Tom Cox: To ask the Secretary of State for Education and Skills what funding has been given by his Department during the last 12 months to pre-school provision within the Greater London area. [179049] Margaret Hodge: The Department funds a range of provision in London, such as children's centres, Neighbourhood Nurseries and Sure Start Local Programmes, concentrated in the more disadvantaged areas. In all local authorities the Department meets the cost of part-time early education places and a Sure Start General Grant is paid, most of which supports pre- school provision. From April 2003, funding to support the delivery of early years education was consolidated within the under fives sub-block of each local authority's Education Formula Spending Share (EFSS)--the main source of education funding. The under fives sub-block for Greater London total amount is £499.45 million for 2004-05. The amount of Sure Start General Grant paid to London authorities was £48.3 million in 2003-04. The main children's centre programme will begin this financial year. However, for the period 2003-04, £2.05 million was provided to London local authorities in advance of this to encourage early development of the programme. There are 96 Sure Start local programmes in London who received £61.98 million revenue and claimed £21.1 million in capital grants in 2003-04. Grants of £4.3 million were made to Early Excellence Centres in London 2003-04. There are 153 neighbourhood nurseries currently open in London delivering nearly 5,000 day care places. We are making available a total of £24 million in revenue funding to enable these nurseries to establish themselves. Funding is via the local authority and each individual nursery is eligible for grant for the first three years of operation.

Tom Cox: To ask the Secretary of State for Education and Skills how many nursery day care places there are in the London borough of Wandsworth; and what contribution towards the cost of these places is paid by (a) central Government and (b) local authorities. [179050] Margaret Hodge: There were 3,520 registered full day care places in Wandsworth at March 2004. The total expenditure and breakdown of local authority subsidy on day care in Wandsworth is not held centrally. All three and four-year-olds are entitled to a free part- time early education place, of 2.5 hours per day, 33 weeks of the year, which may be offset against the cost of full day care. From April 2003, funding to support the delivery of that entitlement was consolidated within the under fives sub-block of each LA's Education Formula Spending Share (EFSS)--the main source of education funding. The under fives sub-block for Wandsworth is £18.5 million for 2004-05. Wandsworth have been allocated Sure Start General Grant Funding of almost £3 million for 2004-06, which includes a target to create 1,138 child care places, including full day care and wrap around care to early education places. A ring-fenced element within the Grant can be used to support and sustain existing good quality child care. The Government are also supporting the creation of full day care in Wandsworth through Neighbourhood Nursery funding. Wandsworth has been developing seven nursery projects to deliver 140 places. 35 of these places are already open across four existing nurseries and revenue grant of £189,000 is available over the next three years to support them. We have made available £343,000 of capital funding to help with the building works. Child care fees payable by parents are also subsidised by central Government through the tax credit system. This amounts in total to approximately £700 million per year, although it is not possible to provide a figure for the amount claimed in Wandsworth.

Mr. Cox: To ask the Secretary of State for Education and Skills what nursery provision has been provided by her Department to each London education authority in inner London boroughs over the last five years. [48682] Margaret Hodge: Since September 1998 all four-year-olds in the inner London area have been able to access a free, part-time, early education place prior to statutory education. In 2002-03, 11 of the fifteen local education authorities will be able to provide a free early education place to all three-year-olds in their area. The remaining authorities are able to offer a free place to over 65 per cent. of their three-year-olds. All three-year-olds will have access to a free early education place by September 2004. The following table shows the amount of specific funding received by inner London education authorities to fund free early education places for four-year-olds. Mr. Cox: To ask the Secretary of State for Education and Employment what funding is paid by his Department in the current financial year to the London Borough of Wandsworth for the development of nursery school provision. [145428] Ms Hodge: We are making £2.82 million available to Wandsworth in 2000-01, through specific nursery education grant, for the provision of free early education places for three-year-olds. In 2001-02, Wandsworth will be allocated £2,050,488 for the creation of 1,726 three-year-old places, as a result of which all three-year-olds in Wandsworth will be able to access a free place if their parents want one. The Government have also made £67,945 nursery capital funding available to the local education authority from the New Deal for Schools to improve and expand early years services, together with £38,916 to maintained nursery schools to enable them to extend the services they offer. There is £9.532 million in the under-5s Standard Spending Assessment (SSA) sub-block that is available to support spending by Wandsworth on nursery provision in 2000-01. Nationally, £122 million has been transferred to SSA for 2001-02 to cover payments for early education places for four-year-olds currently made to local education authorities through Nursery Education Grant. In 2001-02, £10.709 million will be available to Wandsworth in the under-5s sub-block to support spending on nursery provision, including provision of early education places for four-year-olds. The funding we are making available to Wandsworth is part of our overall commitment to the early years which includes, for the first time, provision of free early education places for three-year-olds across all sectors. All three-year-olds in England will be able to access a free early education place by September 2004.
