Sir Sydney Chapman: To ask the Secretary of State for Work and Pensions if he will make a statement on progress in tackling fraud in
the benefit system. [28163]
Malcolm Wicks: We are getting to grips with social security fraud. We have set out our strategy for tightening up the system and
ensuring that from the outset the right benefits are going to the right people.
We have introduced the Social Security Fraud Act 2001, which includes powers to improve fraud investigation and strengthen
punishment for persistent offenders. We have increased the number of people sanctioned or prosecuted and we are working with local
authorities to tackle housing benefit fraud and error.
Latest figures show that from our baseline period in 1998 to March 2001 we have reduced the level of fraud and error in income
support and jobseeker's allowance by nearly 18 per cent. and we expect the good progress to continue.

Sir Sydney Chapman: To ask the Secretary of State for Social Security if he will make a statement on the progress of his initiatives
to tackle Housing Benefit fraud. [136137]
Angela Eagle: We continue to give tackling Housing Benefit fraud a very high priority. One of our key objectives is to prevent fraud
and error from entering the system. To this end, we are taking initiatives to ensure that information flows freely between local
authorities and the Department. We allocated £4 million funding to local authorities to install Remote Access Terminals (RATs),
which give staff access to the Department's benefit systems. 404 local authorities have at least one RAT. We have funded Electronic
Transfer of Data (ETD). This means that many millions of paper forms, previously sent by the Benefits Agency to local authorities
through the post, are now sent electronically.
Links between the Department's benefit systems and local authorities are complemented by other initiatives to prevent and detect
fraud and error: £100 million has been made available to local authorities to implement the Verification Framework by 2001. We have
specified minimum standards for the verification of the identity of claimants, so preventing fraud from entering the system. To
date, 253 local authorities have received set-up costs and 185 have been certified as compliant. 352 local authorities have signed
up for the Royal Mail "Do no redirect" service funded by the Department. This prevents fraudsters having benefit mail redirected to
a different address. Reform of the anti-fraud financial incentive scheme is in progress, to ensure that local authorities can be
rewarded for securing the end-to-end claims process.

Sir Sydney Chapman: To ask the Secretary of State for the Home Department what assessment he has made of the adequacy of the
operation of the law in relation to the prosecution of child abuse cases. [7629]
Mr. Maclean: [holding answer 16 December 1996]:
The Government commissioned several independent research projects to look into the effectiveness of measures introduced by the
Criminal Justice Acts of 1988 and 1991 to improve the handling of cases involving child witnesses. These examined the use of live
television links for giving evidence and the use of video-recorded interviews for giving evidence-in-chief, and the speed of
prosecutions for cases involving child witnesses. Further research has been commissioned to evaluate the effectiveness of training
given to those involved in child abuse investigations and into the admissibility and sufficiency of evidence gathered during those
investigations, the results of which will be available at the end of 1997.
The findings from the completed research have shown that the legislation, and other supporting measures introduced by the Government
have improved the management of child abuse cases. The Government will continue to make further changes where we consider, in the
light of research and other information, they will bring further improvements.
