure
that the Greater London Authority can discharge its responsibilities. [80063]
Mr. Raynsford: Subject to the passage of the GLA Bill now before Parliament, the GLA will assume its responsibilities on 3 July
2000. We have commissioned consultants, KPMG, to advise on transition arrangements for the GLA. KPMG have now completed their report
and copies are being placed in the Library. Among their conclusions, KPMG recommend that a dedicated Transition Team be established
under the leadership of a Head of Transition and that the latter should be recruited as a matter of urgency.
The Audit Commission has kindly agreed to second to my Department Dr. Robert Chilton, Director Local Government Studies at the
Commission to be the Head of Transition. Dr. Chilton, who will report to Ministers through the Director of the Government Office for
London, will work closely with my officials to plan a smooth transition for the GLA and to ensure that the necessary financial
controls and administrative machinery are in place. He will also be available, should the Authority so decide, to act as statutory
Chief Administrative Officer of the Authority and is in a position to make a permanent appointment. I am most grateful to the Audit
Commission for making this assistance available. It will be for the GLA, once elected, to make its own arrangements for permanent
appointments to senior positions.

from the Southern Region Rail Users consultative committee on complaints for the year ending March 1998; and what action he intends
to take to ensure services are improved. [40907]
Ms Glenda Jackson: The latest complaint figures from the Southern England Committee point to increasing passenger dissatisfaction
with train operators' performance. It is clear that passengers are still not getting the best deal from the privatised railway. Our
forthcoming White Paper on integrated transport will explain how we intend to improve the performance and accountability of the
railway system.
