The programme has existed for some years now. My hon. Friend the Member for Slough (Fiona Mactaggart) used those acronyms because she is well informed about the programme. This is creative partnerships, serving schools in our poorest and most deprived areas and bringing young people—sometimes including those in pupil referral units—together with a range of artists. Poets, actors and visual artists, for example, are involved over a prolonged period to help drive up standards in schools. They seek to find new ways of bringing the arts and creativity into schools while having a positive impact on the rest of the curriculum. The programme is in its third phase, so I am rather surprised that the hon. Member for Banbury (Tony Baldry) is not aware of it.

The Department has provided £270,000 to date to help fund five cycle routes in Oxfordshire which link six schools to the National Cycle Network. £12 million in central Government funds have been invested in this scheme, generating significant match funding from local authorities resulting in overall investment of over £30 million. Over 330 cycle routes to schools have been built or are under construction.In addition a joint Department for Transport and Department for Education and Science capital grants scheme has allocated just over £750,000 to 128 schools in Oxfordshire with travel plans, for infrastructure such as secure cycle parking.Nationally around £57 million of grant has been awarded to over 10,000 schools in England, through this scheme.The Secretary of State for Transport announced recently a doubling of Cycling England’s annual budget from £5 million to £10 million per annum over the next three years. The extra money will be targeted at providing even more links for schools to the National Cycle Network and to provide more cycle training in schools.

Every day, a number of parents in Bicester exercising parental preference hire a coach to take their children to Marlborough school in Woodstock, which is more than six miles away. In a semi-rural area such as mine, people who wish to express parental preference can do so only if they pay for it, which is unfair for everyone. It is unfair for parents who cannot pay, and it is unfair for parents who have to pay to exercise preference. With respect, the Education and Inspections Bill will not change that situation.

The Bill includes a number of important measures that will help families with transport. The cost of transport is a barrier, particularly for low-income families, which is why the Bill extends the entitlement to free school transport. There is a general duty on local authorities to assess all pupils' travel needs; local authorities' current focus is on 7 per cent. of pupils. When the new travel plans in the Bill—another measure for disadvantaged pupils against which, regrettably, Liberal Democrats voted last night—come into force more families will benefit from the opportunity for their children to attend the school of their choice.

All children attending their nearest suitable maintained school receive free transport if the journey is over three miles, or over two miles for children under the age of eight. In future, primary pupils from low-income families will receive free transport if they live more than two miles from school. Secondary pupils from low-income families will receive free transport to any one of their three nearest suitable schools if the journey is between two and six miles.

Research published by my Department in 2004 suggests that nearly two thirds of pupils who currently travel to school by bus or taxi have their fares paid by their family, not their local authority, at an average cost of £7.29 per pupil per week. Only around 10 per cent. of children entitled to free school meals travel three or more miles to school compared to 18 per cent. of children not entitled to free school meals.The White Paper proposes to improve transport arrangements for the most deprived pupils by extending entitlement to free home to school transport for secondary aged pupils to any one of the three nearest suitable schools, where the distance travelled is between two and six miles. For the most deprived primary aged pupils, the entitlement to free transport will be extended so that they will receive free transport to their nearest school where this is more than two miles from their home. The estimated cost of these two extensions of entitlement is £40 million per annum. Full costings and related assumptions will be included in the regulatory impact assessment that will accompany the Bill.

Schools' admission arrangements are determined locally. Admission authorities for schools are already required to ensure that their admission arrangements comply with Equal Opportunities legislation. They are also required to have regard to the School Admissions Code Of Practice when determining their admission policies, to ensure that admission criteria and information published for parents are sufficiently clear, fair and objective to give applicants a reasonable indication of their chances of securing a place. The code recommends that criteria should be, as far as possible, inclusive of all elements of the local community.We recognise that no one approach to ensuring fair access for children will work in all circumstances, and admission arrangements should be determined in light of local needs and circumstances. However, the White Paper proposes making it easier to introduce pupil banding. This provides a means of ensuring that a school's intake is representative of the full ability range of either applicants for a particular school, of children in the area as a whole, or of the national ability profile—depending on the type of banding adopted.All proposals for new schools must set out their proposed admission arrangements, and indicate how these will promote community and social integration and choice. Successful schools will also be allowed to expand if they can show their admission arrangements are in line with the Admissions Code. In both instances the agreed admission arrangements will be set for three years, after which they will be subject to annual consultation locally.We have also recently amended legislation to ensure that priority is given to looked after children, as one of the most vulnerable groups in the community.Furthermore, we propose to extend entitlement to free transport for disadvantaged children, so that parental choice is not restricted by concerns about the cost and availability of transport.
