The Ministry of Defence has held regular discussions with the Royal British Legion (RBL) since the launch of its "Honour the Covenant" campaign in September 2007, covering a wide range of issues affecting the nation's responsibilities to its armed forces. Since 1997, the RBL accepts the Government have made a number of improvements but would like to see more done. The Government have taken a number of important steps to ensure that the nation meets its responsibilities towards its armed forces, veterans and their families, including improvements to compensation, healthcare, accommodation, and welfare support. The forthcoming Cross-Government Command Paper will review the current position and set out such further improvements as may be appropriate. The RBL is a member of the External Reference Group for the Command Paper.

We have given over 6 million people—parents of young and disabled children and carers of adults—the right to request flexible working, and more than doubled the number of registered child care places. We recently announced that we will extend the right to request flexible working to the parents of older children.

As the mother of five, I understand the problems faced by parents during holidays; that was the moment when my heart sank. We have asked local authorities to assess that they have sufficient child care for working parents. That, I hope, will help to address part of the problem.

Even accepting that the wheels of the Church grind slowly, does my hon. Friend agree that, given that we have been talking about this for some 10 years, it needs to move more quickly than it has? With regard to my hon. Friend’s latter point, I certainly agree to do that. He has campaigned consistently on this and is understandably impatient about the synodical timetable. I can assure him that the Church has made excellent progress with these complex matters, and with his support, and that of the House, we will ensure that they reach legislation as quickly as possible. I have to tell him, however, that within the Church ““quickly as possible”” means ““not before 2009.””

The clergy working group, on which the Church of England was represented, produced a statement of good practice setting out minimum standards for the terms and conditions of service for ministers of religion. The Church of England has committed itself to those principles and the General Synod has drafted legislation that has been sent to DTI officials, with whom we regularly communicate.

26 January 2005, where this was raised. We are keen that the clergy should be appropriately treated, and welcome all

Mr. Ben Chapman: To ask the Secretary of State for Trade and Industry if she will make a statement on the benefits of the EU Social
Chapter for the residents of Wirral, South. [177688]
Mr. Sutcliffe: The residents of Wirral, South have benefited from the EU Social Chapter by having their employment rights extended
to include: the right to parental leave which gives parents the right to 13 weeks unpaid leave at the birth or adoption of a child;
the entitlement of part-time workers to the same pro-rata terms and conditions of employment as full-time workers, thereby removing
any discrimination and improving the quality of part- time jobs; the provision that once a prima facie case has been made in an
employment tribunal claim, the burden of proof is placed on the defendant (usually the employer), who will need to demonstrate that
sex discrimination has not occurred; rights under the Fixed Term Work Directive that provide for the fair treatment of fixed term
workers and prevent abuse of fixed term contracts; rights under the European Works Council Directive which requires companies with
at least 1,000 employees in total and at least 150 workers in each of the two member states, to establish structures for consulting
workers on issues that affect them.
In addition, the Information and Consultation of Employees Directive to be implemented in the UK by March 2005, establishes a right
to new minimum standards for workforce communication and involvement in large firms.

Mr. Ben Chapman: To ask the Secretary of State for Trade and Industry if she will make a statement on the benefits to residents of
Wirral, South of new rights for night shift workers. [177689]
Mr. Sutcliffe: The Working Time Regulations came into force on 1 October 1998. The regulations limit working time to 48 hours
per week averaged over a 17-week reference period. For night workers the limit is eight hours per day on average, including overtime
where it is part of a night worker's normal hours of work. There is no opt-out from the night working time limit.
Night workers are entitled to 11 hours rest between working days, one day's rest per week, and a 20-minute in work rest break if the
working period is longer than six hours.
All night workers should be offered a free health assessment before they start working night and thereafter at regular intervals for
as long as they are working nights. The health assessments should take account of the nature of the work and the restrictions on a
worker's working time under the regulations. Workers who suffer from problems as a result of working at night, should as far as
practicable be offered alternative day work.
All workers are entitled to four weeks paid annual leave. There is no specific data available for night shift workers in Wirral,
South.

Mr. Sutcliffe: All workers resident in Wirral South quality for paid annual leave entitlements at least four weeks as set out in the
Working Time Regulations. While all women are entitled to 26 weeks ordinary maternity leave, only those who meet the eligibility
criteria will be able to claim statutory maternity pay for that period.
All employees in Wirral, South who are eligible will be entitled to take statutory paternity leave with pay and statutory adoption
leave with pay.

Mr. Sutcliffe: The Working Time Regulations provide workers with the right to refuse to work more than 48 hours on average, if they
do not want to. Numbers for Wirral, South are not available, however it has been estimated that around 300,000 workers resident in
the North West stood to benefit from the introduction of the weekly working time limits in 1998.
