Mr. Miliband: The majority of dedicated funding for gifted and talented education is made available through Excellence in Cities,
including Excellence Clusters and Aim Higher. These programmes are targeted at areas of greatest deprivation which are concentrated
in urban areas although not exclusively so. Each area receives only a notional allocation for work on gifted and talented education.
It is for the local partnership or cluster to decide how much to spend on this, relative to other dimensions of their programme.
Local education authorities and schools can also use funding from other sources for gifted and talented education, and choose
whether or not to take up a range of national resources available to them. These decisions are influenced by a variety of local
priorities and needs.

David Davis: To ask the Secretary of State for Education and Skills what criteria are used to allocate funding for gifted pupils.

Mr. Miliband: Funding for gifted and talented education is used to support area-based programmes in disadvantaged areas, regional
support through the London Challenge and a range of national resources that are universally available, notably the National Academy
for Gifted and Talented Youth.
The area-based programmes-- provided through Excellence in Cities, Excellence Clusters and Aim Higher--benefit urban LEAs and
smaller pockets of disadvantage, some in suburban and rural areas. Each school uses this funding to support their most able 5-10 per
cent. of pupils, so the measure of ability is relative to the school.
In addition to benefiting from national resources, LEAs and schools outside these areas are encouraged to use generic funding to
support gifted and talented education.

Mr. Miliband: My Department has no records of having provided capital funding with the requirement that a school be reduced in size.
Most capital funding is now allocated by formula to local education authorities (LEAs) or schools for them to invest in their school
buildings. Decisions on building priorities are made locally, in the context of asset management plans and reflecting Government
priorities. It is, therefore, up to LEAs to decide on their priorities in consultation with local schools, including where surplus
places can be reduced where it is economical to do so. Overall capital investment is set to rise from £3.8 billion this year to over
£5 billion in 2005-06, compared to under £700 million in 1996-97.

David Davis: To ask the Secretary of State for Health if he will take steps to encourage more regular and thorough eye tests for
children to check for cancers, with particular reference to retinoblastoma. [131224]
Ms Rosie Winterton: Doctors and opticians who test sight have a duty to undertake an examination of the eye and perform whatever
tests they feel are necessary at the time. The examination undertaken has the purpose of detecting signs of injury, disease or
abnormality in the eye and the doctors or opticians carrying them out will be aware of retinoblastoma and the signs to look for on
the retina.
Free sight tests are available under the National Health Service to large parts of the population, including all children and those
aged 16-18 in full-time education. Sight tests are the ideal opportunity to review all aspects of eye health, including
investigations for signs of disease. In 2001-02, 9.8 million NHS sight tests were paid for by health authorities. 2.4 million of
those were for children.
We have promoted a system of child health and development checks. The programme of home visiting and community development makes an
important contribution to many areas of health education and fosters the early detection of problems, including those associated
with eye sight in young pre-school children. The programme also provides the opportunity to develop closer relationships between the
family and the primary care team. Work on developing the children's national service framework continues and the healthy child
module will take into account the views expressed by the National Screening Committee (Children's Sub- Group) on the need for child
eye screening.

Phil Hope: Section 108 of the Political Parties, Elections and Referendums Act 2000 (PPERA) provides that the Electoral Commission
may designate permitted participants as organisations to whom assistance is available as representing those campaigning for the
outcomes in question. It must designate organisations on each side or none.
If it designates organisations, the Electoral Commission will be able to provide a grant of the same amount to each. The maximum
grant under PPERA is £600,000 for each designated organisation. Each designated organisation will also be entitled to receive other
assistance: mailing of a referendum address free to every household or elector; the use of public rooms free of charge for holding
public meetings; and referendum campaign broadcasts.
The Electoral Commission is considering what the level of grant should be for regional referendums.

Phil Hope:: It is not possible, at this stage, to make an estimate of the likely costs of re-organisation. This will depend on the
number of regions which move to having elected regional assemblies, the precise details of the changes proposed by the Boundary
Committee and the preferred option of local electors. At the level of individual authorities, costs and savings will depend partly
on decisions taken by the new authorities about the structures they put in place to deliver services and discharge their functions.

David Davis: To ask the Secretary of State for Education and Skills how much money has been provided through the Raising Standards
Fund in each year since the fund began for each maintained school in the East Riding of Yorkshire. [108288]
Mr. Miliband: The Standards Fund is paid to local education authorities and most is then devolved to schools. The amount of grant
each school receives will depend on decisions made by the authority in consultation with its schools. The following table shows the
Standards Fund grant for East Riding of Yorkshire since the Council became a local education authority in 1996-1997. The figures for
2003-04 are the grant allocated to date.

David Davis: To ask the Secretary of State for the Home Department if he will make a statement on crime trends within the Humberside
Police Authority area. [105230]
Mr. Bob Ainsworth: The most recently published recorded crime figures show that in the 12 months to March 2002, overall crime levels
in the Humberside Police Authority area rose by 6.5 per cent. However, taking into account the counting rule changes for recorded
crime on 1 April 1998, overall recorded crime in the area in 2001/02 was 13.3 per cent. lower than in 1997/98.
The Government is also supporting a number of initiatives specifically aimed at reducing crime in Humberside. Under the safer
communities initiative and communities against drugs, the four crime and disorder reduction partnerships of the Humberside Police
Authority area have been allocated £343,511 and £897,900 respectively for 2002/2003. This is being used for a number of initiatives
such as CCTV schemes, projects which target public disorder, drug and drink related crime and targeted policing.
There are also now record police numbers in Humberside. There were 2,114 police officers in Humberside in September 2002 (the most
recent figures available)--an increase of 123 more police officers compared with September 2001.

David Davis: To ask the Secretary of State for Trade and Industry what assessment she has made of the financial loss to post offices
in (a) Haltemprice and Howden and (b) the East Riding of Yorkshire as a result of the change in the payment of benefits from
over-the-counter to direct bank transfer. [96710]
Mr. Timms: No such assessment has been made. The migration of benefit payment to ACT begins this year and the Post Office's strategy
is to respond to that challenge with a range of banking and other services. How the migration of benefit payments affects the
revenue of post offices will depend on a number of factors, not least how benefit recipients and other post office customers respond
to change. The income from the various contracts Post Office Ltd. has with the spending Departments and various financial
institutions, and the remuneration of sub-postmasters for banking services, is a commercial matter between the parties.

1 New student support arrangements in higher education came into effect in September 1998. For the first year of the new scheme,
eligible new entrants received support for living costs through both grants and loans. Grants, which were assessed against family
income, on average formed about a quarter of the support available. All students were entitled to a non income-assessed loan, which
comprised the remaining three quarters of support available. 2 New entrants to higher education in 1999-2000, together with those
who started in 1998-99, received support for living costs solely through loans which are partly income-assessed. Grants for living
costs are no longer available except for some limited allowances, e.g. for students with dependants; single parent students; and
disabled students. Grants for students with dependants and single parent students are income-assessed but the Disabled Students'
Allowance is not. From 1999-2000 student loans have been made available to those aged 50 to 54 who plan to return to work after
studying. 3 Student loans are available to eligible students normally domiciled in the United Kingdom. 4 Refers to loans advanced in
the target year only, which include those students in their first, second, third and any subsequent year of their course. Includes
hardship loans but excludes fixed rate loans of £500 for part-time students introduced in September 2000. 5 Number of borrowers
shown to the nearest one hundred. 6 The amount of loan available is assessed by local education authorities in England and Wales for

David Davis: To ask the Secretary of State for Health how much money is available to primary care trusts from central government for
the provision of digital hearing aids; and how much money the East Yorkshire Primary Care Trust needs to provide as a top up to
government grant. [94309]
Jacqui Smith: In the current financial year, £20 million has been made available for the modernising hearing aid services project.
This enabled the 20 first-wave trusts to continue running; an additional 30 to join the project and 17 more to be provided with
equipment so that they can begin to provide digital hearing aids from April. Items such as training and equipment are paid for
centrally while other funding is made to the national health service trusts providing the service.
For second wave sites the Department of Health pays the full cost of updating information technology and other equipment. We are
also paying 75 per cent. of the additional cost of providing digital, rather than analogue aids and 75 per cent. of the additional
staffing cost arising from operating a modernised service. We expect primary care trusts to support the modernised service by
contributing the remaining 25 per cent. of revenue costs.

Mr. Hutton: The new national health service funding formula takes account of a wide range of health and socio-economic factors
associated with the need for health care.
In calculating health need in rural areas the new formula takes account of the effects of access, transport and poverty.
The new formula provides a better measure of health need in all areas.

Mr. Raynsford: In anticipation of the duty to secure universal provision for three-year-olds from April 2004, the new education
formula, announced in the provisional local government settlement, allocated funding through Formula Sending Shares based on the
greater of the number of pupils in the latest applicable (January 2002) count and 85 per cent. of the resident three year old
population.

Mr. Raynsford: Funding for nursery school places will be within local government formula grant from 2003-04. The Office of the
Deputy Prime Minister will announce our final proposals for the 2003-04 local government finance settlement on Monday 3 February;
the House will have the chance to debate these on Wednesday 5 February. It will, of course, be for the authority to decide what
allocation to make to specific services.
