[213494] Hilary Benn: The Multi-National Force Iraq estimates that around 30,000 people have now returned to live in Fallujah. Safe drinking water is available to everyone living and working in Fallujah from standing water tanks which are filled daily. Bottled water is also available for all citizens at humanitarian assistance sites. Piped water supplies are being restored. Reconstruction of power transmission and distribution is continuing. Mains electricity and street lighting have been reconnected in some areas. However, most residences are not connected. Power is being supplied to hospitals from stand-alone generators. Fallujah general hospital and the Jordanian hospital on the outskirts of Fallujah are open and treating patients. Three primary care clinics and one mobile clinic are also in operation. 15 schools are open in Fallujah, with around 670 pupils as of 7 February. The Iraqi Ministry of Education is increasing efforts to publicise the opening of schools in order to encourage greater attendance. DFID staff and consultants based in Baghdad have been visiting Fallujah regularly since military operations concluded, to participate in weekly co- ordination meetings and monitor the situation on the ground. The first meeting in Fallujah attended by DFID took place on 6 December and the most recent on 7 February. DFID humanitarian and conflict advisers have also visited the city. Reporting and analysis based on these visits are provided regularly to London.

Tom Cox: To ask the Secretary of State for Education and Skills how many school playing fields have been sold in England and Wales in each of the last five years. [201649] Mr. Stephen Twigg: Section 77 of the School Standards and Framework Act 1998 was introduced in England on 1 October 1998 to stop the indiscriminate sale of school playing fields that occurred in the 1980s and early to mid 1990s. As the legislation only applies to England, we have no records of how many school playing fields have been sold in Wales. The sale of school playing fields in Wales is a matter for the Welsh Assembly. Applications to sell school playing fields are only approved where it is clear that any proceeds will be used to improve school sports provision or education facilities. All applications made since 16 July 2001 are scrutinised by the independent School Playing Fields Advisory Panel to make sure that they meet our published criteria. The Panel comprises representatives from the National Playing Fields Association, the Central Council of Physical Recreation, Learning through Landscapes, the National Association of Headteachers and the Local Government Association. The figures requested are shown in the following table. In 15 of these 109 applications new or replacement sports pitches of the same size or greater were to be bought from the proceeds. A further 41 applications involved land at closed or closing school sites and in 39 of the remaining 53 cases, the proceeds are to be used to improve sports facilities, such as new all-weather pitches, sports hails or improved grass sports pitches. In the remaining 12 cases, the proceeds are to provide better education facilities at schools, such as new classrooms and performing arts facilities. _________________________________________________________________________________________________. "Sports pitch" means an area of open grassed land which is equal to, or larger than, the Football Association's recommended 2,000m2 area for games played by under-10s and which has a configuration making it suitable for sports, whether laid out as a sports pitch or not.

Mr. Cox: To ask the Secretary of State for Education and Skills how many schools have had to close for a period of time owing to fire in each of the last three years. [123313] Mr. Miliband: The Department does not have this information. However, the issue of fire safety is of primary importance. If a fire should happen in a school, the Department's primary concern is for the safety of pupils, teachers and other users. Regulation 17 of the Education (School Premises) Regulations 1999 requires that every part of a school building, and of the land provided for a school, shall be such that the safe escape of the occupants in case of fire is reasonably assured. Schools are also covered by the Health and Safety at Work etc. Act 1974 and by subsequent related regulations. These include aspects of fire safety. To help schools manage fire safety, the Department published "Managing School Facilities Guide 6, Fire Safety", in 2000. This offers guidance on how to minimise the risks of both accidental and malicious fires occurring, and advises on how to identify hazards and carry out risk assessments. It also gives advice on training and on fire detection and alarm systems. In addition, officials from the Department sit on the Arson in Schools Working Group, a group of experts representing the insurance industry, the fire and police services, local authorities and Government Departments. The group exists to research and promote ways of reducing malicious fires in schools. One of its outputs has been the publication of the guide "How to Combat Arson in Schools", copies of which have been sent to all schools in the UK.
