The National Security Through Technology White Paper (Cmd 8278) already states that it is our intention to sustain investment in the Science and Technology Programme at a minimum of 1.2% of the defence budget, with a small rise in cash terms over the period of the comprehensive spending review.
There is no centralised budget for research and development because development expenditure is applied as needed against requirements of individual equipment programmes. Our equipment plan for the next 10 years is contained in the Defence Equipment Plan 2012, published on 31 January 2013 and can be found at:

Defence spending decisions are not made on the basis of their impact on specific regions, but rather in the interests of the defence of the whole of the United Kingdom. We do not make defence decisions to benefit one local economy or industry over another.
