Mr. Clappison: To ask the Secretary of State for Education and Employment what is his estimate of the cost of administering
Standards Fund grants in (a) his Department and (b) local education authorities over the period of the Comprehensive Spending
Review. [132410]
Ms Estelle Morris: No figures are available of the administrative costs of the Standards Fund. The Government have recognised the
need to restrict the burden on schools as the size of the Fund has grown. The Department is reviewing the arrangements for the
Standards Fund in consultation with schools, Local Education Authorities and other interested parties. As a result of the review
changes will be made to simplify the operation of the Standards Fund from April 2001, details of which will be announced in the
Autumn. The main changes resulting from the review will involve reducing the paperwork by simplifying the mechanics of payment and
accounting; encouraging an approach focused on outcomes; giving schools and local authorities greater spending freedom; sharing
timely management information, and spreading best practice.

Ms Estelle Morris: Total expenditure allocated, and taken up by local education authorities, for each of the grants administered
under the Standards Fund for 2000-01 are shown in the following table. Figures include both Government and local authority
contributions to the Standards Fund. Planned totals for future years will be determined as part of detailed decisions to be made
following the outcome of the Spending Review.

Ms Estelle Morris: The sums surrendered for the Standards Fund 2000-01 were mainly used to provide further support for LEAs and
schools to achieve the objectives of the specific grants in the programme, in particular Special Educational Needs, National Grid
for Learning, and Protecting and Expanding Music Services. In addition, £9 million of the surrendered amount is being used to fund
the new Pupil Allowance Scheme, announced on 27 April, for secondary schools in Excellence in Cities areas who accept difficult
pupils outside the normal school admission round.

Mr. Clappison: To ask the Secretary of State for Education and Employment if he will list (a) the education authorities which did
not accept Standards Fund grants available through the provision of matching funding in each of the last two years and (b) the
amount of grant involved in each case; and how the undistributed funds were used. [126319]
Ms Estelle Morris: The tables show the sums initially surrendered for the main Standards Fund programme. We cannot separately
identify where this was due to difficulty in finding match funding. Most authorities accepted allocations in full in both years. The
requirement for authorities to contribute to the 2000-01 Standards Fund of over £1.6 billion supported expenditure was allowed for
in the 5.4 per cent. increase in education Standard Spending Assessment for 2000-01. Surrendered sums are re-used in full for
supporting education priorities, mainly within the Standards Fund programme.

Ms Estelle Morris: Funding available through the Standards Fund for the provision of Advanced Skills Teachers was £1.3 million in
