Mrs. Anne Campbell: To ask the Secretary of State for the Home Department, pursuant to his answer to the hon. Member for Lewes
(Norman Baker) of 6 November 2001, Official Report, column 175W, on the Animals (Scientific Procedures) Act 1986, what progress has
been made with the Government's review of section 24 of the Act; when he will announce his conclusions; and if he will make a
statement. [57598]
Angela Eagle: Section 24 of the Animals (Scientific Procedures) Act 1986 creates a criminal offence for the unauthorised disclosure
of confidential information relating to the use of animals in scientific procedures by Home Office Ministers and officials, members
of the Animal Procedures Committee and others appointed for specific purposes under the Act, other than for the purposes of carrying
out functions under the Act. The maximum punishment is two years imprisonment. Following the enactment of the Freedom of Information
Act 2000, all statutory bars to the disclosure of information are being reviewed, including section 24 of the 1986 Act.
For some time now the Government has taken the position that greater openness and transparency regarding the regulation and use of
animals in scientific procedures is desirable, providing it does not jeopardise the safety of individual scientists and their
establishments or their legitimate commercial and intellectual interests. I am continuing my consideration of how these commitments
can best be met. I hope to make a decision on whether to repeal or amend section 24 by the summer.

Mrs. Anne Campbell: To ask the Secretary of State for Culture, Media and Sport what action she plans to take in respect of museums
in Cambridge following the museums and galleries task force. [43155]
Tessa Jowell: Resource: the Council for Museums, Libraries and Archives published on 7 March application forms and criteria for the
selection of museums as regional hubs. Museum consortia in each region are invited to submit applications to Resource by 19 April.
My Department is currently working with Resource to start implementing the Task Force recommendations with £10 million per annum
which was allocated to Resource in the last spending review.
We will take the Task Force's recommendations into account in the current spending review, alongside other priorities.

Mrs. Anne Campbell: To ask the Secretary of State for Northern Ireland if he will give further details of the proposed review of the
Parades Commission. [18974]
Jane Kennedy: The Government have appointed Sir George Quigley to undertake the review of the Parades Commission, which forms part
of the measures proposed on 1 August following the Weston Park talks.
The review has the following terms of reference: "To review the operation of the Parades Commission, since it took its current form
in February 1998, and the legislation under which it was established and to consider whether there are any changes which could
promote further public confidence on all sides, respect for the rights of all and the peaceful resolution of disputes on parades."
The review is to report to the Secretary of State for Northern Ireland. Any recommendations for legislative change would not be
implemented until after summer 2002.
