Mrs. Curtis-Thomas: To ask the Secretary of State for Trade and Industry what steps have been taken by the South Sefton Partnership to improve support for businesses. [128880] Jacqui Smith: This is one of South Sefton Partnership's four key objectives. The Partnership has recently prepared a small booklet, "South Sefton Partnership--The Story So Far", which aims to illustrate steps taken to date on these four key objectives. The steps taken in respect of this objective are as follows: developing the South Sefton Investment Centre project, which will provide much-needed managed workspace for small businesses and generating income for community projects beyond the lifetime of the Partnership; creating the South Sefton Small Firms Loan Fund, a seedcorn finance scheme run through Merseyside Special Investment Fund; launching two grant schemes for local companies. Gateway to Growth supports investment in capital equipment and Improve Your Lot supports improvements to sites and premises; funding a major study into the redevelopment of Bootle town centre with the aim of attracting investment and jobs to South Sefton and supporting the first phase of the improvement work; supporting an important study into the regeneration of Crosby Marina, creating anew watersports and visitor centre; funding a project providing grant assistance to small retail businesses to enable them to improve the security of their premises; funding the new post of Business Liaison Officer to promote the further development of the South Sefton Business Forum and the Partnership funded grant schemes; and funding the demolition and clearance of the former Secrets nightclub in Litherland to create a site for possible future use for housing.

Mrs. Curtis-Thomas: To ask the Secretary of State for Transport what measures have been taken to extend public transport infrastructure since 1997; and what measures have been taken to ensure that the infrastructure is adequately maintained. [130453] Mr. McNulty: We have launched a major programme of investment through the 10 Year Plan for transport, published in July 2000. This comprises a £180 billion programme of public and private funding aimed at improving transport infrastructure and services across all modes. Major additions and enhancements to public transport infrastructure started or completed since 1997 include: High Speed Channel Tunnel Rail Link Heathrow Express rail line West Coast Main Line upgrade Chiltern Line double-tracking Rebuilding of Manchester and Leeds stations London Underground Jubilee Line extension London Underground modernisation Docklands Light Rail extensions to Lewisham and City Airport New light rail lines in Birmingham, Manchester, Croydon, Sunderland and Nottingham Guided busways in Leeds, Bradford and Crawley. The 10 Year Plan also included substantial increases in funding to improve the maintenance of infrastructure. Funding for local road maintenance has been doubled, with the aim of eliminating the long-term maintenance backlog by 2010. Network Rail is now focussing on reducing the maintenance backlog on rail, and plans toreplace 740 miles of track this year (compared to 300 miles achieved by Railtrack and in the run-up to privatisation). And substantial new investment is now going in through the PPP to tackle the long-term maintenance backlog on the London Underground.

[128569] Yvette Cooper: Due to the nature of the grants it is not possible to provide specific details of allocated funds at ward level. The following are programmes that have received funding in Sefton: (a) £4.852 million (2003-04)--Capital Investment in Housing. (b) £7.37 million (2002-03) £7.191 million (2003-04)--Major Repairs Allowance. (c) £713,000 (2002-03) £720,000 (2003-04)--Disabled Facilities Grants. All the above can be borough wide. Major repairs allowance is only for use on local authority stock. (d) £12.671 million (2001-04) £16,893 million (2004-06)-- Neighbourhood Renewal Fund is not prescribed but intended for spend in the most deprived wards. (e) £435,423 (2001-04) £290,282 (2004-06)--Community Empowerment Fund for use to set up a borough wide community network. (f) £651,015 (2001-04) 657,050 (2004-06)--Community Chest. £128,996 (2001-04) £154,796 (2004-06)--Community Learning Chests. (g) The Office of the Deputy Prime Minister does not hold information on levels of European funding at ward level. Also as the Objective One programme is Merseyside-wide in scope, a substantial amount of programme-funded activity will be delivered by organisations that have a pan-Merseyside remit. A project based in one particular area (often at the organisations head office) will therefore draw beneficiaries, or have benefits, and spend money outside its immediate locality. However, Sefton will benefit from the £160 million invested through Objective One in Merseyside in 2002. (h) Areas that receive Objective 1 monies are not eligible for either Objective Two or Objective Three funding. (i) Objective 3--see h. (j) There are seven Community Champions receiving a total of £7,257. Current Community Champions include: Colette Sheerin Oscroft, No. 35--£416; Tony Roberts, No. 63-- £1000; lan Mackinson, No. 65--£180 Margi Robinson, No. 73-- £1,209; Mary French, No. 74--£457; John Cunningham, No. 76--£2,000; Eileen Green, No. 100--£1,993.77. (k) Sefton does not receive Pathfinder Young Community Champions Fund as Sefton is not an eligible area. DfES ran a national competitive bidding process which Sefton did not enter. (l) £261,813 for three UK Online Centres. (m) £17.4 million (2003-04) for Greater Merseyside Connexions Partnership. It is not possible to provide specific figures for Sefton as the Merseyside Connexions is Merseyside-wide in scope. (n) £333,000 (2003-04)--Positive Activities for Young People (formally Connexions Summer Plus). (o) £49,000 (2003-04)--Transforming Youth Work Development Fund. (p) £22,000 (2003-04) allocation for Greater Merseyside Connexions Partnership-drug and alcohol training. (q) £75,000 (2003-04) for Lifelong Learning Partnerships. (r) £500 in 2000 to help the local authority with Local Agenda 21 issues. (s) Between 1998-2002 Government Office for the North West employed an energy and environmental adviser who visited 87 businesses in the Sefton area promoting environmental management and resource efficiency. This cost GONW approx £9,000. (t) Details on funding for Sefton are not held by the Mersey Basin Campaign. (u) Sefton has been awarded £298.5k (2003-04). The initiatives under the Building Safer Communities programme are also being funded in conjunction with £196,745 allocated to Sefton Division under the Basic Command Unit Fund. (v) There are no Wardens Schemes being managed by GONW in Sefton at present. (w) 21,000 (2001-02), 29,000 2002-03, 29,000 2003-04 Small Retailers in Deprived Areas. Match funding has also been obtained for all three years from the South Sefton Partnership and all South Sefton wards have benefited. (x) £50,000 awarded between 2001-03--Partnership Development. (y) Allocated on a regional level for 2002-03--Partnership Support Programme awarded six days consultancy to Sefton CDRP to develop a partnership--Training Needs. (z) £636,000 has been awarded between 2001-03 for CCTV schemes in Crosby Town Centre, Bootle Town Centre, Southport Town Centre and South Road, Waterloo. (aa) No projects were directly supported in the Sefton area from the Targeting Police Initiative. (bb) No projects were directly supported in the Sefton area from the prostitution initiative. (cc) No projects were directly supported in the Sefton area from the Violence against women initiative.

[125484] Alan Johnson: In 2003/04, HEFCE is allocating a total of £1,042 million in recurrent research funding to English higher education institutions--an increase of 10.9 per cent. compared with 2002/03. The funding further increases in 2004/05 and 2005/06 by £107 million and £246 million respectively. In addition, HEFCE provided over £26 million through the Higher Education Innovation Fund (HEIF) this year to support universities in commercially exploiting their research. HEIF resources will be consolidated into a permanent stream of funding and increase by £80 million and £90 million in 2004/05 and 2005/06 respectively. HEFCE is also allocating £16 million in the next two years to establish 20 Knowledge Exchanges to help direct this activity within regional networks. HEFCE allocated research funding according to the quality and volume of research departments that were rated 4 and above in the 2001 Research Assessment Exercise (RAE) and an additional £20 million to departments that were rated 5* in both the last two RAE's. A further £20 million is also available as capability funding to departments that were rated 3a or 3b in seven specific subject areas, to provide extra support so the research base can improve to match that in the more established fields. In the 2001 Research Assessment Exercise, 23 per cent. of departments in England received a 4 rating. In line with our policy set out in the Higher Education White Paper, HEFCE has re-balanced the funding levels between ratings for 2003-04 to ensure better resourcing for, and improved quality of, the best research. This has meant a reduction in funding for 4 rated departments from £139 million in 2002-03 to £118 million in 2003-04.
