In North Yorkshire—just to give an example from one county—the Government have cut funding for the police from £54 million to £47 million in just two years. Will the hon. Gentleman make representations to the Electoral Commission to do all it can to reduce the cost of the elections and urge the Government to vire the money saved back into front-line policing?

I think the hon. Gentleman is raging against the policy rather than the Electoral Commission's role in it. The costs are those incurred by the Government and local authorities, not the Electoral Commission, but I am sure that his plea for the cost of the elections to be minimised will be heard in the appropriate quarters.

Does my right hon. Friend agree that part of the business of scrutiny of aid in developing countries must be carried out by the Parliaments of those countries and their public accounts committees? Will the Secretary of State tell the House how his new governance fund will be used to strengthen the capacity of Parliaments to do that work and scrutiny, and will our National Audit Office look at their reports and use them in its own independent audit of his Department’s work?

I agree with my hon. Friend completely on that point. The governance and transparency fund that we are establishing will in part be used to support parliamentarians in building their capacity to hold their Governments to account. The Public Accounts Committee and the work of the National Audit Office are really good examples of how to do that. We enjoy the benefit of their wisdom and experience, and occasional probing from time to time. I do not see why our colleague parliamentarians and Ministers in developing countries should not enjoy the same experience.

The purpose of DFID support to African parliaments is to help them to hold their governments to account, monitor public expenditure and represent constituency and public interest.In Kenya, DFID is working with parliamentary committees such as the Public Accounts Committee and the Public Investments Committee to strengthen their oversight of public resource management and expenditure. We are also supporting the Kenyan National Assembly to develop effective information, research and legal services. Our support for a new library will help Members of Parliament and Parliamentary Committees to scrutinise the executive more effectively. Similarly, in Malawi, DFID is providing support to the national parliament to monitor state spending, the budget and taxation. In Nigeria, Tanzania and Sierra Leone, DFID is working jointly with USAID and an international non-government organisation, National Democratic Institute, to strengthen parliamentary committees in these countries. In Ethiopia, Malawi, Uganda and Zambia, we are developing capacity building programmes for parliaments. DFID is also supporting the Parliamentary Network on the World Bank, which supports African parliaments to network and learn from each other.The Pan Africa Parliament is a young organisation. It is an advisory and consultative body. It agreed its first forward plans at the end of 2005. European Parliamentarians for Africa (AWEPA) have asked for DFID support for the parliament. This is currently under consideration.

Operational guidance is being prepared, based on DFID country teams' experience of implementing the policy since its publication in March. We will consult with civil society organisations and other donors in finalising the guidance.The policy is re-inforcing DFID's efforts to build effective partnerships for development by supporting countries to develop their own poverty reduction plans, ensuring accountability for aid, and by making aid more predictable so that countries can rely on it in planning their budgets. The policy has confirmed that DFID will not make aid conditional on specific policy decisions by partner governments (including in sensitive economic areas such as privatisation or trade liberalisation). The policy is also ensuring that new programme agreements between DFID and partner countries are clear about the shared commitments on which our aid is based, the circumstances in which aid can be withdrawn, the impact we expect from our aid, and the way in which progress will be measured.

The UK is committed to enhancing the accountability of the IMF to all of its membership. As a practical example of this, for the past six years, the UK Government have published a report to Parliament on the activities of the IMF. In addition, the UK has pushed for wider transparency from the institution as a whole through, for example, increased publication of IMF documents which has facilitated more accountability by parliaments and civil society, including in developing countries.As a practical way of increasing the voice of developing countries in the IMF and thus enhancing the responsiveness of the Fund to developing country concerns, the UK, with other donors, has also established a trust fund to build the analytical capacity of sub-Saharan African Executive Directors in order to better enable them to represent their constituencies more effectively at the IMF. The UK will also continue to argue for a package of further reforms and, in particular, an increase in the Basic Vote, to enhance the voice of developing countries within the IMF.

Hilary Benn: DFID's Extractive Industries Transparency Initiative (EITI) team has hosted two pre- Evian international meetings: A
multi-stakeholder workshop was held in February 2003 to develop a framework to promote transparency that would be practical and
effective in countries heavily dependent on oil, gas and mining; Moving forward from this, a technical workshop was held in May 2003
to allow stakeholders to review the draft reporting guidelines that have been prepared for the piloting of new approaches to data
disclosure. Country level meetings are also being planned which complement this.
Ministers, CEOs and high-level representatives of the stakeholder groups have been invited to a conference in London on 17 June to
agree a statement of the principles underpinning EITI and to agree actions to take forward the initiative.

Hilary Benn: The UK is working to persuade relevant stakeholders to join the Extractive Industries Transparency Initiative (EITI).
This would encourage producer and host countries to allow company disclosure of payments and to disclose revenues.
Ministers, CEOs and high-level representatives will be attending a conference in London on 17 June to agree a statement of
principles underpinning EITI and to agree actions on how to take it forward.
